12DecemberPB ` 30 MINUTES 4. , RANDOLPH COUNTY PLANNING BOARD 1779 _______• December 7, 1993 1 . Chairman Brower called to Order the Randolph County Planning Board at 7 : 00 p.m. 2 . Hal Johnson, Planning Director, called roll of the Members: Phil Brower, Chairman, present; Aweilda Williams, Vice Chairman, present; Charles Adams, present; Bill Dorsett, present; Lynden Craven, present; Jim Routh, present; Tim Poole, present; and Maxton McDowell, Alternate, present. 3 . Charles Adams made the motion, seconded by Lynden Craven, to approve the Minutes of the November 9, 1993 Randolph County Planning Board meeting. The motion passed. 4. Swearing in of the Witnesses: "Do you swear or affirm that the information you are about to give is the truth, the whole truth, and nothing but the truth, so help you God. " 4 people took the Oath. 5. SPECIAL USE PERMIT REQUEST: VERNON BOONE, Archdale, North Carolina, is requesting a Special Use Permit to obtain a dealer ' s license at his future residence located on Finch Farm Road, Tabernacle Township, 5. 65 acres, Zoning Map #6794, Zoning District RA. Boone explained his plans of buying/selling vehicles at auction. Boone discussed his plans to move to the existing mobile home within the next 30 days. Boone said he plans to build a house at this location and he only needs a place to hang his dealers license because he will not be operating a automotive sales lot. Johnson asked Boone for the location of the nearest commercial business. Boone answered 3 to 4 miles. There were 4 people present in opposition. Rion Brady, 1889 Finch Farm Road, stated his opinion that there was no need for a business in the Community and a business (of this sort) would not have a positive impact for this area. Harold Brower, 1977 Finch Farm Road, said there were no commercial businesses for several miles and he would like to see it remain this way. Ethel Snyder, 1807 Snyders Road, said she would like to see the area remain agricultural/residential. Boone told the Board he would not have vehicles on the property for sale or storage. Johnson told Boone that if this permit was granted and vehicles were located on his property his permit would be voided and his license from the State would be revoked. Aweilda Williams made the motion, seconded by Charles Adams , to approve this request for a Special Use Permit with the following restrictions: **No sale or storage of vehicles allowed on the property **No business signs for advertisement **No outside storage of any kind The motion passed unanimously. 6. REQUESTS FOR PROPERTY REZONING: A: T.C. AUBREY, INC. , Asheboro, North Carolina, is requesting that 200 acres located on Spoons Chapel Road (SR 2606) , Grant Township, be rezoned from Residential Agricultural to Residential Mixed. It is the desire of the applicant to develop a residential subdivision of 23 lots. Aubrey described the development as a development of mini farms with private deed restrictions . These restrictions will include the removal of all single wide mobile homes from any lot on January 1, 2001 . The average lot size will be 10+ acres. Ralph Smallwood, Spoons Chapel Road, said he feels this would be a plus for the community and will allow the character to remain rural. J.W. Smith, Spoons Chapel Road, said he felt good about this development coming in to this area. Grover Hammer, Spoons Chapel Road, had only good comments for this type of development. There was no one present in opposition to this request. Bill Dorsett made the motion, seconded by Charles Adams, to recommend to the Commissioners that this request be approved. The motion passed unanimously. B: WILLIAM T. BOYD, Asheboro, North Carolina, is requesting that 41 . 98 acres located on Old Greensboro Road (SR 2115) , Level Cross Township, be rezoned from Residential Agricultural to Residential Restricted. Zoning Map #7766 . It is the desire of the applicant to develop a site built home residential subdivision of 20 lots . Boyd explained this development would be for site built homes only (no manufactured or modular housing allowed) with a home size of 1200 to 1500 sq. ft. There was no one present in opposition to this request. Charles Adams made the motion, seconded by Lynden Craven, to recommend to the Commissioners this request be approved. The motion passed unanimously. 7. ELECTION: A: Chairman Lynden Craven nominated Aweilda Williams for this office and Bill Dorsett seconded this nomination. Aweilda Williams asked not to be considered for this office. Aweilda Williams nominated Jim Routh for the position of Chairman. This nomination was seconded by Maxton McDowell and unanimously approved for the 1994 term. B: Vice Chairman Maxton McDowell nominated Aweilda Williams for Vice Chairperson. This nomination was seconded by Charles Adams and unanimously approved for the 1994 term. 8 . There were approximately 25 people present at this meeting.
