1 . Vice Chairman Aweilda Williams called to Order the
Randolph County Planning Board meeting at 7: 00 p.m.
2. Roll call of Board Members: Phil Brower, Chairman,
absent; Aweilda Williams, Vice Chairman, present; Jim
Routh, present; Bill Dorsett, present; Charles Adams,
present; Lynden Craven, present; Doyle Stout, present;
and Maxton McDowell, Alternate, absent.
3. Jim Routh made the motion, seconded by Lynden Craven to
Approve the Minutes of the Randolph County Planning
Board meeting on April 6 , 1993 . The motion passed.
4 . REQUESTS FOR A SPECIAL USE PERMIT:
A: GEORGE PIERCE, JR. , Randleman, North Carolina, is
requesting a Special Use Permit to construct a
building 16 ' x 20 ' (with possible future expansion
of 460 sq. ft. ) for a metal fabrication business at
his residence located on Fred Lineberry Road (SR
2113) on 3 . 30 acres, Level Cross Township, Zoning
District RA, Zoning Map #7776 .
Pierce explained his intentions, to the Board, of
using an existing 16 ' x 20 ' building to produce
tree stands for deer hunters and porch railings.
Pierce stated he would be the only employee and
this would be his primary job. Any additions
would be to the front and right of the existing
structure. Pierce said Cranford Junkyard would
provide him with a dumpster for scrap and would be
periodically hauled off. Pierce stated no goods
would be sold from the site, he would be
delivering his produces . Pierce stated that his
hours of operation would be from 8 am to 5 : 30 pm
and all welding would be done inside the building.
THERE WERE 4 PEOPLE PRESENT IN OPPOSITION.
Ron Lippard, 5224 Fred Lineberry Road, questioned
if this zoning would effect neighboring
properties. Hal Johnson explained that this would
not be a zoning change only a Special Use Permit
to operate a rural family business.
Linda Lippard, 5224 Fred Lineberry Road, expressed
�-' concerns of operating hours , noise, and traffic .
Pierce stated that the traffic and operating hours
would be during the daytime while most of his
neighbors were at work. Pierce added that the
grinder was the only noise maker and was only 10%
of his operation.
Richard Shaw, Fred Lineberry Road, stated that his
is construct (at the present time) a 2500 sq. ft.
home and is concerned of viewing a manufacturing
building from his front door. Shaw stated that he
did not want to cause an economic hindrance for
Pierce and would purchase his property.
Pierce explained that even with the addition to
the building the structure would not be visible
from the Shaw residence.
Lynden Craven made the motion, seconded by Jim
Routh, to APPROVE this request for a Special Use
Permit with the following restrictions:
**future addition to be used for storage only
**7 am - 6 pm operational hours (no Sunday work)
**grinding/welding done inside the building
**all storage inside
**1 employee
The motion passed unanimously.
B: JAMES HAMMOND, JR. , Liberty, North Carolina, is
requesting a Special Use Permit to operate a
machine shop/welding business from a 30 ' x 45 '
building at his residence located on 26 . 35 acres,
York Martin Road, Liberty Township, Zoning
District RA, Zoning Map #8727 .
Hammond stated that he would be making sanders for
wood working and his has been in this business for
5 years at his Liberty location. Hammond said it
was his plan to move his business to his residence
and eventually become his primary job. Currently
he will operate from 4: 30 pm - 9: 30 pm and the
business can' t be heard outside the building.
Scott Suits, 5504 York Martin Road, stated that he
was a neighbor and had no opposition to this
request.
Jim Routh made the motion, seconded by Charles
Adams , to APPROVE this request for a Special Use
Permit. The motion passed unanimously.
C: DAVID BRILES, Asheboro, North Carolina, is
requesting a Special Use Permit to add a 30, 000
gallon above ground LP Gas Tank at his business
located on U. S. Hwy 64 (just west of Wright
Street) , on 1 . 43 acres, Columbia Township, Zoning
District HC, Zoning Map #8702 .
David Briles explained to the Board that the N.C.
Department of Agricultural has approved this
location for the tank and the tank will be
enclosed by a chain link fence. Briles stated
that the gas will be stored here and delivered by
truck to his clients.
There was no opposition present.
Bill Dorsett made the motion, seconded by Lynden
Craven, to APPROVE this request for a Special Use
Permit. The motion passed unanimously.
D: JOHN WINKLER, Randleman, North Carolina, is
requesting a Special Use Permit for gun sales
(applicant has federal fire arms permit/license)
at his residence located on Old Walker Mill Road,
on 1 acre, Level Cross Township, Zoning District
RA, Zoning Map #7757 .
Winkler was not present at this meeting.
Bill Dorsett made the motion to postpone a
decision on this request. Jim Routh seconded this
motion and the motion passed unanimously.
E: ROGER LOFLIN, Seagrove, North Carolina, is
requesting a Special Use Permit to construct a 40 '
x 60 ' building to operate an automotive repair
business at his residence located on 6 . 70 acres on
Cagle Loop Road (SR 2861) , Richland Township,
Zoning District RA, Zoning Map #7674 .
Loflin stated that this business would employ two
people (other than himself) and would be for
general maintenance (no body repair) of vehicles .
Loflin stated that normal business hours would be
from 8 am to 6 pm. Loflin added that Safety Clean
would remove and dispose of all fluids .
Mary Loflin stated that they had spoken with all
their neighbors and no one was opposed to this
business .
There was no opposition present.
August Poremba, adjoining property owner, stated
that he had no opposition to this request.
Jim Routh made the motion, seconded by Charles
Adams , to APPROVE this request for a Special Use
Permit. The motion passed unanimously.
F: BENNIE BEARD, Trinity, North Carolina, is
requesting a Special Use Permit to operate a Race
Car Shop in an existing building (40 ' x 40 ' ) at
his residence located on . 46 acre in Dawnwood
Forest Sec. 2 lot 25 , on Dawnwood Drive (SR 1762) ,
Trinity Township, Zoning District RM, Zoning Map
#6797 .
James Beard stated that this racing business had
been at this location since 1976 but was expanding
to 2 full-time employees (other than himself) .
Beard stated that he was in stock car racing (such
as Caraway Speedway) and would have normally
operating hours of 7 am to 6 pm. Beard present
the Board with a petition (from his neighbors) in
favor of this request.
Mrs . Hilton, neighbor across the street, was
present and stated that she had no opposition to
this request.
There was no opposition present.
Lynden Craven made the motion, seconded by Charles
Adams , that this request for a Special Use Permit
be APPROVED. The motion passed unanimously.
5 . REQUEST FOR PROPERTY REZONING:
A: VERLAN HATFIELD, Asheboro, North Carolina, is
requesting that 3 .70 acres located on Beckerdite
Road (across from Snyder ' s Farm Restaurant) , Back
Creek Township, be rezoned from Residential
Agricultural to Light Industrial . Zoning Map
#7734 . It is the desire of the applicant to
expand an existing furniture business .
Hatfield stated that he has been in business at
this location since 1983 (prior to Zoning for this
area) and employs 32 people. Hatfield said he
wanted to construct a 45 ' x 150 ' storage building
so that he can remove the trailers he is currently
using for storage.
There was no one present in opposition to this
request.
Charles Adams made the motion, seconded by Jim
Routh, to recommend to the Commissioners that this
request be APPROVED. The motion passed
unanimously.
B: BOBBY EARNHARDT, Asheboro, North Carolina, is
requesting that 25. 62 acres located on Hoover Hill
Road (SR 1408) across from Kennedy Road (SR 3106)
intersection, Tabernacle Township, be rezoned from
Residential Agricultural to Residential
Restricted. Zoning Map #7715 . It is the desire
of the applicant to develop a restricted
residential subdivision.
Earnhardt stated his intentions of developing a 40
lot subdivision to build site built homes in the
range of $65 , 000 to $85 , 000 . Earnhardt stated
that the NCDOT has help in locating the road to be
developed in the proposal .
Maxine Coltrane, Asheboro, expressed concerns of
traffic flow and possible perking problems for
this many houses.
Earnhardt stated that he has had a soil scientist
check the soils for him.
Bill Dorsett made the motion, seconded by Jim
Routh, to recommend to the Commissioners that this
request be APPROVED. The motion passed
unanimously.
C: BEVERLY WEARY, Asheboro, North Carolina, is
requesting that 1 acre located on the corner of
Hwy 220 Bus/Lisbon Road (SR 1217) , Cedar Grove
Township, be Residential Agricultural to Highway
Commercial/Conditional Use. Zoning Map #7657 . It
is the desire of the applicant to operate a feed
store and tackle/bait shop.
James Weary was present and explained his
intentions of using and existing building for a
small family business . Weary asked the Board if
he could possible use part of the property for a
flea market during the summer time.
Johnson explained to Weary that the Board could
only consider the current request and he could
come by the Planning Office at a later date to
discuss the possibility of a flea market.
There was no opposition present.
Lynden Craven made the motion, seconded by Doyle
Stout, to recommend to the Commissioners that this
request be APPROVED. The motion passed
unanimously.
D: GARY ROBBINS, Asheboro, North Carolina, is
requesting that 2 .92 acres located on Andrew
Hunter Road (SR 2235) just north of Ernest Road
(SR 2227) intersection, Franklinville Township, be
rezoned from Residential Restricted to Residential
Agricultural/Conditional Use . Zoning Map #7782 .
It is the desire of the applicant to use the
property for commercial purposes .
Robbins explained to the Board his intentions of
building a structure 60 ' x 100 ' for personal use
to store cars, tractors , and a boat. Robbins
stated that the building would be located 150 ' off
the road and the natural buffer would remain on
the property.
There was no opposition present.
Hal Johnson told the Board that it was the
Planning Department' s opinion that such a large
commercial type building would be used for
commercial activity, but if Robbins realizes that
he can not use the building for a business
(commercial operation) then he would recommend
that the Board process this as a Special Use
Permit.
The Board was in agreement that this should be
processed as a Special Use Permit. Jim Routh made
the motion, seconded by Lynden Craven, that this
request for a Special Use Permit be APPROVED. The
motion passed unanimously.
6 . The meeting adjourned at 8 : 10 p.m. There were 28
citizens present for this meeting.
