1 . Chairman Jim Routh called to Order the Randolph County
Planning Board meeting at 7 : 00 p.m.
2 . Roll call of members: Jim Routh, Chairman, present;
Aweilda Williams, Vice Chairperson, present; Tim Poole,
absent; Lynden Craven, present; Charles Adams , present;
Bill Dorsett, present; Phil Brower, present; and Maxton
McDowell, Alternate, present (substituting for Tim
Poole) .
3. Lynden Craven made the motion, seconded by Aweilda
Williams, to approve the Minutes of the April 5, 1994
Randolph County Planning Board meeting. The motion
passed unanimously.
4. Swearing in of the Witnesses:
"Do you swear or affirm that the information you are
about to give is the truth, the whole truth, and
L nothing but the truth, so help you God. "
2 people took this Oath.
5. REQUEST FOR A SPECIAL USE PERMIT:
WALTER WALKER, Asheboro, North Carolina, is requesting
a Special Use Permit to place sculpture studio on
property (will build 60 ' x 100 ' building) and future
sculpture garden at his residence located on Maple
Springs Road, 55 . 4 acres , Richland Township, Zoning Map
#7664 , Zoning District RA.
Walker expressed his desire to move his business from
1233 North Fayetteville Street, Asheboro, to this
location at his residence. Walker spoke of the need
for additional space for his growing company. Walker
described the work as bronze castings designed for
churches, schools , public buildings, private
collectors , etc. Walker said he currently employs 7
people. Walker added that the sculpture garden would
be a display area outside for customers visiting the
business.
There was no one present in opposition to this request.
..� Hal Johnson, Planning Director , stated that this type
of business would be compatible to the pottery
businesses located in this community.
Lynden Craven made the motion, seconded by Phil Brower,
to approve this request for a Special Use Permit. The
motion passed unanimously.
6. REQUESTS FOR PROPERTY REZONING:
A: ALBERT & WELTA HARRELSON, Benton, North Carolina,
is requesting that 5 . 61 acres located on Mt.
Shepherd Road Ext. (across from Mt. Shepherd
Mobile Home Park) , Tabernacle Township, be rezoned
from Residential Agricultural to Residential
Mixed/Conditional Use. Zoning Map #7712 . It is
the desire of the applicants to expand Mt.
Shepherd Mobile Home Park by 7 lots.
Albert Harrelson told the Board his plans to
create 7 new lots with the average lot size being
around an acre. The lots would be leased with the
tenants moving their own mobile homes onto the
property.
Bill Dorsett questioned for there would be
addition future expansion. Harrelson said he was
looking to possible purchasing 18 additional acres
but he was not sure if he would further expand the

park.
Welta Harrelson said the park was developed in
1980 and she currently has tenants that have been
in this park for as long as 12 years .
Hal Johnson stated that this is one of the
cleanest, well-kept mobile home parks in the
County.
KENT SHRADER, Director of Mt. Shepherd Retreat
Center, stated that there are 18 acres between the
Mt. Shepherd property and the Harrelson property
that the ownership is unknown. Shrader said that
Wilson Alexander, Attorney, is currently working
on a title search. Shrader said that if they were
adjoining property owners they would be opposed to
this type development.
Albert Harrelson told Shrader that he was sorry he
felt this way. Harrelson added that they were
the only landowners on the road that gave Mt.
Shepherd right of way with out charging them
anything.
Welta Harrelson said that she runs a clean, nice
park and that she screens all of her tenants
thoroughly. Harrelson added that none of her
tenants had ever bothered Mt. Shepherd as far as
she knew. Shrader said they had not.
Lynden Craven made the motion, seconded by Aweilda
Williams, to recommend to the Commissioners that
this request be approved as consistent with the
development in this area. The motion passed with
a 6 to 1 vote. Phil Brower voted against the
motion.
B: EDNA SAME, Archdale, North Carolina, is requesting
that approximately 1 acre located at the end of
Mauldin Drive, New Market Township, be rezoned
from Residential Restricted to Light Industrial.
Zoning Map #7727 . It is the desire of the
applicant to use the property for industrial/
commercial development.
Bame was present and explained that the 3-bay
garage at her residence was originally built by
the developer of the subdivision and he used the
building for a construction business . Bame stated
that in 1972 when she purchased the property to
husband used the building for a used saw business .
Hal Johnson told the Board that the Planning
Office had received calls about this request.
Johnson stated that the main concern was the deed
restrictions (restricting against commercial
activity) in place in this development. Johnson
added that the Church (located in this
development) was also concerned.
No one present in opposition.
Bill Dorsett said that the highway area adjacent
to this subdivision is very commercial, but the
development itself is strictly residential.
Dorsett said to approve such a request would
change the character of the community. For this
reason Dorsett made the motion, seconded by
Charles Adams , to recommend to the Commissioners
that this request be denied. The motion passed
unanimously.
C: FORREST MENDENHALL, Archdale, North Carolina, is
requesting that. 15 . 20 acres located on Prospect
Street (400 ft. past Thompson Road) , Trinity
Township, be rezoned from Residential Agricultural
to Light Industrial. Zoning Map #6798 . It is the
desire of the applicant to use the property for
industrial purposes.
Mendenhall was present and explained that the
property currently has 1000 ft. of state road
frontage, is located 1/4 mile from the interstate,
and is located in a commercial/industrial area.
Mendenhall added that the property has water and
natural gas lines along state road.
Hal Johnson reminded Mendenhall that this property
is located within the Lake Reese Watershed and may
have some restrictions on development.
There was no one present in opposition.
Charles Adams made the motion, seconded by Bill
Dorsett, to recommend to the Commissioners that
this request be approved as consistent to the Land
Use Plan for this area. The motion passed
unanimously.
7 . The meeting adjourned at 7 : 35 p.m. There were 12
citizens present.
