1 . Chairman Jim Routh called to Order the Randolph County
Planning Board.
2 . Planning Director Hal Johnson called roll of the
members: Jim Routh, Chairman, present; Aweilda
Williams , Vice Chairman, present; Phil Brower, present;
Lynden Craven, present; Bill Dorsett, present; Charles
Adams, present; Tim Poole, absent; and Maxton McDowell,
Alternate, present (substituting for regular member Tim
Poole) .
3. Phil Brower made the motion, seconded by Charles Adams ,
to approve the Minutes of the January 4 , 1994 Planning
Board meeting. The motion passed unanimously.
4 . REZONING REQUEST:
WILLIAM LINEBERRY, Denton, North Carolina, is
requesting that 2 . 61 acres (for a total of 7 . 38 acres)
located at 5356 NC Hwy 49S, Concord Township, be
rezoned from Residential Agricultural to Highway
Commercial/Conditional Use. Zoning Map #7618 . It is
the desire of the applicant to add to the existing
Label-Line business an attached warehouse of (100 x
200) .
Hal Johnson, Planning Director , explained to the Board
that business was originally zoned 4 years ago and due
to the planned expansion the the owners acquired more
land.
Mrs . Lineberry was present and explained that this
addition would double the current facility. Lineberry
reminded the Board that this business manufactures
tickets, tags, and labels .
There was no one present in opposition.
Bill Dorsett said that the owners have done
exceptionally well in establishing this business and
that this would be a direct indication that the
addition would be as nice. For this reason Dorsett
made the motion, seconded by Aweilda Williams , to
recommend to the Commissioners that this request be
approved. The motion passed unanimously.
7 . Swearing in of the Witnessess:

17 people took this Oath.
6 . SPECIAL USE PERMIT REQUESTS:
A: CARSON COX, Randleman, North Carolina, is
requesting a Special Use Permit to add 10 lots to
an existing mobile home park (Cedar Ridge MHP)
located at 1931 Wicker Lovell Road, Zoning Map
#7773 , Zoning District RM.
Hal Johnson reminded the Board that this request
was tabled at their last month' s meeting.
Cox presented the Board with a list of mobile home
park rules that he requires each renter to sign
prior to residing in the park.
Jimmy Chriscoe, resident of the park, stated that
he has lived in this park for 17 years . Chriscoe
said that for the first 12 years the park owner ' s
(the Thomas ' at that time) health didn' t allow him
to maintain the park well. Chriscoe stated that
since the Cox' s have owned the park many
improvements have been made.
Donna Martin, resident of the park, told the Board
that she has lived here for 2z years and that the
Cox' s are always there when they need them and the
park is well maintained.
There were 8 people present in opposition to the
request.
Doris Cain, 1940 Wicker Lovell Road, (lives
directly in front of park) told the Board that she
realized the need for this type of development but
that she no longer has peace and tranquility due
to this park. Cain spoke of problems such as
property values, traffic, dog problems, and that
the park is not well maintained.
Diane Craven, adjoining resident, stated that the
park is not well maintained. Craven stated that
it needs gravel and landscaping.
Steve Williams, Wicker Lovell Road, said that he
had no problems with the park as it currently is
but felt like the addition would over-burden the
community, and that the addition traffic would
cause a hazard in the community.
Linda Matney, Wicker Lovell Road, spoke of people
(mobile home park tenants) fighting in the yards ,
septic tank problems , dog problems , etc . Matney
also expressed her concerns for the property
values that may be effected.
Earl Loflin, Wicker Lovell Road, told the Board
that he was 70 years old and has lived here since
he was 3 years old. Loflin said that people spin
in and out of this park all hours of the night
(with their vehicles) . Loflin said there is a
black mark currently at this entrance
approximately 75 feet long. Loflin was concerned
about traffic congestion.
Cox described her park as a family park with 13
children currently in the park. Cox stated that
these statements (made by the neighbors) are not
factually and she would not allow such activity to
go on. Cox said that she was currently dealing
with a lawsuit to have one tenant removed that has
dogs running loose but that the remainder of her
tenants have complied.
,� Board member Aweilda Williams spoke of her concern
for the added traffic congestion to the Community.
Board member Lynden Craven said he had a problem
with the density and concerns about hazards
resulting in traffic congestion. Craven said to
add 10 more dwellings would over-burden the area.
For this reason, Craven made the motion, seconded
by Aweilda Williams , to deny this request for a
Special Use Permit. The motion passed with a 6/1
vote - Phil Brower voted against the motion.
B: WILLIAM MEBANE, Siler City, North Carolina, is
requesting a Special Use Permit to operate a
Specialized Learning Camp (Planned Unit
Development) on 85 . 7 acres located at his
residence at 3683 Lambeth Mill Road, Coleridge
Township, Zoning Map #8639 , Zoning District RA.
Mebane told the Board that this plan has been a
dream of his for 20 years (he purchased the
property in 1974) . Mebane said he is the science
chairman at Southwest Randolph High School (has
taught for 25 years) and his wife is a science
teacher at Eastern Randolph High School. The camp
will be for a large number of children (the
"average" student) that don't have the opportunity
to continue or specialize their talents or
interests. Mebane stated that the staff will
mainly be teachers (young or possibly retired) and
people planning to teach. This would not be
affiliated with a church but will be funded by
grants, the National Science Foundation, or
possibly private donations.
Edward Brown, adjoining property owner, spoke of
(problem) incidents that he has had with Mebane.
Brown said that Mebane has an attitude and is not
friendly with the neighbors and for these reasons
he would question this development.
Geneva Brady, Lambeth Mill Road, feels there may
be a problem with children venturing on adjoining
properties.
A concerned citizens spoke of possible traffic
problems.
Mebane said that he plans to fence the property
and with proper supervision should have no
problems with children wondering on adjoining
properties .
Board member Maxton McDowell asked Mebane if he
plans to continue to reside on the property.
Mebane answered yes.
Board member Bill Dorsett said that no one in the
audience is against children and for this reason
Mebane should try to communicate better with his
community.
Board member Charles Adams said when you consider
the problems children have and no more
opportunities available, we should want to see one
of this camps in every county in the state.
Phil Brower stated that this seemed to be a very
reasonable request and for this reason he made the
motion to approve this request for a Special Use
Permit. Maxton McDowell seconded this motion and
the motion passed unanimously.
C: JAMES TATE, Sophia, North Carolina, is requesting
a Special Use Permit to obtain an automotive
dealers ' license (and locate a 12 'x 15 ' building
for an office) at his residence located on 1 . 35
acres , 4349 Beckerdite Road, Back Creek Township,
Zoning Map #7724, Zoning District RA.
`-' Tate told the Board that he would purchase the
vehicles from the "sale" , bring them home and
clean them up, and carry back to the "sale" . Tate
said he would primarily wholesale cars .
Gary Cox, neighbor, told the Board he had no
opposition to this request.
There was no one present in opposition to the
request.
Charles Adams made the motion, seconded by Phil
Brower, to approved this request for a Special Use
Permit. The motion passed unanimously.
D: MARK BROWER, Franklinville, North Carolina, is
requesting a Special Use Permit to operate a
machine shop and beauty shop from an existing 40 '
x 75 ' building at his residence located on 50
acres , 3262 Carl Allred Road, Franklinville
Township, Zoning Map #7783, Zoning District RA.
Brower and his wife were present and explained
their intentions to work at home. Brower stated
that the building is not visible from the road.
Hal Johnson, Planning Director, explained to
Brower that his building would have to approved by
the Building Inspectors before any business could
be operated from the structure.
James Allred, Carl Allred Road, told the Board
that the Browers are good neighbors and that this
would be good for the Community. Allred added
that he has heard no objections to the request
from any other neighbors .
There was no one present in opposition.
Lynden Craven made the motion, seconded by Charles
Adams , to approve the request for a Special Use
Permit. The motion passed unanimously.
E: SAMMY ROUTH, Franklinville, North Carolina, is
requesting a Special Use Permit to obtain a
license to operate a recreational boat dealership
in an existing building (20 'x 25 ' ) at his
residence located on 38 acres , 3753 Mack Lineberry
Road, Franklinville Township, Zoning Map #7785 ,
Zoning District RA.
Routh told the Board that he plans for this to be
just a side line business . Routh said there would
not be a boat sales lot, that all of his business
would be ordering.
There was no one present in opposition.
Lynden Craven made the motion, seconded by Aweilda
Williams , to approve this request for a Special
Use Permit. The motion passed unanimously.
F: JACK FOUST, Staley, North Carolina, is requesting
a Special Use Permit to obtain an automotive
dealers ' license at his residence located on 76 . 5
acres, 3224 Foust Road, Columbia Township, Zoning
Map #8715 , Zoning District RA.
Planning Director Hal Johnson asked Foust about
the several junk vehicles located at this site.
Foust stated that these cars were located there
approximately a year ago but that he plans to
remove most of them. Foust stated that he would
take them to Kernersville to be crushed. Foust
stated that he would mainly wholesale cars . Foust
added that he plans to fence where the cars will
be located.
There was no one present in opposition to the
request.
Lynden Craven made the motion to approve this
request with the following restrictions:
*must clean up the property.
*remove vehicles that are of no value.
*put up fencing.
*limit of no more than 25 cars located on the
property for the business.
Phil Brower seconded the motion and the motion
passed unanimously.
7 . Proposed Amendment to County Zoning Ordinance Article
VI Section 4 - Special Uses Mobile Home Park - General
Requirements Applicable to Mobile Home Park Owners :
Water: All Mobile Home Parks with less than 15 spaces ,
or less than 25 people, shall provide a safe, potable
and adequate water supply. Safe shall be defined as
free of bacteria and chemicals that are detrimental to
public health; and adequate being defined as providing
enough water for normally accepted standards of
domestic use.
Garbage Disposal: The collection of trash and garbage
and their disposal shall be provided for in such a
manner as to maintain a clean and orderly appearance.
�-' Junked vehicles, appliances, furniture, and similar
materials shall not be allowed to accumulate on mobile
home park premises .
Maxton McDowell made the motion to send these
amendments to the Board of Commissioners for
consideration. The motion was seconded by Charles
Adams and the motion passed unanimously.
8 . There were 48 people present for the meeting. The
meeting adjourned at 8 : 25 p.m.
