RANDOLPH COUNTY PLANNING BOARD
March 5, 1991
There was a meeting of the Randolph County Planning
Board on Tuesday, March 5, 1991, at 7 :00 p.m. , in the Commis-
sioners Meeting Room, in the County Office Building, 707
McDowell Road, Asheboro, North Carolina:
1 . Chairman Lynden Craven called to Order the Randolph
County Planning Board meeting at 7 :00 p.m.
2 . Hal Johnson, Planning Director, called roll of the
Board members: Lynden Craven, Chairman, present;
Bill Dorsett, Vice Chairman, present; Charles
Adams, present; Doyle_Stout.__absejt ; Jim Routh,
present; Aweilda Williams, present; Phil Brower,
present; Arlie Culp, Alternate, present; and Maxton
McDowell, Alternate, present (substituted for
regular member Doyle Stout) .
3. Bill Dorsett made the motion, seconded by Jim Routh
to approve the Minutes of the February 5, 1991
County Planning Board meeting. The motion passed.
4 . SPECIAL USE PERMIT :
A: ASTOR DELK, Denton, North Carolina, is
requesting a Special Use Permit to obtain a
permit from the State for Septage Application
to his property located at to end of SR 1351
(Hunt-Delk Road) , approximately 1 acre (out of
70 acres) , Concord Township, Zoning Map #6791,
Zoning District RA.
Hal Johnson, Planning Director , explained to
the Board that State officials had visited the
site prior to Christmas and had concluded the
site meets all of the State ' s requirements.
Johnson said the property is not in a water-
shed (a permit of this type could not be
obtained in a watershed as per County
Ordinances) . The site is approximately 1 acre
in size, located on a 70 acre farm (basically
in the center of the tract) , and would permit
a maximum of 50,000 gallons of septage to be
dumped each year .
Johnson stated that the Planning Office had
received phone calls from the adjoining
neighbors with concerns of site size, and whom
would be permitted to use the site. Johnson
answered these concerns with the site size
being 1 acre and only Astor Delk would be
permitted to use the site. Johnson added that
obviously these answers received by the
adjoining property owners eased their concerns
(seeing as no one was present in opposition to
this request) .

Johnson said this area is a sparsely settled,
farming community and is not surrounded by
houses.
Astor Delk was present and stated he had been
in the septic tank pumping business for 20+
years. Delk stated that approximately 8 to 10
years ago the Health Department began to
regulate where sewage was being disposed. At
this time all pumpers in the County where
required to dump at the City wastewater
treatment plant, prior to this time pumpers
disposed of sewage across fields, etc. Delk
stated that each load dumped at the City
treatment plant cost $3 in the beginning, but
once the treatment plant was updated the cost
rose to $30 a load.
Maxton McDowell stated that he had known Astor
Delk all his life and in his opinion this
request was within the confines of good land
management. For this reason McDowell made the
motion, seconded by Aweilda Williams, to
approve this request for a Special Use Permit.
The Permit was unanimously granted.
5 . EXPRESSWAY DESIGNATION (Highway 64/49)
Johnson told the Board that two years ago (during
the road naming project) the Planning Office
received numerous phone calls and letters
requesting that Richard Pugh be honored/recognized
for the contributions he has made to Randolph
County. Johnson stated that Richard Pugh has
served as Chairman of the Randolph County Board of
Commissioners and Vice Chairman of the North
Carolina Board of Transportation. Johnson '
explained to the Board that at that time (two years
ago) Richard Pugh was a sitting member of the N.C.
Board of Transportation and a sitting member can
not be recognized in this manner .
Johnson said, for these reasons, he would like to
make the recommendation to the Planning Board (the
Road Naming authority in Randolph County) to
recommend to the N.C. Board of Transportation that
the section of Highway 64/49 extending from the
corporate limits of the City of Asheboro to the
corporate limits of the Town of Ramseur be desig-
nated the Richard K. Pugh Expressway.
Johnson stated that if this recommendation was
approved by the Planning Board, he would hand
deliver the resolution to the Secretary of the
North Carolina Board of Transportation on March 6,
1991 and request this resolution be considered at
their March meeting. If the recommendation was
approved by both the County Planning Board and the
State Board of Transportation, signs would be made
by the State and the Commissioners would have a
special ceremony (possibly at the April 1 , 1991
Commissioners Public Hearing) to honor Richard
Pugh.
Johnson explained that this resolution would not
require a public hearing because this is an
honorary dedication and would not effect citizens'
addresses or the road naming project.
Aweilda Williams made the motion, seconded by Bill
Dorsett, to approve the recommendation from the
Planning Director . The motion passed unanimously.
Johnson stated that he would notify the Planning

Board as to when the special dedication ceremony
would take place.
6. The meeting adjourned at 7 :18 p.m. There were 3
people present at this public hearing (excluding
the Planning Board, Planning Director , and Clerk) .
