10OctoberPB MINUTES RANDOLPH COUNTY PLANNING BOARD October 5, 1993 1 . Call to Order the Randolph County Planning Board meeting at 7 : 00 p.m. 2 . Roll call of the members: Phil Brower, Chairman, present; Aweilda Williams , Vice Chairman, present; Bill Dorsett, present; Charles Adams, present; Lynden Craven, present; Jim Routh, present; Doyle Stout, absent; Tim Poole, Alternate, absent; and Maxton McDowell , Alternate , present. 3 . Bill Dorsett made the motion, seconded by Lynden Craven, to approve the Minutes of the Randolph County Planning Board meeting of September 14 , 1993 . The motion passed unanimously. 4. SPECIAL USE PERMIT REQUESTS: There were 6 people that took the following Oath to address the Board during the Special Use Permit Request case: "Do you swear or affirm that the information you are about to give is the truth, the whole truth, and nothing but the truth, so help you God. " A: BOYD RILEY, High Point, North Carolina, is requesting a Special Use Permit to transfer a dealer ' s license to his proposed residence at 10988 Randleman Road, Midway Forest lots 106-115 , Level Cross Township, Zoning Map #7768 , Zoning District RA. Boyd Riley discussed his plans to move to this residence and also move his dealer' s license from Old Thomasville Road to this location. Riley stated that there would be no graveled or lighted parking lot and there would be no more than 5 cars (for the business) at this residence . ROBERT RAINSDALE, Randleman Road, expressed his opposition of a business being moved into this residential area. Rainsdale said he did not feel it would improve the community. PATRICIA HAYES, Randleman Road, told the Board that a Food Mart is on one side of her, a foodstand was across the road, and now this would be on the other side of her. Hayes said if this request was allowed it would take away all of her privacy and possibly devalue her property. Hayes added that Riley had told her he also planned to sell farm equipment. There were 4 people present in opposition to this request. Riley stated that he does plan to sell farm equipment but that this would be his residence and he would not junk up the property. Bill Dorsett said that on this particular side of the road (from the station to the community center) with the exception of a Special Use Permit that this Board issued. Dorsett said that he felt this would be incompatible to the area and since Riley does not own the property he would make the motion that this request be denied. Charles Adams seconded this request and the motion was approved unanimously. B: VERNON BOONE, Archdale, North Carolina, is requesting a Special Use Permit to allow the location of 5 mobile homes on 5 . 55 acres for family use at 1941 Finch Farm Road, Tabernacle Township, Zoning Map #6794, Zoning District RA. .... Hal Johnson, Planning Director, explained to the Board that the Planning Office had received a call that Mr. Boone had had a heart attack over the weekend and the family has requested this case be postponed to a later date. 5 . REZONING REQUESTS: A: DENNIS WILLIAMS, Archdale, North Carolina, is requesting that 11 . 77 acres located on Hwy 311 (just north of 1928) , New Market Township, be rezoned from Residential Agricultural to Highway Commercial. Zoning Map #7737 . It is the desire of the applicant to use the property for commercial development. Williams explained that the property will not perk and therefore cannot be used for residential purposes . Williams stated that the property is in back of his hardware business and he would like to use the property for an expansion of lumber storage and construct mini-warehouses for storage. There was no one present in opposition to this request. Hal Johnson stated that this request was consistent with the Land Use Plan for this area. Lynden Craven made the motion, seconded by Charles Adams , to recommend to the Commissioners that this request be approved. The motion passed unanimously. B: ALLENE RITTER, Asheboro, North Carolina, is requesting that . 60 acres located at 3079 Rainbow Loop, Cedar Grove Township, be rezoned from Residential Restricted to Highway Commercial/ Conditional Use. Zoning Map #7657 . It is the desire of the applicant to use the existing building for an automotive repair shop. Rodney Moody, Real Estate Professionals, stated that the building was built in 1960 and has been used through the years as an auto repair business . Moody stated that there has not been an active business at this location in 8 months . Moody presented a petition of adjoining property owners in favor of this request. Moody added that there would be no more than 3 or 4 cars located outside the building for the business . There was no one present in opposition to this request. Bill Dorsett expressed his concern of rezoning the property instead of issuing a Special Use Permit in this residential community. Dorsett questioned if the zoning would be appropriate to the neighborhood. Lynden Craven made the motion, seconded by Charles Adams, to recommend to the Commissioners that this request be approved with the following restrictions : **no junk vehicles , parts , etc. **no outside storage **operating hours Monday - Friday 7 am - 7 pm Saturday 7 am - 12 pm **no more than 3 cars stored outside building The motion passed unanimously. C: BDC ASSOCIATES, INC. , Archdale, North Carolina, is requesting that 158 . 56 acres located at the intersection of Finch Farm Road/Old Mountain Road, Trinity Township, be rezoned from Residential Agricultural to Residential Restricted. Zoning Map #6796 . It is the desire of the applicant to develop a site built subdivision of 68 lots . Bobby Clodfelter, Developer, was present and explained that there was a subdivision (Steeple Gate Subdivision) north of this site that allowed 2000 sq. ft. home minimum housing size and a subdivision on the east side of this property allows a minimum housing size of 1200 sq. ft. It is the plan of Clodfelter to develop a subdivision with a housing minimum size of 1550 sq. ft. at this location. There was no one present in opposition to this request. Lynden Craven made the motion, seconded by Jim Routh, to recommend to the Commissioners that this request be approved. The motion passed unanimously. 6 . ROAD NAME CHANGE: SR 1597 (Cemetery Street) and private road Cemetery Street Extension Hal Johnson presented a petition to the Planning Board from all the residents on these two roads requesting that these roads be changed to ROCKFORD DRIVE and ROCKFORD DRIVE EXTENSION. Charles Adams stated that some of the residents of this road' s families had been here since the Civil War . Adams added that the residents of this road are a strong vital part of this community and for this reason Adams made the motion that these road names be changed. Bill Dorsett seconded this motion and the motion passed unanimously. 7 . The meeting adjourned at 8 : 26 p.m. There were 21 citizens present at this meeting.
