1779 August 3, 1993
1 . Vice Chairman Aweilda Williams called to Order the
Randolph County Planning Board meeting at 7 : 00 p.m.
2 . Roll call of the Board members : Phil Brower, Chairman,
absent; Aweilda Williams , Vice Chairman, present; Jim
Routh, present; Charles Adams, present; Lynden Craven,
present; Doyle Stout, absent; Bill Dorsett, present;
Maxton McDowell, Alternate, present (substituting for
regular member Phil Brower) ; and Tim Poole, Alternate,
present (substituting for regular member Doyle Stout) .
3 . Bill Dorsett made the motion, seconded by Lynden
Craven, to approve the Minutes of the Randolph County
Planning Board meeting of July 13 , 1993 and the Minutes
of the Randolph County Zoning Board of Adjustment
meeting of July 13 , 1993 . The motion passed.
4 . SPECIAL USE PERMIT REQUESTS:
A: HOMER ALLRED, JR. , Sophia, North Carolina, is
requesting a Special Use Permit to operate a race
car workshop at his residence located on 12 . 8
acres on Marlboro Church Road (off Hwy 311) , New
Market Township, Zoning Map #7735, Zoning District
RA.
Allred was present and explained his intentions to
having a race car operations of 2 cars for more of
a hobby than a business . Allred stated that he
would construction a building 20 ' x 26 ' to operate
from. Allred stated this would be for him and his
2 sons and they would not test engines or create
any noise after 9 p.m. or on Sundays . Allred
stated that he would have 3 or 4 race car bodies
and 2 cars running. Allred stated that the
nearest house (besides a relative) is mile
through the woods . Allred asked the Board just to
give him a chance to prove himself.
THERESA WRIGHT, Allred Heights, was present and
stated that should would like to see the area
remain strictly residential. Wright presented a
petition with 16 signatures to the Board in
opposition of this request.
Lynden Craven and Charles Adams expressed concerns
of the business possibly becoming a junkyard.
Bill Dorsett stated that if the request was
approved conditions should be placed on the permit
to restrict Allred from working on other race cars
for other people.
Lynden Craven made the motion, seconded by Charles
Adams , that this request be denied as not
consistent with the area. The motion passed
unanimously.
B: DARRELL SPIVEY, Seagrove, North Carolina, is
requesting a Special Use Permit to allow sewage
disposal land application site on 35 acres located
on Fork Creek Mill Road just east intersection of
the Clyde King Road, Richland Township, Zoning Map
#7685, Zoning District RA.
Spivey was present and stated that this business
is strictly regulated by the State and he would
only be able to apply sewage once a year. Spivey
stated that he is not in the septic tank pumping
business , he is a farmer. Spivey told the Board
that he does plan to build the land up and if this
is not approved he will place several thousand
pounds of hog manure on the property.
JoLyn Johnson, Clyde King Road, expressed concerns
of pollution of the nearby springs and Fork Creek.
Johnson stated that she felt this would become
trashy and the Community would be bothered by a
terrible odor. Johnson stated that Spivey is not
a very good custodian of his property and does not
feel he will not take care of this area.
SHARON CALDWELL, neighboring property owner,
expressed her concerns of seepage problems to Fork
Creek.
AL JOHNSON, Clyde King Road, spoke of his concerns
of possible spills on to the dirt road from the
trucks hauling the sewage.
ANN WILLIAMS, Fork Creek Mill Pottery, told the
Board that Fork Creek is her water source and she
is very concerned of this possibly harming the
creek.
LEWIS WILLIAMS, adjoining property owner,
expressed concerns of possible well contamination.
MAXTON MCDOWELL LEFT THE MEETING.
Hal Johnson told the Board that he could get an
opinion from the State of what impact this would
have on Fork Creek.
Lynden Craven stated that this type of program is
very regulated and soil samples are done often by
the State. Craven added that there is no limit to
the amount of animal waste dumped (such as hog
lagoon waste, chicken waste, etc. )
Johnson stated that Spivey will exceed all the
State setback regulations .
The Board decided to postpone a decision until new
more detailed maps of the area are developed and
an opinion from the State concerning Fork Creek
could be obtained.
5 . Johnson asked the Board to consider a petition for a
road name change. Johnson stated that since Kingdom
Hall Church as relocated in Seagrove the residents of
this road have petitioned to have the road name changed
to West Edgewood Circle . Charles Adams made the
motion, seconded by Lynden Craven, to approve this
change. The motion passed unanimously.
6 . The meeting adjourned at 7 : 52 p.m. There were
approximately 20 citizens present for this meeting.
