RANDOLPH COUNTY PLANNING BOARD
February 5, 1991
There was a meeting of the Randolph County Planning
Board held on Tuesday, February 5, 1991 , at 7 :00 p.m. , in the
Commissioners Meeting Room, County Office Building, 707
McDowell Road, Asheboro, North Carolina:
1 . Chairman Lynden Craven called the meeting to Order
at 7:00 p.m.
2 . Hal Johnson, Planning Director, called roll of the
Board members: Lynden Craven, Chairman, present;
Bill Dorsett, Vice Chairman, present; Charles
Adams, present; Aweilda Williams, present; Jim
Routh, present; DoyJe Stout, absent ; Phil Brower ,

3 . Aweilda Williams made the motion, seconded by
Charles Adams, to approve the Minutes of the
January 28, 1991 Planning Board Meeting. The
motion passed .
4. REZONING 2DOt STS :
A: KEN MCDOWELL , Asheboro, North Carolina, is
requesting that 12.6 acres located on SR 1193
(Old N.C. Hwy 49) just west of Caraway Creek,
Concord Township, be rezoned from Residential
Agricultural to Heavy Industrial/Conditional
Use. Zoning Map #7619 . It is the desire of
the applicant to operate a sawmill (with
storage area) .
Ken McDowell was present and explained to the
Board this would be a small sawmill with
better working conditions for his employees
and more working hours. McDowell stated that
his operation cut a lot of small lots of
timber (to small to set up a temporary
sawmill) and the equipment would be more
secure (from vandalism) located on a permanent
site. A permanent site would be more feasible
because of savings in time (not being required
to move and set-up equipment on each site) and
money (having the mill located at a more
secure area) . McDowell stated the mill would
operate from 7 am to 5: 30 pm, Monday thru
Saturday. McDowell said dust and noise would
be kept at a minimum and there would be no
planer at this sawmill . McDowell said his
residence is located across the road from this
site and he would run a nice operation and be
courteous to the neighborhood. McDowell
presented pictures to the Board of the _
immediate area. McDowell explained that his
farm equipment is also kept at this location
and all oils, etc. (from maintenance to
equipment) would be disposed of at the
Landfill. McDowell added that he has lived on
this property all his life and has never seen
the area (the proposed site) flood.
CLAUDE WINSLOW , adjoining property owner,

expressed his opinion that because the area
had been originally zoned by the Commissioners
Residential Agricultural (RA) the property
should retain this zoning. Winslow stated
that McDowell Lumber Company was there before
the County was zoned and therefore grand-
fathered in, but is still a nuisance to the
�.., Community. Winslow described these businesses
as being dusty and noisy. Winslow said the
planer was the noise making equipment of the
milling operation. Winslow stated that
several retired citizens live in this area and
are bothered by McDowell Lumber Company and
should not have a new sawmill to worry with.
Winslow expressed concerns of run-off of fuel,
oil spillage into Caraway Creek which
eventually runs into Uwharrie River (graded a
Class 2 stream by the State) . Winslow stated
these type operations devalue the property in
the area.
KIM WINSLOW , adjoining land owner, stated
there is approximately 1/10 mile between this
site and the existing lumber company and 3
families live within this 1/10 mile. Winslow
expressed her concerns of health problems (the
operation may cause to neighboring residents)
and added she did not feel the business would
be suitable for the area.
HAL WINSLOW spoke on behalf of his mother , an
adjoining property owner, and said there are 6
families within a 2000 ' radius of this
sawmill .
THERE WERE 9 PEOPLE PRESENT jN OPPOSITION TO
THIS REOUEST.
THERE WERE 29 PERSON IN FAVOR OET THIS REOUEST.
Board member Aweilda Williams asked how many
people were present, in favor of this request,
that live within the 2000 ' radius. 6 people
raised their hands.

SUSAN WILSON , Route 6, Asheboro, stated that
her husband has been in the sawmill business
for 16 years. Wilson stated that McDowell' s
business is well run and added that he main-
tains his equipment well.
DAVID PARRISH , resident within 500 ' of the
proposed site, stated that he recently built a
new home while the temporary sawmill was in
operation and it did not effect his property
then and it will not effect his property now.
• KEN McDOWELL stated that he wanted to make it
clear that he is not requesting a planer just
a sawmill operation.
LARRY BALDWIN , Asheboro, stated that this
type of operation brings jobs into the
community.
TONY McDOWELL , owner of McDowell Lumber
Company, stated that Ken McDowell ' s sawmill
would not be heard over his Lumber Company
(because he has a planer) and added that he is
checked regularly by OSHA and always meets
their regulations.
Vice Chairman Bill Dorsett stated that there
were good arguments from both sides but his
main concern would be fuel or oil spillage
into Caraway Creek .

Aweilda Williams said that the neighbors main
concern was the location of a planer at this
site and McDowell has said he a planer would
not be used in his business.
Board member Charles Adams stated that he
shared Bill Dorsett ' s concerns of water
pollution.
Chairman Craven stated that EPA would regulate
a business of this type strictly and would not
allow the water source to be contaminated.
Craven added that if EPA felt this business
endangered Caraway Creek it would close the
establishment.
Aweilda Williams made the motion to recommend
to the Commissioners that the request be
approved with the following conditions:
1 . No planer
2. Operating hours 7 :00 a.m. - 5 : 30 p.m. ,
Monday thru Saturday
3. No servicing of equipment (at this
location) except for equipment pertinent
to the operation.
Phil Brower seconded this motion and the
motion passed unanimously.
B: EDWARD & EDITH GRUER , Greensboro, North
Carolina, is requesting that approximately 1
acre (out of 25 acres) located on SR 1119
(Little River Road) 1 mile from Bus 220 Hwy,
Richland Township, be rezoned from Residential
Agricultural to Residential Agricultural/Con
ditional Use. Zoning Map #7664 . It is the
desire of the applicant to construct a
building (28' x 60 ' ) to operate a cultural
marble work business.
CHARLES N. GRUER , son of the Gruers, stated
that this would be a small family business
with no noise or dust. Gruer stated that the
business would employ 4 to 6 persons and only
a 1/2 ton truck would be used for transpor-
tation of product.
GILDA SUE HOMEMAKER , adjoining property
owner , said that she would have no opposition
to this business.

• Bill Dorsett made the motion, seconded by
Charles Adams, to recommend to the Commis-
sioners that this request be approvoe . The
motion passed unanimously.
C: LARRY BALDWIN , Asheboro, North Carolina, is
requesting that approximately 1 acre out of
4.10 acres) located on the northeast corner of
SR 1328/SR 1326, Cedar Grove Township, be
rezoned from Residential Restricted to Resi-
dential Agricultural/Conditional Use. Zoning
Map #7721 . It is the desire of the applicant
to locate a single wide mobile home on the
property.
LARRY BALDWIN was present and stated that he
could not afford a double-wide mobile home or
a site built home and the present zoning
classification does not allow a single-wide

mobile home. Baldwin stated he would underpin
his mobile home. Baldwin presented the Board
with a petition of adjoining property owners
in favor of this request .
DONALD BALDWIN was present in support of this
request.

Charles Adams made the motion, seconded by
Aweilda Williams, to recommend to the Commis-
sioners that this request be approved . The
motion passed unanimously.
5 . The meeting adjourned at 7: 55 P.M. There were
approximately 55 people present at this public
meeting.
