October 3, 1995
1. Chairman Charles Adams called to Order the Randolph
County Planning Board meeting at 7 : 00 p.m.
2. Hal Johnson, Planning Director, called roll of the
Members: Charles Adams, Chairman, present; Aweilda
Williams, Vice Chairman, present; Tim Poole, present;
Lynden Craven, present; Jim Routh, present; Bill
Dorsett, present; Phil Brower, present; and Maxton
McDowell, Alternate, absent.
3. Lynden Craven made the motion, seconded by Jim Routh to
approve the Minutes of the September 7 , 1995 Randolph
County Planning Board Meeting. The motion passed.
4. Swearing in of the Witnesses:
"Do you swear or affirm that the information you are
about to give is the truth, the whole truth, and
nothing but the truth so help you God. "
5 citizens took this Oath.
5. SPECIAL USE PERMIT REQUESTS:
A: FARRELL SMITH, Sophia, North Carolina, is
requesting a Special Use Permit to construct a
30x40 building to operate a machine shop at his
residence located on 8 . 40 acres at 4472 Craven
Pines Road, Tabernacle Township, Zoning Map #7715,
Zoning District RR.
Smith was present and explained that he has lived
at this location of 2-3 years . Smith said that
this would be a one-person operation, part-time,
one or two evenings a week. Smith said that he
makes small parts for NASCAR.
There was no one present in opposition to this
request.
Lynden Craven made the motion, seconded by Jim
Routh, to approve this request for a Special Use
Permit. The motion passed unanimously.
B: SHELTON BRADSHAW, Sophia, North Carolina, is
requesting a Special Use Permit to operate a
family recreation and camp-site business (phase 1
would be 15 acres and phase 2 would be 35 acres)
at his residence located on 62 . 43 acres at 2589
a- Plott Hound Trail, Back Creek Township, Zoning Map
#7733 , Zoning District RA.
Bradshaw presented a map of his property and
described his plan for development of the
campground. Bradshaw showed locations for
camp-sites, a stage for entertainment, a
playground for children, hiking trails, and
possibly a swimming pool. Bradshaw explained his
intentions to operate a clean environment with
plans to leave the property as natural as possible
for "wilderness camping" . Bradshaw said there
will be places for tents only and also handicapped
facilities.
Johnson asked Bradshaw if the Health Department
had done any preliminary evaluations on the
property and Bradshaw said not as yet.
Aweilda Williams asked how many spaces did he plan
for and Bradshaw said approximately 50 .
Bill Dorsett asked Bradshaw if he would allow
camping vehicles (RVs) and Bradshaw said that he
plans that 20 of these 50 spaces would be set up
a, for RVs.
Williams asked Bradshaw about road maintenance.
Bradshaw said that he maintains the road with the
assistance of the other property owners on the
road.
Phil Brower asked Bradshaw if any of the spaces
would be used for permanent location of camper
vehicles. Bradshaw answered no only temporary
location of sites for a few days or a week at a
time.
James Ward, Plott Hound Trail, expressed extreme
concern for the small narrow single-lane road that
the property is on. Ward said that RVs or
campers would not be able to meet on the road
(they could not pass) . Ward said that this
traffic would inconvenience the people that live
on this road. Ward presented pictures of the
road.
Sandra Webb, Plott Hound Trail, also expressed
concern of the road and said that Bradshaw already
has 3 rental properties at this location. Webb
said she is against commercialization coming to
this site. Webb said that the traffic problems
could cause children safety concerns. Webb said
that she would also be concerned of possible fire
�-' dangers in the woods. Webb also said that she was
concerned about people wandering off on to their
properties .
Dale Riddle, Plott Hound Trail, said that he
purchased property here a couple of months ago and
is concerned of the traffic being added to this
road and also Beckerdite Road. Riddle discussed
concerns of the fact that the road goes through
his property and problems he may have with trash
being thrown out. Riddle said he could not see
how the campground would benefit adjoining land
owners.
Dave Schmit, friend of Bradshaw, said that the
Bradshaw would have to make the road improvements
if a business was to go at the end of the road and
he could not see that anyone would wander off on
to adjoining property.
Bill Sawyer, Plott Hound Trail, said that the cost
of fixing the road could not be justified by this
number of camp sites. Sawyer said that he was
concerned of people hunting of the property.
Sawyer said that he felt Bradshaw should have to
submit a site plan so that the concerned citizens
could see a more specific plan.
There were 10 people present in opposition to this
request.
Barbara Canoy, adjoining land owner, said that she
has 92 acres here and she wanted to know who would
see that this operation would be run in the manor
as he has presented.
Bradshaw said that he would widen the road and
upgrade the road at his own expense. Sawyer said
that the neighbors don' t want the road widened.
Johnson advised the Board that they could require
Bradshaw to provide a more detailed site plan of
his intentions .
Williams said that having come off the road just
1 hours prior to the meeting, the road should be
a strong consideration.
Dorsett said that he felt Bradshaw should have to
foot most of the bill in upgrading the road.
Dorsett also said that he felt the Board need more
�'' complete detailed site plans for the property.
For this reason Dorsett made the motion, seconded
by Brower, to Table this request until such plans
could be received by the Planning Department and
all adjoining property owners could be
re-notified. The motion passed unanimously.
6. REQUESTS FOR PROPERTY REZONING:
A: DEAN STALEY, Julian, North Carolina, is requesting
that 58 acres (out of 69. 40 acres) located on Old
Red Cross Road (4/10 mile off Hwy 22N) , Providence
Township, be rezoned from Residential Agricultural
to Residential Restricted. Zoning Map #7797 . It
is the desire of the applicant to develop a
restricted residential subdivision of 41 lots .
Edward Marion Hinshaw & Others - Property Owners.
Staley was present and explained his intentions to
develop a restricted subdivision that would allow
the location of a site built, modular, or
double-wide with a permanent foundation on the
lots . Staley said the average lot size will be 1
acres .
Mildred Hinshaw Guthrey, adjoining property owner,
spoke of concerns of the private road and adequate
roads being established. Guthrey discussed the
additional number of lots bring more septic tanks
and wells causing the need for environmental
concerns to be considered. Guthrey said she felt
this development would lower property values in
the area. Guthrey asked the Board to consider a
moratorium on the development on this parcel.
Richard Allen, neighboring resident, discussed
concerns of school over crowding and perking
problems with the land.
Grady Allen, neighboring resident, discussed
problems with another subdivision developed by
Dean Staley in the area. Allen said that at the
public hearing they were told that it would be
site built and now it is developed with double
wide mobile homes. Allen said he felt the number
of lots for this development should be reduced to
no more than 11 .
Calvin Hinshaw, neighboring property owner, said
that this land won' t perk and that since it was in
the Ramseur watershed it would not be allowed to
be developed. Hinshaw said that this development
would allow migrant workers to move in an
contaminate the community. Hinshaw said that
currently all the adjoining land is owned by
family.
Gaynell Staley, neighboring property owner, said
that this development would not benefit the
adjoining land owners or the County.
There were 30 people present in opposition to this
request.
Dean Staley stood and withdrew the request saying
that these people are his friends and neighbors
and he didn't want to develop anything that would
cause problems in the community.
B: JIM TEDDER, High Point, North Carolina, is
requesting that 6 .70 acres located on the corner
of Bus. Hwy 220N/Two Ponds Road, Level Cross
Township, be rezoned from Residential Agricultural
to Highway Commercial/Conditional Use . Zoning Map
#7767 . It is the desire of the applicant to
construct mini-warehouses (approximately 15
buildings - 5,000 sq. ft. each) with office on
premises. Approval of this request would be
allowing a special SNIA 70% development allocation
of this property located in Randleman Lake
Watershed. William Tilley - Property Owner.
Tedder explained that this would be a secured area
(mainly by fencing) and he wanted something the
community could be proud of. Tedder said that he
would not allow anything that would junk the
property up and he would have 6-8 employees on the
site during regular business hours .
Dorsett asked Tedder if he plans to allow any
businesses or yard sales from these buildings
(like currently goes on in North Asheboro) .
Tedder answered no. Dorsett said that he felt
there should be some buffer against the adjoining
properties of at least 25 ' (a good row of trees) .
Tedder said that he plans for an 8 ' fence
adjoining the two roads and would allow for
buffers to the rear and other side of property.
Larry Tilley, property owner ' s son, said that his
father is getting up in years and wants to sell
the property and be rid of the burden.
W.I. Tilley, property owner, said that he has no
use for the property and would like to sell it.
Nancy Ewings, Bus . Hwy 220N, said that she is
across the road from this site and this area is
heavy with homes. Ewings said that she wanted to
see the property remain residential because her
children may one day come back to this property
and build a home.
Jack Tilley, Two Ponds Road, said that he has
lived here for 52 years with his children and his
grandchildren. Tilley presented a sketch plat of
of the properties on this road and explained that
the site is bordered by all residential tracts .
Tilley said that he is the only one of the
Tilley' s that located here on the home place, all
the other family members live in Greensboro.
Tilley said that this property adjoins this
private dirt drive that is only 21 feet wide.
Tilley discussed concerns of property values ,
traffic problems and run-off problems .
Doc Johnson, adjoining land owner, expressed
concerns about the spring that runs through this
property and through his property. Johnson said
that he waters his cows from this spring and
Johnson informed the Board that if the water
becomes contaminated he would be in "bad humor" .
Tedder said that he would give up access to Two
Ponds Road and would be willing to construct a
solid fence along this road.
Williams made the motion to recommend to the
Commissioners that this request be approved with
the following conditions:
**fencing along Two Ponds Road with an appropriate
natural buffer
**fencing along Bus Hwy 220N
**appropriate natural buffering around remainder
of property
(appropriate buffer will be established by
Planning Staff)
Jim Routh seconded the motion and the motion
passed by a 6 to 1 vote, Tim Poole voted against
the motion.
C: EDDIE MORRIS, Asheboro, North Carolina, is
requesting that 259 . 93 acres located on Union
Grove Church Road (3/10 mile from Trinity Church
Road) , Richland Township, be rezoned from
Residential Agricultural to Residential Mixed.
Zoning Map #7695 . It is the desire of the
applicant to develop a residential subdivision of
60 lots that would allow site built homes ,
double-wide manufactured homes, and single-wide
manufactured homes . Pallie Morris - Property
Owner.
Johnson asked Morris the length of the private
road he is proposing, Morris didn't know. Johnson
said that it appears to be approximately 2 miles .
Edsell Staley, adjoining property owner, said that
he has lived her for 35 years and if he had wanted
to lived "jammed up" against other houses (small
lots) he would have moved to town. Staley said he
felt the lots should be large tracts with a
minimum size of 10 acres.
Roy Chriscoe, adjoining resident, said that this
is an agricultural community and he wished the
developer would consider increasing the lot sizes
to keep the area agricultural. Chriscoe said
there are 30+ chicken houses within 2 miles of
this site.
Dwayne Staley, adjoining resident, said that he was
concerned of what this development could bring to
the area.
There were 10 people present in opposition to the
request.
Dorsett said that this proposed development would
drastically alter the neighborhood and cause
density to be inconsistent with the area.
Craven made the motion, seconded by Dorsett, to
recommend to the Commissioners that this request
be denied as inconsistent with the area. The
motion passed unanimously.
D: GILBERT ENGLISH, Trinity, North Carolina, is
requesting that 1 acre (out of 18 . 80 acres)
located on Hillsville Road (2/10 mile north of
Millers Mill Road) , Trinity Township, be rezoned
from Residential Agricultural to Highway
Commercial. Zoning Map #7726 . It is the desire
of the applicant to use the property for
commercial development.
English was present and said that he wants to
operate a small part-time garage business where he
plans to locate his residence. English said he
would not have any junk storage and he plans to
pave the drive way to the building. English said
that he is an employee of the High Point Fire
Department and he has spoken with the adjoining
community center and nearby fire department and
they have no problem with this request.
Lynwood English, father of the applicant, said
that this is property from his fathers land and he
was raised here. English assured the Board that
Gilbert English is his son and if the property is
not used right, he said "he is still my son"
(meaning he would take care of any problems) .
English added that his father is up in age and
this would allow his son to locate nearby in case
he needed anything.
Doris Davis, Hillsville Road, said that she was
concerned about property values, traffic hazards,
and that the remainder of the area is residential
(not commercially zoned) .
Johnson said that he would recommend that the
Planning Board consider this as a Special Use
Permit instead of rezoning the property for
commercial development. Johnson said he would be
concerned with rezoning the property because with
the community center there it could possible be
placing a hardship on the community. Johnson did
question why this site on this large tract was
decided upon for the development. English said
because it was the closest portion of the property
to existing businesses.
Routh said that he had a problem with the building
fronting on Flint Hill Road. Routh said the
building should be required to be located behind
the residence.
Williams made the motion to approve a Special Use
Permit with the following restrictions:
**build nice building with outside landscaping in
front of the structure
**no storage of junk cars or car parts
**part-time business
Phil Brower seconded this motion and the motion
passed by a 6 to 1 voted with Jim Routh voting
against the motion.
E: LARRY GOODWIN GOLF INC. , Asheboro, North Carolina,
is requesting that 14 . 82 acres located on Waynick
Meadow Road (1 . 5 miles past Oak Grove Church
Road) , Concord Township, be rezoned from
Residential Agricultural to Residential
Restricted. Zoning Map #7617 . It is the desire
of the applicant to develop a restricted
residential subdivision of 13 lots .

Goodwin was present and explained that this would
be an extension of an existing site built
subdivision with a minimum house size of 1200 sq.
ft.
Darrell Hilton, area resident, said that he was
not really opposed to the development, but felt
the lot sizes were too small of the area. Hilton
expressed concern about the density levels.
Craven made the motion, seconded by Phil Brower,
to recommend to the Commissioner that this request
be approved. The motion passed unanimously.
7 . Hal Johnson announced that there will be a special
"working session" meeting scheduled later in the month
for the Planning Board to discuss proposed revisions of
the Zoning Ordinance. Johnson said that the Planning
Office would be in touch concerning the date, time, and
place for this meeting.
8 . The meeting adjourned at 9 : 35 p.m. There were 117+
citizens present for this meeting.
