int ' RANDOLPH COUNTY ZONING BOARD OF ADJUSTMENT
September 10, 1996
There was a meeting held at 6 : 30 p.m. , on Tuesday,
September 10 , 1996, of the Randolph County Zoning Board of
Adjustment, in the Commissioner' Meeting Room, Randolph
County Office Building, 725 McDowell Road, Asheboro, North
Carolina.
1 . Chairwoman Aweilda Williams called the meeting to
Order.
2 . Hal Johnson, Planning Director, called roll of the
members : Aweilda Williams, Chairwoman, present; Maxton
McDowell, Vice Chairman, absent; Charles Adams , absent;
Bill Dorsett, present; Jim Routh, present; Lynden
Craven, present; and Phil Brower, present.
3. Jim Routh made the motion, seconded by Lynden Craven,
to approve the August 6 , 1996 Randolph County Zoning
Board of Adjustment Meeting Minutes . The motion passed
unanimously.
4. Swearing in of the Witnesses:
5 . REQUEST FOR A VARIANCE:
FRANKIE G.CROSS, Franklinville, North Carolina, is
requesting a variance to allow a second residence to be
located on a 7 . 80 acres tract fronting on a private
road in lieu of the requirement that only allows 1
residence per 5 acres on a private road. Location:
1992 Maple Ridge Drive (off Carl Allred Road) , Maple
Ridge Subdivision, lot 4 , Franklinville Township,
Zoning Map #7783, Zoning District RA.
**Arguments for Granting this Request
Cross was present and explained that they wanted to
keep the double-wide mobile home they currently have on
the property. Cross said that they are purchasing a
modular home (with a basement) and they want to rent
their current home to his brother. Cross said that
they were depending on the income from this structure
to help with their new mortgage. Cross said that they
have spoken with the other two property owners on the
road. Cross said that one of the property owners is
here in support of this request and the other supports
this request but could not be present because they work
third shift.
Johnson said that the other property owners called his
office today and said that they support this request
but would not be able to attend the meeting.
When questioned about road maintenance, Cross said that
they share in the road cost and he uses a tractor to
perform the work.
Mark Brower, Carl Allred Road, said that he was in
support of this request. Brower said that if all the
property owners on the road have no problem with the
request, he felt it should be approved.
**Arguments Against Granting this Request
There was no one present in opposition to this request.
**Board Discussion: Conclusions Based on Findings of
Fact
Dorsett said that he felt the applicant had show a
financial hardship.
**Order of the Board of Adjustment
Dorsett made the motion, seconded by Brower, to
approve this request for a Variance. The motion passed
unanimously.
6 . The meeting adjourned. There were 5 citizens present.
