August 5, 1987
There was a meeting of the Randolph County Planning Board on Wednesday,
August 5, 1987, at 1 :30 p.m. , in Courtroom B, County Courthouse, Asheboro, N.C.
The following members were present:

1 . Tal Harrison made the motion, seconded by Bill Dorsett to approve the
minutes of the July 8, 1987 meeting. The motion passed.
2. SPECIAL USE PERMITS:
A. Roger Bullins of Route 2, Randleman, N.C. , requested a Special Use
Permit for a Rural Family Occupation to construct a building for a
welding shop, on approximately 5 acres, located in the northwest
corner of SR# 1511 and SR# 1646, Back Creek Township, Zoning District
R-A, Zoning Map #7754.
Tal Harrison asked that restrictions of no outside storage be
listed on this Special Use Permit.
Guy Troy made the motion, seconded by Tal Harrison that the
Special Use Permit be approved with the restrictions of no outside
storage. The motion passed.
B. J. Frank Joyce of Trinity, N.C. , requested a Special Use Permit
for a Rural Family Occupation to construct a building for a welding
shop, on approximately 7 acres, located on SR# 1888 just off
Meadowbrook Road, Trinity Township, Zoning District R-A, Zoning
Map #7706.
Lynden Craven made the motion, seconded by Tal Harrison to
approve the Special Use Permit with the restrictions of no outside
storage. The motion passed.
C. Britt Realty Company, High Point, N.C. , requested a Special Use
Permit for a Rural Family Occupation to construct a building for
storing restored cars and to locate trucks for servicing, on
approximately 6 acres, located on the Roy Farlow Road (SR# 1534) ,
Trinity Township, Zoning District R-A, Zoning Map #7726.
Jackie Hartsoe (realtor) , Britt Realty, and Bill Blair (Buyer)
of High Point, N.C. , were present at the meeting and advised the
Board that he will be servicing 5 trucks (for his business) and
with one employee will be restoring race cars as a hobby. Mr.
Blair also informed the Board he would also have 2 car-hauling
trucks on the property for his hobby.
Sam Frazier and Robert Cromer of Route 2, Farlow Road, Trinity,
N.C. , spoke in opposition of the Permit because of concerns with
the traffic and noise produced by the 5 furniture trucks at all
hours.
Gary Crotts of Route 2, Trinity, N.C. , also spoke in opposition
of the permit because of the noise of the trucks and the building
would be built close to his property lines.
Bill Dorsett requested there be limitations on the hours of
his operations.
Tal Harrison made the motion to delay action on the Special
Use Permit for the Rural Family Occupation until further study
could be made on the property. Motion seconded by Maxton McDowell.
Motion passed.
3. RE-ZONING REQUESTS:
A. B. J. Lawrence, Level Cross, N.C. , requested that approximately
mile north of Level Cross on the west side of Bus. Hwy. 220, Level
Cross Township, be re-zoned from Residential-Agricultural to Light
Industrial. Zoning Map #7758.
B. J. Lawrence was present at the meeting and advised the Board
of his wishes to develop an industrial park.
Evelyn Harris of Seagrove, N.C. and Richard Stockner of
Asheboro, N.C. , expressed their support of this request.
After review and discussion, Maxton McDowell made the motion,
seconded by Tal Harrison to recommend approval of the request.
This motion passed.
B. R. Joe Hoffman of High Point, N.C. requested that approximately 7
acres of land located on the east side of SR# 1917 (Pig White Road) ,
adjoining Guilford County line, New Market Township, be re-zoned
from Residential-Agricultural to Light Industrial. Zoning Map #7728.
R. Joe Hoffman was present at the meeting and advised the
Board on his desire to use the land for industrial development.
Hoffman also supplied the Board with a support petition signed by
neighboring property owners.
Tal Harrison made the motion, seconded by Maxton McDowell to
recommend approval of the request. This motion passed.
4. SUBDIVISIONS:
A. PROVIDENCE VILLAGE, Section 1 (Preliminary Plat) ; Providence
Township; SR# 2230; 12 Lots. Ed Routh - Owner.
Ed Routh was present at the meeting and advised the Board that he
filed the Soil Erosion Plan for the subdivision on August 4, 1987
and that he has an appointment with the Health Department on August
11, 1987.
Hal Johnson, Planning Director, commended Mr. Routh for allowing
the Board to view his entire plan of the subdivision.
Maxton McDowell said Mr. Routh's plans were very preliminary and
that maybe action should be delayed until he gets more information
(from the Health Department, Soil Erosion, etc.) .
Robert Joyner, Mozelle Key, Conrad Key of Route 1 , Pleasant
Garden, N.C. and Eddie Clodfelter of Greensboro, N.C. , were present
at the meeting and advised the Board of their opposition to the
subdivision because of density problems and traffic problems on
the .6 mile dead end road. They also were concerned with the loss
of their property value.
Maxton McDowell made the motion to delay action, seconded by
Lynden Craven. Motion passed.
B. FINCH FARM ACRES (Final Plat) ; Trinity Township, SR# 1547; 18 Lots.
Archdale Home Builders - Owners.
Mr. Lee Stackhouse, Attorney, represented Archdale Home Builders
at the meeting and advised the Board that the name of the subdivision
would be changed to Finch Village before the plat is recorded.
Lynden Craven made the motion, seconded by Tal Harrison to
approve the plat. Motion passed.
C. ROLLING MEADOWS (Final Plat) ; Concord Township; SR# 1307 off SR# 1001;
17 Lots. Stanley Snider - Owner.
Maxton McDowell questioned the (poorly built) roads and if
the property was in a flood plain.
Tal Harrison made the motion, seconded by Lynden Craven to
approve the plat. Motion passed.
D. FOREST HILLS SOUTH, Section 3 (Final Plat) ; Union Township; SR# 1114;
17 Lots. Phillip Craven & Others - Owners.
Owners were not present at meeting.
The Planning Board discussed the fact that these 5 acre tracts
had not been cleared of rubbish. The Planning Board reviewed the
County's Subdivision Ordinance which states: "Removal of Rubbish:
The subdivider shall remove or bury (provided it is not buried within
100 feet of a house site on the same lot) all cut or fallen trees,
stumps or rubbish from the subdivision."
Hal Johnson, Planning Director, advised the Board that the
County had always interpreted this (since 1973) as applying to lots
less than 5 acres designed for building development. However, the
statement as carried over in the Subdivision Ordinance was not
clear and could be interpreted in many ways.
Maxton McDowell made the motion, seconded by Guy Troy for the
Planning Director to obtain a clarification of this requirement from
the Randolph County Board of Commissioners. Action would be delayed
pending Board of Commissioners' decision. This motion passed.
E. EVERGREEN ACRES, Section 3 (Final Plat) ; Trinity Township; SR# 3108;
61 Lots. Billy Walker - Owner.
Tal Harrison withdrew from discussion of this subdivision.
Guy Troy made the motion, seconded by Bill Dorsett to approve
the plat. Motion passed.
F. FARMER WEST, Section 1 (Final Plat) ; Concord Township; SR# 1001;
32 Lots. Ken McDowell & Reid Kearns - Owners.
Ken McDowell was present at the meeting and advised the Board
that the permanent sign was being constructed at this time.
Maxton McDowell made the motion, seconded by Guy Troy to
approve the plat. Motion passed.
5. Being no further business the Board adjourned at 4:25 p.m.
