RANDOLPH COUNTY ZONING BOARD OF ADJUSTMENT
January 16, 1996
There was a meeting held at 6: 30 p.m. , on January 16 , 1996, of
the Randolph County Zoning Board of Adjustment in the Commissioners '
Meeting Room, County Office Building, 725 McDowell Road, Asheboro,
North Carolina.
1 . Chairman Charles Adams called to Order the Randolph County
Zoning Board of Adjustment Meeting.
2 . Hal Johnson, Planning Director, called roll of the Members:
Charles Adams, Chairman, present; Aweilda Williams, Vice
Chairman, present; Tim Poole, present; Lynden Craven, present;
Jim Routh, present; Bill Dorsett, present; Phil Brower,
present; and Maxton McDowell, Alternate, absent.
3. Aweilda Williams made the motion, seconded by Bill Dorsett, to
approve the Minutes of the December 5, 1995 County Zoning Board
of Adjustment Meeting. The motion passed unanimously.
4 . REQUESTS FOR VARIANCE:
A: GENE & HELEN ALLRED, Randleman, North Carolina, is
requesting a Variance to allow a third residence for
family use on 11 . 33 acres tract. Location: 1355 Gene
Allred Drive; 11 . 33 acres; Franklinville Township; Zoning
Map #7774; Zoning District RA.
**Arguments for Granting this Request
Allred explained that he wanted to be able to place a
mobile home on the same property that his house is
located. Allred will not be deeding any of the land out
separately from his residence. Allred said the 3rd
residence is his sons and he is actually located on an
adjoining parcel.
**Arguments Against Granting this Request
There was no one present in opposition.
**Board Discussion: Conclusions Based on Findings of Fact
Craven said he felt this was definately a situation of
wanting to help a family member and he could see no reason
that this would violate the intent of the Ordinance or
injure the value of adjoining properties .
**Order of the Board of Adjustment
Craven made the motion, seconded by Phil Brower, to
approve this request for a Variance. The motion passed
unanimously.
B: KENNETH R MILLER, Randleman, North Carolina, is requesting
a Variance to allow a second modular home on 4 . 14 acres in
lieu of the required 5 acres per dwelling on a private
road. Location: 3017 Morningdew Drive; 4 . 14 acres; Back
Creek Township; Zoning Map #7744; Zoning District RA.
Johnson explained that Miller had called the Planning
Office earlier in the day and withdrew this request for a
Variance. Johnson apologized for not being able to notify
the adjoining property owners any sooner.
3 citizens left the meeting.
C: AUBREY & CAROLYN WRAY, Archdale, North Carolina, is
requesting a Variance to allow a minimum width of building
line due to a 50 ft. easement to be 89 ft. in lieu of the
required 100 ft. Location: Snyder Country Road
(approximately 6/10 mile off Thayer Road) ; 1 . 37 acre lot;
Tabernacle Township; Zoning Map #7704; Zoning District RR.
**Arguments for Granting this Request
Wray explained that this is the last lot in this
subdivision to be developed. Wray said that easement is
undeveloped but considering this easement he would not be
able to meet the required building line or setback
requirements . Wray explained that his intentions to allow
a 76 ' double wide mobile home to be placed on the
property.
**Arguments Against Granting this Request
There was no one present in opposition.
**Order of the Board of Adjustment
Williams made the motion, seconded by Lynden Craven, to
approve this request for a Variance. The motion passed
unanimously.
