04AprilPB w `4 / MINUTES RANDOLPH COUNTY PLANNING BOARD April 4, 1991 There was a meeting of the Randolph County Planning Board on Thursday, April 4, 1991 , at 7 : 00 p.m. , in the Commissioners Meeting Room, in the County Office Building, 707 McDowell Road, Asheboro, North Carolina: 1 . Chairman Lynden Craven called to Order the Randolph County Planning Board meeting at 7 : 00 p.m. 2 . Hal Johnson, Planning Director, called roll of the Board members: Lynden Craven, Chairman, present; Bill Dorsett, Vice Chairman, present; Charles Adams, present; Alaeilda_Wi22.ia ss_abs t ; Rgyla Stouts_absent ; Jim Routh, present; P1a .1_arpm_er� absent Arlie Culp, Alternate (substituting for regular member Doyle Stout) , present; and Maxton McDowell, Alternate (substituting for regular member Aweilda Williams) , present. 3. Jim Routh made the motion, seconded by Charles Adams, to approve the Minutes of the March 5, 1991 Planning Board meeting. The motion passed. 4. 2EZONIBO BBOUESTS A: DAVID L. STANLEY , Liberty, North Carolina, is requesting that approximately 3 acres (out of 24 acres) located on northeast corner of Hwy 49/SR 2470, Columbia Township, be rezoned from Residential Agricultural to Highway Commer- cial/Conditional Use. Zoning Map #8724. It is the desire of the applicant to operate an automotive repair business and used car sales business on a 250 ' x 500 ' section of a 24 acre tract. Hal Johnson told the Board Stanley operates a business at this location (that existed prior to Countywide Zoning) , but wants to expand beyond what is existing. Stanley told the Board that he has operated his business at this location approximately 4 to 5 years and has had a dealers license for this length of time. Stanley stated he now wants to construct a building (40 ' x 75 ' ) to expand his operation. Stanley said he doesn' t sell junk parts, just used automobiles. Stanley stated that some junk vehicles are stored on the property (at most 20 to 25 vehicles) , but are crushed and removed period- ically. Stanley plans to construct fencing approximately 4 to 6 ft. in height at the highway to shield view of the junk vehicles. Stanley added that his sales lot would be approximately 10 to 15 cars. THERE WAS NO ONE PRESENT IN OPPOSITION TO THIS REQUEST . Bill Dorsett recommended that all cars being worked on or junk vehicles (non-operable) be April 4, 1991 Page 1 kept inside or behind fencing . Stanley agreed to this condition. Jim Routh stated that he felt a restriction of a maximum of 25 non-operable vehicles be added to the property, since Stanley feels this would be his peek amount . Arlie Culp made the motion to recommend to the Commissioners this request be app/oved with • the following restrictions: *non-operable vehicles must be stored inside or behind fencing, and *no more than 25 non-operable vehicles stored on property at one time . Charles Adams seconded this motion and the motion passed unanimously. B: JACK LAIL , Seagrove, North Carolina, is requesting that approximately 10 acres located at intersection of Hwy 220/SR 2910, Richland Township, be rezoned from Residential Restricted/Residential Agricultural to Light Industrial. Zoning Map #7666 . It is the desire of the applicant to use the property for industrial development. Jack Lail was present at this meeting and explained to the Board his intentions of constructing a building for First Line Plumbing (a business located within the Mid- State Plastics Plant across the road) on the corner of this tract of land. Lail added that future plans for the property would be to construct another plant (possibly for Mid- State) . Hal Johnson asked Lail if there were any plans of maintain a buffer zone between the current restricted residential development (in behind this site) and this industrial development. Johnson stated that this area being located on Hwy 220 would be compatible to commercial- industrial development, but Johnson stressed the importance of protecting the residential zone adjoining this site. Lail stated that a 150 ' buffer zone will be maintained between the residential zone and this proposed industrial zone. THERE WAS NO ONE PRESENT IN OPPOSITION TO THIS REQUEST . Bill Dorsett made the motion, seconded by Maxton McDowell, to recommend to the Board of Commissioners that this request be App/Dyed . The motion passed unanimously. 5 .
