Chairman Jim Routh called to Order the Randolph County Planning Board meeting at 7: 00 p.m. 2 . Roll call of members: Jim Routh, Chairman, present; Aweilda Williams, Vice Chairperson, present; Charles Adams, present; Phil Brower, present; Lynden Craven, present; Bill Dorsett, present; Tim Poole, present; and Maxton McDowell, Alternate, present. 3. Bill Dorsett made the motion, seconded by Aweilda Williams, to approve the Minutes of the Randolph County Planning Board meeting and the Randolph County Zoning Board of Adjustment meeting of December 7 , 1993. The motion passed unanimously. 4. REZONING REQUESTS: A: ALLEN BULLARD, Asheboro, North Carolina, is requesting that 41 . 71 acres located on New Center Church Road (SR 2864) , Richland Township, be rezoned from Residential Agricultural to .� Residential Mixed. Zoning Map #7694. It is the desire of the applicant to develop a residential subdivision of 15 lots . Bullard discussed his desire to develop "unrestricted" property. Bullard spoke of the need he has seen in the real estate business to have more "unrestricted" land in Randolph County. Bullard stated that all the lots will have road frontage and he will restricted against junk vehicles. SHARON LOWRY, 6915 New Center Church Road, presented the Board with 3 petitions in opposition to this request: **37 signatures of people owning property on New Center Church Road **45 signatures from members of New Center Church **13 property owners from adjoining roads for a total of 94 signatures . Lowry expressed her concern for the curve (in the road) the property lies in and the "marshy" land that will not perk. FRANK LOWRY, 6915 New Center Church Road, stated that he was not against houses or people placing mobile homes on their property temporarily (with the intention of building a house in the future) , but he is against permanent placement of more mobile homes in this community. REECE MABE, New Center Church Road, stated that he has been a resident of this community for 39 years. Mabe described his concern for the crime rate present in mobile home communities. Mabe asked the Board to consider the residents that will remain here and to deny the request of the applicant that will be gone once the property is sold. CATHY CHRISCOE, 7020 New Center Church Road, told the Board that they had saved for 19 years to build their home and don' t won' t to look across the road at 15 mobile home sites . Chairman Routh asked for a show of hands of citizens present in opposition to the request. 21 people raised their hands. (17 of these citizens live on New Center Church Road. ) Bill Dorsett stated that if approved the Board should recommend restricted covenants be placed. Dorsett said that if the subdivision was developed ._� without restrictions it would alter the character of the community. Dorsett added that he was uncomfortable with the term "unrestricted" land, because there is none in Randolph County, that if an individual plan to use his property for uses other than residential he would be required to obtain a Special Use Permit from this Board or the property would have to be rezoned (for this reason there is no "unrestricted" land) . Lynden Craven made the motion, seconded by Tim Poole, to recommend to the Commissioners that this request be denied because it would alter the character of the community and the Land Development Plan for this area. The motion passed. Allen Bullard withdrew his request explained that he would except the decision of the Planning Board and not force anything on these people (in this community) that they do not want. B: GARY LOFLIN, Thomasville, North Carolina, is requesting that 181 acres located on Finch Farm Road (adjoining Steeple Gate Subdivision - a portion of the old Wheatmore Farm) , Trinity Township, be rezoned from Residential Agricultural to Residential Restricted. Zoning Map #6796 . It is the desire of the applicant to expand Steeple Gate Subdivision (a site built residential •."' development) . Loflin explained his plans to continue with the development of Steeple Gate Subdivision and his plans to construct a new lake in this portion of the subdivision. There was no one present in opposition. Charles Adams stated that this subdivision is a shining example of what zoning has done for Randolph County and made the motion, seconded by Lynden Craven, to recommend to the Commissioners that this request be approved as consistent with the development in this area. The motion passed unanimously. 5. REQUESTS FOR A SPECIAL USE PERMIT: A: DOROTHY MAY BASS, Trinity, North Carolina, is requesting a Special Use Permit to located 2 mini-storage warehouses (30 x 60) at her residence located at 5631 Parinna Drive, Thayer Plantation lots 65-66 & 69-70, Tabernacle Township, Zoning Map #7703, Zoning District RM-CU. Bass explained her intentions to construct 2 mini-warehouses for her renters that need storage but she would also rent to other people in the community. Bass told the Board that this property will not perk (where she plans to locate the buildings) . STEVE WALLACE, 427 Ennis Street, (lives on next road over) , stated that he was against businesses being in this area and felt if she wanted to operate this type of business she should do so closer to town. Wallace talked about the current crime rate in the area and stated this will only create more. Wallace went on to complain about added traffic to the community. Ms. Beck (Bass ' mother) spoke of problems Mr. Wallace and she had had with his chickens being on her land, etc. Lynden Craven said that he felt if these are mainly used for her tenants the construction of the buildings would not create additional traffic, instead would be more of a service to her tenants (of her mobile home park) . Bill Dorsett questioned if the buildings were allowed would Bass be willing to clean up the junk and clutter around her house. Bass answered she would. With this condition, Dorsett made the motion, seconded by Aweilda Williams, that this request for a Special Use Permit be approved. The motion passed unanimously. B: RICKY GARNER, Trinity, North Carolina, is requesting a Special Use Permit to operate a produce stand behind his residence located at 8764 Hillsville Road, White Estates lot 39, Trinity Township, Zoning Map #7726 , Zoning District RR. Garner presented Board with several pictures to described to the Board the amount of commercial activity presently operating. Garner presented a petition to the Board with 248 signatures in support of his request. Garner explained that all wholesale produce would be delivered (not distributed from this site) . There were 14 citizens present in support of this request. There was no one present in opposition. Lynden Craven made the motion, seconded by Charles Adams , to approve this request for a Special Use Permit. The motion passed unanimously. C: CARSON COX, Randleman, North Carolina, is requesting a Special Use Permit to add 10 lots to an existing mobile home park (Cedar Ridge Mobile Home Park) located at 1931 Wicker Lovell Road, Zoning Map #7773, Zoning District RM. Cox explained their intentions of expanding the existing mobile home park by 10 spaces . Cox stated that a soil scientist had been evaluating the property. There were 4 people present in opposition to this request. RAEFORD CRAVEN, 1781 Wicker Lovell Road, presented a petition to the Board opposing this new expansion of this park. Craven stated the existing park has had no maintenance (since the Cox' s purchased the park) and is in need of road work, junk vehicles need to be removed, and just general clean up. LINDA MATNEY, Wicker Lovell Road, stated that the Cox' s don' t live in the community. Matney went on to say the Cox' s only care about the money they make so the park is poorly maintained. Aweilda Williams made the motion that this request be postponed. Williams stated that these strong statements should be inspected/investigated by both the Health Department and Planning Department Staff. Williams requested these departments report back to the Board in February. Lynden Craven seconded this motion and the motion passed unanimously. Bill Dorsett requested the Cox' s bring a copy of their park rules and regulations to the next Board meeting. D: WILLIAM SMITH, Asheboro, North Carolina, is requesting a Special Use Permit to obtain a dealer' s license at his residence located on 12 . 50 acres at 4869 Reeder Road, Union Township, Zoning Map #7655 , Zoning District RA. Smith requested that he be allowed to transfer his license from his shop uptown to his residence. Smith said this would be more convenient to him and there would be no car lot at this location. Smith stated that he wholesales to other dealers and would have no more than 10-15 cars at this location at any one time. Smith stated that he doesn' t do repairs to vehicles . There was no one present in opposition to this request. Aweilda Williams made the motion, seconded by Bill Dorsett, that this request be approved with the restriction of no more than 15 vehicles at this location for this business . The motion passed unanimously. 6 . The meeting adjourned at 8 : 15 p.m. There were approximately 65 citizens present for this meeting.
