1 . Vice Chairman Aweilda Williams called to Order the Randolph
County Planning Board Meeting.
2 . Roll call of Members: Phil Brower, Chairman, absent; Aweilda
Williams, Vice Chairman, present; Jim Routh, present; Lynden
Craven, present; Charles Adams , present; Bill Dorsett, absent;
Doyle Stout, absent; Tim Poole, Alternate , present (substituting
for regular member Phil Brower) ; and Maxton McDowell, Alternate,
present (substituting for regular member Bill Dorsett) .
3 . Charles Adams made the motion, seconded by Lynden Craven, to
approve the Minutes of the Randolph County Planning Board
meeting on October 5, 1993 . The motion passed.
4 . Swearing in of the Witnesses:
"Do you swear or affirm that the information you are about to
give is the truth, the whole truth, and nothing but the truth,
so help you God. "
5 . SPECIAL USE PERMIT REQUESTS:
A: CLYDE HENDERSON, Sophia, North Carolina, is requesting a
Special Use Permit to operate an upholstery design shop at
his residence located 4551 Walker Mill Road, New Market
Township, 5 acres, Zoning Map #7746, Zoning District RA.
Henderson was present and explained his business as a
custom upholstry business that would be operated from the
existing building on the property. Henderson stated he
would not have any employees and there would be very little
truck traffic.
There was no one present in opposition to this request.
Lynden Craven made the motion, seconded by Charles Adams ,
to approve this request for a Special Use Permit. The
motion passed.
B: EUGENE FOUST, Staley, North Carolina, is requesting a
Special Use Permit to obtain a dealer ' s license at his
residence located at 355 Shady Grove Church Road, Columbia
Township, 1 . 30 acres, Zoning Map #8722 , Zoning District RA.
Foust' s wife was present and explained his intentions to
transfer his dealers license to his residence and operate
from a 16 ' x 20 ' existing accessory building. Foust
stated there would be no more than 1 or 2 cars stored on
the property.
There was no one present in opposition to this request.
Charles Adams made the motion, seconded by Jim Routh, to
approve this request for a Special Use Permit. The motion
passed unanimously.
C: DANNIE COX, Ramseur, North Carolina, is requesting a
Special Use Permit to operate a performance engine workshop
in an existing building (30 ' x 50 ' ) at his residence at
4718 Moffitt Mill Road, 31 acres, Coleridge Township,
Zoning Map #8607 , Zoning District RA.
Cox stated described his business of building engines for
oval track race cars . Cox said that there would be no cars
involved only engines . Cox stated that he would not have
any employees, his hours would generally be 8 to 5, and
there would be no outside storage .
There were 2 adjoining property owners present in support
of this request.
There was no one present in opposition to this request.
Lynden Craven made the motion, seconded by Charles Adams ,
to approve this request for a Special Use Permit. The
motion passed.
D: GARY HARVAT, Franklinville, North Carolina, is requesting a
Special Use Permit for an office in his residence for guns
& scuba gear with limited retail sales (may construct bldg.
in future for business) at 4614 Mack Lineberry Road,
Providence Township, 10 acres , Zoning Map #7785, Zoning
District RA.
Harvat' s wife was present and explained that they are recue
divers and are in the process of joining the rescue diving
team here. Harvat has his federal fire arms license, but
that guns are a hobby for Harvat and there will mainly be
gunsmith work done at this location not gun sales .
There was no one present in opposition to this request.
Maxton McDowell made the motion, seconded by Lynden Craven,
to approve this request for a Special Use Permit. The
motion passed unanimously.
E: JOSEPH LEE, Asheboro, North Carolina, is requesting a
Special Use Permit to allow operation of fire arm sales
from his residence at 3707 Zoo Parkway, Grant Township, . 90
acres, Zoning Map #7669, Zoning District E-1 .
Lee explained that the business would be located in the
upstairs portion of his residence and this location would
mainly be used for an office/ storage place. Lee said that
most of his sales are at gun shows . Lee stated that he
deals in hunting supplies and he would not have any
employees .
There were 2 adjoining property owners present in favor of
this request.
There was no one present in opposition to this request.
Jim Routh made the motion, seconded by Tim Poole, to
approve this request for a Special Use Permit. The motion
passed unanimously.
6 . Approval of amendment to County Zoning Ordinance - State
Mandated Watershed Protection Regulations (to be effective
January 1 , 1994)
Johnson explained the amendments to the Board and stated that
this is mandated from the State and the County really has no
chose but to approve this regulations . Johnson stated that
Randolph County will also impose these regulations in the
proposed Randleman Lake Watershed area (currently being enforced
by the County but not recognized by the State) .
Charles Adams made the motion, seconded by Lynden Craven, to

recommend to the Commissioners to approve this amendment to the
County Zoning Ordinance. The motion passed unanimously.
7 . The meeting adjourned at 7 : 32 p.m.
