RANDOLPH COUNTY PLANNING BOARD
February 7, 1995
1. Chairman Jim Routh called to order the Randolph County
Planning Board meeting at 7 : 00 p.m.
2. Roll call of Members: Jim Routh, Chairman, present;
Aweilda Williams, Vice Chairman, present; Tim Poole,
present; Lynden Craven, present; Charles Adams,
present; Bill Dorsett, present; Phil Brower, absent;
and Maxton McDowell, Alternate, absent.
3. Charles Adams made the motion, seconded by Lynden
Craven, to approve the Minutes of the January 5, 1995
Randolph County Planning Board meeting. The motion
passed unanimously.
4 . REQUESTS FOR PROPERTY REZONING:
A: ALBERT HARRELSON, Denton, North Carolina, is
requesting that 11 . 69 acres located on Mt.
Shepherd Road Extension, Tabernacle Township, be
rezoned from Residential Agricultural to
Residential Mixed/Conditional Use . Zoning Map
#7712 . It is the desire of the applicant to
develop 5 additional spaces to Mt. Shepherd Mobile
Home Park #2 .
Harrelson was present and explained that this
would be an addition to the 7 mobile home spaces
just completed. These new lots will be 1+ acres
in size and all mobile homes must be underpinned
within 3 months.
There was no one present in opposition.
Lynden Craven complimented the Harrelsons on their
park and made the motion to recommend approval of
this request to the Commissioners . Tim Poole
seconded this motion and the motion passed
unanimously.
B: BDC ASSOCIATES, INC. , Thomasville, North Carolina,
is requesting that 87 . 51 acres located on Old
Mountain Road (just off Finch Farm Road) , Trinity
Township, be rezoned from Residential Agricultural
to Residential Restricted. Zoning Map #6796 . It
is the desire of the applicant to develop 78
additional lots to Gaddy Place.
Clodfelter was present and explained that this
project (that began a year ago) has been well
received by the community. There are 25 new
(occupied) homes that range from $110 , 000 to
$165 , 000 in value.
Hal Johnson said that he has received 2 calls from
adjoining property owners in support of this
development.
There was no one present in opposition.
Bill Dorsett made the motion, seconded by Aweilda
Williams , to recommend to the Commissioners that
this request be approved as consistent with the
Land Use Plan for this area. The motion passed
unanimously.
C: VICTOR DENNING, JR. , High Point, North Carolina,
is requesting that 8 acres (out of 32 .70 acres)
located on Hwy 311 (2/10 mile north of Allen
Drive) , New Market Township, be rezoned from
Residential Agricultural to Highway Commercial/
Conditional Use. Zoning Map #7746 . It is the
desire of the applicant to use the property for
commercial development. Property Owner: Gary
Welch.
Denning was present and explained his intentions
to build a 70 'x100 ' structure to be used for an
auction barn for horse sales . Denning further
explained that there would also be a restaurant
and tack shop in the structure. The sale will run
1 night a week (probably Tuesday night) and 1 day
a month (Saturday) . The auction will employee 20
- 25 part-time people . The restaurant will only
be open during the sales but may open full-time if
everything goes well. Denning operates Vic ' s
Barbeque in High Point. This property is located
next to a junkyard.
Larry Welch spoke in favor of this request.
Melanie Frank, adjoining property owner, asked
about hours (Denning answered from 6pm until 10pm
at latest on Tuesday and the Saturday sale would
be during the day) , fencing (Denning answered the
entire operation would be fenced) , and disease
checks (Denning answered required by State) .
Fred Franks, adjoining property owner, spoke in
opposition and said he felt they would eventually
sell all types of livestock. Denning said it
would only be for horses .
Johnson said that the reason for zoning regulation
in this particular case was due to his desire for
... retail sales of horse tack items and restaurant.
Johnson said that agricultural activities are
exempt from zoning regulations by State law.
Wayne Loflin, adjoining property owner, said that
he is a dairy farmer and concerned that this could
cause disease of his cattle.
There were 4 people present in opposition.
Lynden Craven made the motion, seconded by Bill
Dorsett, to recommend to the Commissioners that
this request be approved with the restriction of
horse sales only (no other livestock) . The motion
passed.
5 . SPECIAL USE PERMIT REQUEST:
Swearing in of Witnesses - "Do you swear or affirm that
the information you are about to give is the truth, the
whole truth, and nothing but the truth, so help you
God. " Alton Wright took the Oath.
A: ALTON WRIGHT, Asheboro, North Carolina, is
requesting a Special Use Permit to expand his
existing machine shop business (6 , 000 sq. ft. )
located at his residence on 2 . 37 acres, at 3694
Buffalo Ford Road, Grant Township, Zoning Map
#7780 , Zoning District RA.
Wright was present and explained that this
business has been here for 18 years. Wright
explained that he operates a specialty tool & die
work business that cater to industry only.
Currently he has 4 employees and may add a couple
in the future. Wright said that this approval
would be more for "elbow room" and would not
increase the intensity of his business .
Grover Hammer, adjoining property owner, spoke in
favor of this request.
There was no one present in opposition.
Bill Dorsett made the motion, seconded by Lynden
Craven, to recommend to the Commissioners that
this request be approved. The motion passed
unanimously.
6 . Johnson explained to the Planning Board that there will
be a special working session of the Planning Board to
look at our current Zoning & Subdivision Ordinances and
our Land Use Plan. The Board agreed to meet on
February 27 , 1995 at 6: 00 p.m.
7 . Election of Officers:
Lynden Craven nominated Charles Adams for Chairman
(term 1995) . Aweilda Williams seconded this nomination
and the Board agreed unanimously.
Bill Dorsett nominated Aweilda Williams for Vice
Chairman. Tim Poole seconded this nomination and the
Board agreed unanimously.
8 . The meeting adjourned at 7 : 50 p.m. There were 18
citizens present.
