01JanuaryPB 4/0, • ;a. 19 MINUTES 7779 RANDOLPH COUNTY PLANNING BOARD January 28, 1991 There was a special meeting of the Randolph County Planning Board (because the regularly scheduled meetin was postponed due to hazardous weather conditions) helgd on Monday, January 28, 1991, at 7: 00 p.m. , in the Commissioners Meeting Room, County Office Building, 707 McDowell Road, Asheboro, North Carolina: 1 . Chairman Lynden Craven called the meeting to Order at 7:00 p.m. 2. Hal Johnson, Planning Director , called roll of the Board members: Lynden Craven, Chairman, present; Bi11 Dorsett, Vice Chairman, absent ; Charles Adams,present; Aweilda Williams, present; Jim Routh, present; Doyle Stout, present; Phil Brower, present; Arlie Culp, Alternate, present (substi- tuting for regular member Bill Dorsett) ; and Maxton McDowell, Alternate, absent . 3. Charles Adams made the motion, seconded by Jim Routh, to approve the Minutes of the December 4, 1990 Planning Board meeting. The motion passed. 4 . SPECIAL USE PERMIT REQUEST : A: DWIGHT SLDDER , Thomasville, North Carolina, is requesting a Special Use Permit to obtain a dealer ' s license (to sell used automobiles) from his residence located on SR 1400 (Hughes Grove Road) , Whispering Pines Subdivision tract #18, Tabernacle Township, Zoning Map • #6793, Zoning District RA. Dwight Sluder was present and represented by his Attorney, Bob Crumley. Crumley described the following intentions of his client: *plans to construct a 30 ' x 50 ' 3-bay garage to continue his hobby/part-time business of fixing up/selling corvette automobiles *no junk vehicles on property *no signs except for the small sign on the building required by N.C.D.O.T. *no more than 10 vehicles kept on property (for the business) *no outside junk storage allowed Crumley told the Board that this lot was recently purchased by the applicant and at the time of purchase the lot was grown-up with weeds, etc. , had junked travel-trailers, and trash on the property. Crumley said that Sluder has since cleaned the lot up. Crumley said that there are 7 families in this sub- division and 3 of these families rent from Mr . Sluder . Crumley presented the Board with pictures of Sluder ' s property describing it as January 28, 1991 Page 1 the nicest in the area, and displayed pictures of the surrounding properties. C.A. Bowers, developer (of the subdivision) and some of Sluder ' s renters were present in favor of this request. DAVID TURNER and MARIAN TURNER expressed concerns of enforcement of this small business. Hal Johnson stated that if Sluder ' s business should develop into something more than what his attorney has described tonight Sluder would be in violation of his Special Use Permit (if granted) and the County would contact the State and have his dealer ' s license revolked. CAROLYN HATCHER, adjoining property owner , was concerned of what effect this would be on her taxes. Hal Johnson stated that it would not effect her taxes . Arlie Culp made the motion, seconded by Doyle Stout, to approve this Special Use Permit with the restriction of no more than 10 vehicles on property for the business. The motion passed. 5. BEZONING BEOUESTS A: STEVE VESTAL , Thomasville, North Carolina, is requesting that .61 acre located on corner of SR 1627/SR 1629, Trinity Township, be rezoned from Residential Mixed to Light Industrial . Zoning Map #6799. It is the desire of the applicant to use the property for industrial development. STEVE VESTAL was present and told the Board he plans to remove the house existing on the property and build a brick industrial/com mercial building much like the ones he has previously constructed on Old Thomasville Road. Hal Johnson stated that this type of develop- ment would be consistent with the Land Use Plan for this area. These was no one present in opposition to this request . Charles Adams stated that since Steve Vestal is improving this end of Old Thomasville Road he would recommend to the Commissioners that this request be approved Doyle Stout seconded this motion and the motion passed unanimously. B: THOMAS ROSE , Asheboro, North Carolina, is requesting that approximately ,4 acres (out of 45 .7 acre tract) located on SR 1143 (High Pine Church Road) past N. C. Lumber Company, Union Township, be rezoned from Residential Agricul tural to Heavy Industrial/Conditional Use. Zoning Map #7625. It is the desire of the applicant to operate a sawmill. THOMAS ROSE was present at this meeting and stated that his property is across the road from Carolina Lumber Company. Rose stated that his hours has of operation are 7 : 30 a.m. to 4: 00 p.m. , 5 days a week. Rose stated that he employees 10 people at this site. Hal Johnson stated that Rose has been January 28, 1991 Page 2 operating at this site (temporarily) removing lumber for this tract of land but wants to develop a more permanent operation therefore required to rezoning this property. JERRY LOFLIN, adjoining property owner, stated his concerns of the operation depreciating property values, but he is not really against Mr . Rose. Arlie Culp made the motion to recommend to the Commissioners that this request be approved . Aweilda Williams seconded this request and the motion passed unanimously. 6 .
