Chairman Jim Routh called to Order the Randolph County Zoning Board of Adjustment meeting at 7 : 00 p.m. 2. Roll call of the members: Jim Routh, Chairman, present; Aweilda Williams , Vice Chairperson, present; Charles Adams, present; Phil Brower, present; Bill Dorsett, present; Lynden Craven, present; Tim Poole, absent; and Maxton McDowell, Alternate, present (substituting for Tim Poole) . 3. Swearing in of the Witnesses: "Do you swear or affirm that the information you are about to give is the truth, the whole truth, and nothing but the truth, so help you God. " 4 people took this Oath. 4. VARIANCES: A: FLETCHER PUGH, Liberty, North Carolina, is requesting a Variance to subdivide a lot of 1 acre (on a private drive - family home place) in lieu of the required 5 acre minimum lot size. Location: Weeden Street Extension, Columbia Township, Zoning Map #8734, Zoning District RA. **Arguments for Granting the Request Pugh was present and explained to the Board that currently 1 resident used the private drive that would be the access for this 1 acre lot. Pugh stated that he wanted to deed the great-grandson of the people that he purchased the property from this 1 acre lot. The young man (purchasing the land) stated that he wanted this "family" land to one day build upon. Board members Bill Dorsett explained to Pugh that he felt he had enough land to be able to comply with the law. Dorsett added that he did not feel the Board should allow this division (of less than 5 acres) simply because Mr. Pugh did not want to deed the total 5 acres. **Arguments Against Granting the Request There was no one present in opposition to this request. **Board Discussion: Conclusions Based on Findings of Fact Phil Brower stated that he could see no evidence of hardship and he totally agreed with Dorsett' s comment of not allow a variance simply because Pugh did not want to deed more than 1 acre to this young person. Lynden Craven stated that he felt the family farms were being destroyed at a high rate in Randolph County and this would be family land being past down. Craven added that he felt Pugh was making a good gesture in helping the youngster obtain this property. **Order of the Board of Adjustment Brower made the motion (for the reasons listed above) to deny this request. Bill Dorsett seconded this motion, but the motion did not carry (the vote was 2/5) . Craven made the motion (for the reasons listed �.. above) to approve this request. Maxton McDowell seconded this motion and the motion passed by 5/2 vote with Phil Brower and Bill Dorsett voting against the motion. B: RONALD HALVERSON, Clemmons , North Carolina, is requesting a Variance to allow a lot of . 712 acre (on a private drive) to be developed in lieu of the required 5 acre minimum lot size. Location: Leonard York Road, . 712 acre, Franklinville Township, Zoning Map #7773 , Zoning District RA. **Arguments for Granting the Request Virginia Halverson was present and explained that this lots was cut from her mothers property. Halverson said that the property had been in her family for 100 years . Halverson stated that she would like to be able to develop this property because of the distance between her residence (in Clemmons) and her mothers residence . Halverson said that she takes care of her mother and sometimes the distance makes things difficult. Halverson stated her plans to eventual built on the property, but that she would probably locate a travel trailer here for the time being (a couple of days at a time) . **Arguments Against Granting the Request There was no one present in opposition to the request. **Board Discussion: Conclusions Based on Findings of Fact Aweilda Williams stated that she felt there was a hardship in this case due to the fact that the caregiver ' s (for this elderly lady) residence is so far away. **Order of the Board of Adjustment Williams made the motion, seconded by Charles Adams , to approve this request for a Variance.
