09SeptemberPB /4t7 � 115 MINUTES `,1* .;:`- RANDOLPH COUNTY PLANNING BOARD 7779 September 14, 1993 1 . Chairman Phil Brower called to Order the Randolph County Planning Board at 7 : 00 p.m. 2 . Roll call of the Members: Phil Brower, Chairman, present; Aweilda Williams, Vice Chairman, absent; Jim Routh, present; Lynden Craven, present; Charles Adams, absent; Doyle Stout, absent; Bill Dorsett, present; Maxton McDowell, Alternate, absent; and Tim Poole, Alternate, present (substituting for regular member Aweilda Williams) . 3 . Lynden Craven made the motion, seconded by Tim Poole, to approve the Minutes of the Randolph County Planning Board meeting of August 3 , 1993 . The motion passed. 4 . REZONING REQUEST: A: KEARNS & MCDOWELL, Asheboro, North Carolina, is requesting that 80 . 8 acres located at the end of Tall Pine Street, Cedar Grove Township, be rezoned from Residential Agricultural to Residential Mixed. Zoning Map #7658 . It is the desire of the applicants to develop a residential subdivision of 16 lots that would allow site built homes, single wide mobile homes, and double wide mobile homes. Ken McDowell was present and described this proposed development as similar to his development called Farmer West. McDowell stated that the average lot size would be 5+ acres with an extension of 1500 ft. to the existing private road (Tall Pine Street) . McDowell added that he would require road maintenance agreements for each lot of this new development. There were 9 people present in opposition to this request. RALPH COOPER, Tall Pine Street, expressed his concerns of the maintenance of the private road. Cooper stated that presently no one takes care of the road and with additional traffic the road would deteriorate faster . Cooper stated that the property owners purchased these lots with the understanding (when purchasing their lots) that the State would take this road over. McDowell stated that he plans to do some work to fix up the existing road and would be willing to assist the community with setting up some type of road maintenance agreements (for the property owners) . ROBERT MARTIN, Tall Pine Street, expressed his concerns for a 90 degree curve in front of his residence. Martin stated that he would like to see this curve adjusted. Martin added that the State told the residents (of Tall Pine Street) that the road had the wrong size tile and for this reason the State would not take over maintenance. McDowell stated that he would be willing to make some adjustments to the existing road with the help of the people that live on this road. Lynden Craven made the motion to recommend to the Commissioners that this request be approved if the property owners and these developers can work out some solution to the existing road problems . Jim Routh seconded this motion and the motion passed unanimously. 5 . SPECIAL USE PERMIT REQUESTS: A: DARRELL SPIVEY, Seagrove, North Carolina, is requesting a Special Use Permit to allow sewage disposal land application site of 15 acres (from his 500 acre farm) located at the end of Spiveys Corner Road off Fork Creek Mill Road, Richland Township, Zoning Map #7685, Zoning District RA. Hal Johnson, Planning Director, stated that this case is a continuation from last month' s meeting. Johnson stated that there was a problem in identifying the specific location of the proposed site. Randle Brim, Deputy Zoning Administrator, used a computer generated map to orient the Board and citizens to the specific location of the proposed dump sites . Johnson stated that the State has reviewed this site and issued a permit with the condition that Spivey obtain this Special Use Permit from the County. There was no one present in opposition to this request. Lynden Craven made the motion, seconded by Tim Poole , to approve this request for a Special Use Permit. The motion passed unanimously. B: LACY KIRKMAN, Julian, North Carolina, is requesting a Special Use Permit to operate a bakery from an existing building (20x20) at his residence located on 22 . 50 acres , at 7667 Shiloh Road, Liberty Township, Zoning Map # 8708 , Zoning District RA. Kirkman was present and described the business as a wholesale bakery and catering service. Kirkman stated that the building is located 600 ft. off the road and meets State Regulations . There was no one present in opposition to this request. Bill Dorsett made the motion, seconded by Jim Routh, to approve this request for a Special Use Permit. The motion passed unanimously. C: JIMMY FARMER, High Point, North Carolina, is requesting a Special Use Permit to operate a taxidermy shop at his proposed residence located at 2342 Mamie May Road, on 42 . 5 acres, Providence Township, Zoning Map #7775 , Zoning District RA. Farmer was present and stated that he would construct a building 14 ' x 28 ' to operate this business with no employees (other than himself) . Farmer stated that he must be licensed by N.C. Wildlife and he would dispose of the animal waste at Carolina By-Products in Greensboro. There was no opposition present. Jim Routh made the motion, seconded by Lynden Craven, to approve this request for a Special Use Permit. The motion passed unanimously. D: VIRGIL ROBERTS, Asheboro, North Carolina, is requesting a Special Use Permit to obtain a dealer' s license at his residence located on 7 acres at 306 Hoover Hill Road, Tabernacle Township, Zoning Map #7712 , Zoning District RA. Roberts stated that he has lived at this residence for 1 year and he has a current dealer ' s license at a rental location. Roberts added that he wishes to transfer those licenses to his residence. There was no one present in opposition to this request. Lynden Craven made the motion, seconded by Tim Poole, to approve this request for a Special Use Permit. The motion passed unanimously. E: CHARLES SULLIVAN, Trinity, North Carolina, is requesting a Special Use Permit to obtain a dealer' s license at his residence located at 4517 Roselee Drive, 1 . 40 acres , Trinity Township, Zoning Map #7717 , Zoning District RA. Sullivan stated that he has been a resident here for 9 years and he would not be repairing vehicles at this site. Johnson questions Sullivan about the junk vehicles on the property and Sullivan stated that they would be removed this week. There was no one present in opposition to this request. Tim Poole made the motion, seconded by Lynden Craven, to approve this request for a Special Use Permit. The motion passed unanimously. 6 . The meeting adjourned at 7 : 45 .
