1 . Chairman Jim Routh called to Order the Randolph County Planning
Board meeting at 7 : 00 p.m.
2. Roll call of Members: Jim Routh, Chairman, present; Aweilda
Williams, Vice Chairperson, present; Tim Poole, absent; Lynden
Craven; Charles Adams, absent; Bill Dorsett; Phil Brower, absent;
and Maxton McDowell , Alternate, absent.
3. Chairman Routh recognized Archdale Councilman Kurt Beiter and
Archdale Planning Director Martin Myers and welcomed them to this
meeting.
4. Approval of the Minutes of the March 8 , 1994 Randolph County
Planning Board meeting.
5. REQUEST FOR REZONING:
WORTH HEATH, Randleman, North Carolina, is requesting that 28 . 27
acres located on the north side of Branson Mill Road (across from
Toomes Woods Subdivision) , Level Cross Township, be rezoned from
N../ Residential Agricultural to Residential Restricted. Zoning Map
#7768. It is the desire of the applicant to develop a restricted
residential development of 24 lots.
Heath was present and told the Board that the proposed road would
be State Maintained and only double wides (with brick
foundations) and site built homes will be allowed in this
development. Heath said the same restrictions would apply to
this expansion of Toomes Woods .
Heath spoke of giving land-locked property (in back of this
tract) a deeded access to this new road.
There was no one present in opposition.
Bill Dorsett told the adjoining property owners that if this
request was approved it would not include details of the access
promised. Dorsett stated that that agreement would be between
Heath and themselves and the County would not be involved.
Lynden Craven made the motion, seconded by Bill Dorsett, to
recommend to the Commissioners that this request be approved as
consistent with the development in this community. The motion
passed unanimously.
6 . Swearing in of the Witnesses:
"Do you swear or affirm that the information you are about to
give is the truth, the whole truth, and nothing but the truth, so
`--' help you God.
4 people took the Oath.
7 . SPECIAL USE PERMIT REQUESTS:
TEA GROUP, INC. , Atlanta, Georgia, is requesting a Special Use
Permit to erect/construct a 285 ft. tower & equipment building
located 2/10 mile off of the north side of Pineview Road
(approximately 3/10 mile from Bypass 220) , Back Creek Township,
Zoning Map #7753, Zoning District RA.
Randy Pridgen, TEA Group, Inc. ; Jerry Martin, TEA Group, Inc. ;
John Hitch, TEA Group, Inc . ; and Dan Moss , Dial Call Inc . were
present.
Pridgen told the Board that a 250 ft. self-contained tower and a
12 ' x 28 ' building would be located on the property and would be
completely fenced. Pridgen said that this type of tower is a
"low power tower" of 100 watts or less . Pridgen said that he did
not feel this would interrupt TV and radio reception (from the
neighboring towers) .
Dan Moss told the Board that his company currently has antennas
attached to TV and radio towers and this doesn't interfere with
,� those towers .
Pridgen told the Board the nearest residence to the rear of this
property is approximately 1 1/2 miles and the proposed tower site
is 100 ' to 150 ' from the rear property line .
There was no one present in opposition to this request.
Aweilda Williams made the motion, seconded by Lynden Craven, to
approve this request for a Special Use Permit. The motion passed
unanimously.
8. There were 16 citizens present at this meeting. The meeting
adjourned at 7 : 26 p.m.
