1 . Chairman Jim Routh called to Order the Randolph County
Planning Board meeting at 7 : 00 p.m.
2 . Hal Johnson, Planning Director, called roll of the
members: Jim Routh, Chairman, present; Aweilda
Williams, Vice Chairman, absent; Tim Poole, present;
Lynden Craven, present; Charles Adams, absent; Bill
Dorsett, absent; Phil Brower , present; and Maxton
McDowell , Alternate, present.
3 . Lynden Craven made the motion, seconded by Phil Brower ,
to approve the Minutes of the Randolph County Planning
Board meeting of August 2 , 1994 . The motion passed.
4 . REZONING REQUESTS:
A: NEAL CRAVEN, Asheboro, North Carolina, is
requesting that 35 acres located on Mack Lineberry
Road (north of Tom Brown Road) , Franklinville
Township, be rezoned from Residential Agricultural
to Residential Restricted. Zoning Map #7785 . It
is the desire of the applicant to develop a
subdivision of 10 lots .
Johnson said that this request has come before
this Board last month with the potential of 35
lots . Due to concerns expressed by the neighbors ,
Craven redesigned the proposed development to only
include 10 lots .
Chairman Routh questioned Craven as to why he
divided the lots with long strips of property on
the right-hand side of the development. Craven
said that these lots were designed to allow them
to have State Road Frontage.
JERRY HILL, husband to property owner , Old Liberty
Road, Franklinville, said that the purchase
contract expired on August 25th because the buyers
didn' t close on the property. Hill said the
property is under contract with a new person and
the real estate agent has been notified of this .
Hill said that the potential plans of this new
buyer is to build one residence on the entire
acreage.
Craven said the contract had contingencies and is
still not expired until this rezoning process has
been completed. Craven said the listing contract
has expired but the purchase contract has not.
Craven said it is not the Board' s responsibility
to make a decision of the validity of the
contract.
Maxton McDowell asked if the Board should table
this matter until the contract has been cleared
up. Craven said the contract will never be
cleared until the Board acts on the rezoning
request. McDowell questioned if the Board could
rezoning the property. Johnson answered that the
Board could rezoning the property but that
historically this Board has not rezoned property
over the wishes of the property owners .
SUSAN MOORE, Mack Lineberry Road, Franklinville,
expressed her concerns on the following:
**protection of their rights to continue their
style of living
**allow the community to remain low density
**this is a rural area and Moore said she wanted
her privacy protected
**this development would greatly impact the
community and their way of life
**concerned about the environment (water quality)
Moore presented a petition of 83 signatures of
individuals in the community opposed to this
rezoning. Moore said that this community is
united in their commitment to keeping the rural
integrity of the community safe. Moore added that
the layout of the subdivision was not appropriate .
There were 35 people present in opposition to this
request.
ODELL ROUTH, Franklinville, North Carolina, said
that this community voiced their opposition to
this request 6 weeks ago and their feelings have
not changed. Routh said this community is here to
defend a purpose.
Lynden Craven made the motion, seconded by Maxton
McDowell , to recommend to the Commissioners that
this request be denied due to the land owners '
opposition to the request. The motion passed
unanimously.
B: PAUL STALEY, Julian, North Carolina, is requesting
that 39 acres (from 44 . 51 acres) located on Shiloh
Road (across from Hollow Hill Road) , Liberty
Township, be rezoned from Residential Agricultural
to Residential Restricted. Zoning Map #8708 . It
is the desire of the applicant to develop an 8 lot
restricted subdivision (average lot size 4 . 75
acres) .
Paul Staley was present and explained his
intentions to allow only stick built homes of
1 , 200 sq. ft. or more heated square footage.
Staley said it was his intention to have large
lots in this development.
George Moore, adjoining property owner , was
present and discussed concerns for water quality
and explained to the Board that this property
wouldn't perk 15 years ago. Moore said Randolph
should be careful not to end up like Guilford did
a few years ago.
Lynden Craven made the motion, seconded by Tim
Poole, to recommend to the Commissioners that this
request be approved. The motion passed
unanimously.
C: GERALD PARKER, Greensboro, North Carolina, is
requesting that 19 acres (out of 254 acres)
located on Mount Lebanon Road, Union Township, be
rezoned from Residential Agricultural to
Residential Restricted. Zoning Map #7635 . It is
the desire of the applicant to develop a
restricted subdivision of 11 lots .
Parker was present and expressed his intentions to
develop a 11 lot subdivision for modular homes ,
double-wide mobile homes, or site built homes .
Parker said they have already installed
underground power lines for these sites .
Howard Strider, Pisgah Covered Bridge Road,
explained that he came to make sure that there
would be no more mobile homes added to the area.
Strider said he would not be opposed to this
development.
Tim Poole made the motion, seconded by Maxton
McDowell , to recommend to the Commissioners that
this request be approved. The motion passed
unanimously.
D: LARCO CONSTRUCTION, Winston-Salem, North Carolina,
is requesting that 10 acres (out of 75 acres)
located off Bus Hwy 220S (just south of Bullins
Drive) , Richland Township, be rezoned from
Residential Agricultural to Heavy Industrial/
Conditional Use. Zoning Map #7666 . It is the
desire of the applicant to operate a temporary
asphalt plant. (Property Owner - Joe Farlow)
Ken Elliott, Larco Construction, was present and
explained that it is his intentions to use the
property as an asphalt plant for the construction
of the new 220 Bypass . Elliott said this project
would be completed by June 1 , 1996 and the asphalt
plant would be removed.
There was no one present in opposition to this
request.
Lynden Craven questioned if the property would
revert back to RA zoning once the 220 Bypass
project was completed. Johnson answered yes .
Maxton McDowell made the motion, seconded by Phil
Brower, to recommend to the Commissioners that
this request be approved. The motion passed
unanimously.
E: JEFF CROTTS, Sophia, North Carolina, is requesting
that 3 . 85 acres located at 5742 Branson Davis
Road, New Market Township, be rezoned from
Residential Restricted to Residential
Agricultural/Conditional Use . Zoning Map #7746 .
It is the desire of the applicant to place a 1973
single wide mobile home on the property.

Jeff Crotts explained that this property has been
in his family since 1944 .
Neighbor Gladys Swaim questioned the distance
between the road and his mobile home . He said
approximately 200 feet.
Crotts said his grandmother is getting up in years
and is scared to stay by herself.
Johnson explained to Crotts that if he removed
this trailer he would have to replace it with a
newer model.
Lynden Craven made the motion, seconded by Phil
Brower, to recommend to the Commissioners that
this request be approved. The motion passed
unanimously.
F: LEE ROBERTS, Asheboro, North Carolina, is
requesting that 39 acres (out of a 81 acre tract)
located on Wayne White Road, Providence Township,
be rezoned from Residential Agricultural to
Residential Restricted. Zoning Map # 7787 . It is
the desire of the applicant to develop a
restricted residential subdivision of 25 lots .

Roberts said he is now the property owner .
Roberts explained there would be site built homes
of no less than 1400 sq. ft. of heated space and
the roads would be built to State standards.
Roberts said they have had a private soil
scientist check the property.
An adjoining property owner expressed his concerns
of this development changing the setting of the
neighborhood. He also questioned what effect
this would have on the property tax values and
said this would be a burden on the fire
departments, schools, and road system. He also
questioned the perking situation in this area .
John Wall, adjoining property owner, said he has
owned his farm land of 90+ acres since the 60 ' s.
Wall said the area is already burdened by mobile
home parks and the school system is over crowded.
Tracy Peele, adjoining property owner , said this
is a farming community and she lives in the
country for it to be country. Peele said this
type of a development should be closer into town.
Peele discussed concerns of crime rates , traffic ,
and the burden that would be placed on the
schools.
Lee Roberts said that this 80 acre tract would
only have 25 home sites.
Johnson said that the strong points for this
development would be that the extremely large lots
front on Wayne White Road (only (2) 1 1/2 acre
tracts visible from Wayne White Road) , the denser
development is within the subdivision, and the
property adjoins land that is currently zoned RM
(mixed residential subdivision) .
Larry Grubb, neighboring property owner, said he
felt the lots should be 10 - 15 acres in tract
size.
Raymond Rash expressed concerns for out water
supply.
Vance Roberts said that there is tremendous growth
�-- being experienced in the northern part of Randolph
County. Roberts said there are other large site
built subdivisions in the area and this would be
for quality housing (no mobile homes, no built
homes moved in) . Roberts said you can' t limit
growth due to schools , the County has to provide
schools were they are need. Roberts said this
Board has seen us do good jobs with developments
such as Woodridge and Pine Ridge.
Jerry White, Wayne White Road, said she has been a
resident here for 50+ years . White said she felt
the Planning Board should encourage more
development deeper into Randolph County because
the boarder only serves as a bedroom community and
these people spend all their money out of County.
White said this community was encouraged by being
zoned RA and she said she would feel better if the
lots were larger.
Pat Wall, neighboring property owner, said that
they farm their property with chickens and cows
and are concerned about new neighbors complaining
about farming odors .
There were 14 people present in opposition.
Lynden Craven made the motion, seconded by Phil
Brower, to recommend to the Commissioners that
this request be approved. The motion passed
unanimously.
5 . Swearing in of Witnesses :
"Do you swear or affirm that the information you are
about to give is the truth, the whole truth, and
nothing but the truth, so help you God. "
10 people took this Oath.
6 . SPECIAL USE PERMIT REQUESTS:
A: JOHN FAIN, Trinity, North Carolina, is requesting
an addition to his Special Use Permit for an
expansion of his building to house lumber & frames
at his business located at his residence on 22 . 49
acres at 4279 Hoover Hill Road, Tabernacle
Township, Zoning Map #7715, Zoning District RA.
Fain explained that his business is a family
business that builds furniture frames . The
addition would be to store frames and lumber which
is currently stored outside.
There was no one present in opposition.
Lynden Craven made the motion, seconded by Maxton
McDowell, to approve this request for a Special
Use Permit. The motion passed unanimously.
B: CHARLES HUGHES, Trinity, North Carolina, is
requesting a Special Use Permit to obtain a
dealer ' s license at his residence located on 1 . 70
acres at 6936 Westfield Church Road, Tabernacle
Township, Zoning Map #7702 , Zoning District RA.
Request was withdrawn because applicant decided to
operate and have his dealer ' s licenses issued to
the Old Tabernacle Auction House instead of his
residence.
C: HOYT SOUTHARDS, Thomasville, North Carolina, is
requesting a Special Use Permit to obtain a
dealers license to wholesale used automobiles at
his residence located at 2175 Fuller Mill Road,
Tabernacle Township, Zoning Map #6794 , Zoning
District RA.
Southards stated that he would wholesale cars and
only 3 or 4 cars would be on the property for
business . Southards has been selling cars for 20
years and deals in classics . Southards said there
would be no repair work done on the premises .
There was no one present in opposition to this
request.
Lynden Craven made the motion, seconded by Phil
Brower, to approve this request for a Special Use
Permit with the restriction of no more than 5 cars
on the property for the business . The motion
passed unanimously.
D: MARTY CRAVEN, Sophia, North Carolina, is
requesting a Special Use Permit to operate a
"turkey shoot" at his residence located at 2768
Old County Farm Road on 21 . 66 acres, Back Creek
Township, Zoning Map #7743 , Zoning District RA.
Craven said that he operated this "turkey shoot"
for the first time last year as a seasonal
operation. Craven explained that he would operate
each year from Labor Day through the end of
February from 6 : 30 p.m. - 10 : 30 p.m. on Friday and
Saturday nights. Craven said approximately 16
people shoot on an average night. Craven said that
from the back of the targets to his back property
line is 1700 feet (Craven showed the Board a
.., picture of the woods at the back of the property) .
Craven presented the Board with 2 letters from
people in the area in favor of this request.
.� Craven said he doesn' t allow and trouble or
drinking and the business is family oriented.
David McCracken, neighboring property owner, said
he had to ask the Zoning Office to stop last years
"turkey shoot" around April . McCracken showed the
Board an aerial map of the property and all the
many residences across the road from the property
(130+ homes) . McCracken said they have used high
powered riffles at this range and McCracken added
that he doesn't feel safe in his home with the
"turkey shoot" in operation.
Vance Nance, participate of the "turkey shoot" ,
said the line of fire was not near McCracken' s
home and there have never been high powered
riffles fired on this range.
Johnson said he felt the issue here was the
densely populated area.
Tim Poole made the motion, seconded by Lynden
Craven, to table this request. Poole said he is
concerned about this many residences being located
near this "turkey shoot" but that if the residents
are not concerned with the operation, he would
~' not. The motion passed.
7 . The meeting adjourned at 8 : 42 p.m. There were 90
people present.
