May 7, 1991
There was a meeting of the Randolph County Planning
Board on Tuesday, May 7, 1991 , at 7 :00 p.m. , in the Commis-
sioners Meeting Room, in the County Office Building, 707
McDowell Road, Asheboro, North Carolina.
1 . Chairman Lynden Craven called to Order the Randolph
County Planning Board meeting at 7 :00 p.m.
2 . Hal Johnson, Planning Director , called roll of the
Board members: Lynden Craven, Chairman, present;
Bill Dorsett, Vice Chairman, present; Charles
Adams, present; Aweilda Williams, present; Doyle
Stoutl_sbsent ; Jim Routh, present; Phil Brower,
present; Maxton McDowell, Alternate, present
(substituting for regular member Doyle Stout) ; and
Arlie Culp, Alternate, present.
3 . Charles Adams made the motion, seconded by Bill
Dorsett, to approve the Minutes of the April 4,
1991 Planning Board meeting. The motion passed.
4 . SPECIAL USE PERMIT REOUESTS :
A: MELINDA GARNER , Asheboro, North Carolina, is
requesting a Special Use Permit to operate a
beauty shop (20 ' x 20 ' ) at her residence
located on SR 1231 (Walker Road) , Meadowdale
Acres lot 1, Cedar Grove Township, Zoning Map
#7757, Zoning District RA.
Melinda and Steve Garner were present at the
hearing and explained to the Board their
intentions of constructing a 20 x 20 building
to operate a beauty shop on an adjoining lot
to their residence. Steve Garner stated that
a petition (in favor of approval) had been
turned in to the Planning Department signed by
all land owners in the development. Steve
Garner added the building would not be visible
from the road.
Bill _Dorsett said he did not feel this request
was in keeping with the intent of the County
Zoning Ordinance. Dorsett explained his
interpretation of what a Special Use Permit
should be issued for and his opinion that this
Permit would be allowing a commercial business
lot in a residential subdivision (when it
should not be) .
THERE WAS NO QBE PRESENT IN OPPOSITION TQ THIS
REQUEST.
Aweilda Williams made the motion, seconded by
Charles Adams, to approve this request for a
Special Use Permit. The motion passed with a
6/1 vote (Bill Dorsett voted against the
motion) .
B: CHARLES CRONE , Randleman, North Carolina, is
requesting a Special Use Permit to operate an

automotive body shop (30 ' x 45 ' ) business
behind his residence located at the end of SR
1968 (Banner Road) , Level Cross Township,
Zoning Map #7757, Zoning District RA.
Charles Crone was present at this hearing and
explained to the Board his intentions of
relocating his current business from Greens-
boro to his residence. Crone said he would be
repairing vehicles only and there would be no
storage of junk vehicles or parts. Crone
added he would operate 5 days a week .
THERE WAS NO ONE PRESENT IN OPPOSITION TO THIS
REQUEST_
Phil Brower made the motion, seconded by
Maxton McDowell, to approve this request for a
Special Use Permit. The motion passed. •
C: JERRY PEACOCK , Trinity, North Carolina, is
requesting a Special Use Permit to obtain a
dealer ' s license at his residence located on
SR 1339 (Ross Wood Road) , Tabernacle Township,
Zoning Map #6791, Zoning District RA.
Jerry Peacock was present at this hearing and
explained his plans to operate a used car
sales business on a small scale to supplement
his existing business of Auctioneer and Real
Estate Sales. Peacock stated the office
building would be located behind his
residence.
THERE WAS NO ONE PRESENT Iii OPPOSITION TO THIS
REQUEST.
Bill Dorsett made the motion, seconded by Phil
Brower , that this request be approved with the
restriction of no more than 6 vehicles on the
property for the business. The motion passed
unanimously.
D: TERRY BEESON , High Point, North Carolina, is
requesting a Special Use Permit to transfer
his dealer ' s license to his home address
located on SR 1619 just north of SR 1619/SR
1610, Trinity Township, Zoning Map #6798,
Zoning District RA.
Terry Beeson was present and explained to the
Board that this property is surrounded by
industrial development and his plans of moving
his used car sales business to his residence.
Beeson said he would keep no more than 6
vehicles on his property at any one time.
THERE WAS NO ONE PRESENT IN OPPOSITION TQ THIS
REOJ ST.
Charles Adams made the motion, seconded by Jim
Routh, to approve this request with the
restriction of no more than 6 vehicles on the
premises for the business. The motion passed
unanimously.
E: RAYMOND LUCAS , Asheboro, North Carolina, is
requesting a Special Use Permit to operate a 5
space mobile home park at the end of SR 1198
(Miller Road) on approximately 19 acres, Cedar
Grove Township, Zoning Map #7659, Zoning
District RM.
Raymond Lucas was present at the hearing and
explained to the Board that at present he has

3 mobile homes on this tract of land and has
plans to added 2 additional homes for rental
purposes.
Hal Johnson stated that he had had calls from
neighbors concerning restrictions to control
dogs and the type of garbage disposal that
would be provided.
Lucas stated he would have restrictions
concerning the dog problems and Montgomery
Garbage Service would pick-up the garbage each
Wednesday.
THERE WAS NO ONE PRBSBNT IN OPPQ2ITION TO THIS
REOUEST.
Charles Adams made the motion, seconded by
Aweilda Williams, to approve this request for
a Special Use Permit. The motion passed.
5 . EZONING RE UESTS
A: MITCHELL HURLEY , Troy, North Carolina, is
requesting that 12. 40 acres located on SR 1110
(Randall Hurley Road) 1 mile south of SR 1111,
Union Township, be rezoned from Residential
Agricultural to Residential Mixed/Conditional
Use. Zoning Map #7624. It is the desire of
the applicant to develop a mobile home park of
19 spaces.
Mitchell Hurley was present at this meeting
and told the Board his plans of developing a
19 space mobile home park with lot sizes of
15,000 sq ft (50 ' x 300 ' ) . Hurley stated each
lot would have its own septic tank system but
a well system would service the entire park.
Hurley added his plans to manage the park
himself .
Hal Johnson told Hurley that if this park was
approved he would be required to have the
Health Department approve his Community Water
System. -
EUGENE HURLEY , Route 7 Asheboro (adjoining
property owner) , stated that crowding this
many mobile homes on this tract of land would
devalue his property.
RUBY CALLICUTT & RACHEL CALLICUTT , Route 7
Asheboro (adjoining property owners) ,
expressed their opposition to this many
trailers being on this tract of land.
THERE WERE 7 PEOPLE PRESENT IN OPPOSITION TO
THIS BEOUEST_
Maxton McDowell made the motion to recommend
to the Commissioners that the request be
approved with the change of only 10 mobile
home rental lots.
The motion died for lack of a seconded.
Bill Dorsett made the motion, seconded by
Charles Adams, to recommend to the Commis-
sioners that this request be denied as not
being consistent to the Land Development Plan
for this area. The motion passed unanimously.
Aweilda Williams asked the Chairman to excuse her from
participating and voting on the next two rezoning requests.
Mrs. Williams said that she wished to avoid the appearance of

conflict of interest due to her real estate dealings
connected to the property.
B: MCDOWELL, KEARNS, & CRAVEN , Asheboro, North
Carolina, is requesting that approximately 16
acres located on SR 2845 (Old N C Hwy 13) ,
Richland Township, be rezoned from Residential
Agricultural to Residential Restricted. Zoning
Map #7676. It is the desire of the applicant
to develop a restricted residential subdi-
vision of 16 lots.
Ken McDowell was present at the meeting and
told the Board their intentions of developing
a site built, modular, or double-wide manu-
factured homes on brick foundations subdi-
vision. McDowell stated that all the lots
fronted on the State Maintained Road.
Lynden Craven asked McDowell if he had had the
lots perk for a septic tank . McDowell
answered that the Health Department would not
perk any lots until the property had been
rezoned and approved for a subdivision.
THERE WAS NO ONE PRESENT IN OPPOSITION TO THIS
BEQUEST_
• Arlie Culp made the motion, seconded by Bill
Dorsett, to recommend to the Commissioners
that this request be approved as consistent
with the Land Development Plan for this area.
The motion passed unanimously.
C: WILLIAM BURROW , Seagrove, North Carolina, is
requesting that approximately 29 acres located
on SR 2845 (Old N C Hwy 13) 1/4 mile east of
SR 2845/SR 2843, Richland Township, be rezoned
from Residential Agricultural to Residential
Restricted. Zoning Map #7676. It is the
desir of the applicant to develop a restricted
residential subdivision of 19 lots.
William Burrow was present at this meeting and
told the Board that it was his intentions to
develop this property in the same fashion of
Mr . McDowell (the prior request) except he
would restrict the structures to 1200 sq. ft.
minimum.
THERE WAS NQ ONE PRESENT IN OPPOSITION TO THIS
REQUEST.
Charles Adams made the motion, seconded by
Maxton McDowell, to recommend to the Commis-
sioners that this request be approved as
consistent with the Land Use Plan. The motion
passed unanimously.
D: ROGER OCHELTREE , Asheboro, North Carolina, is
requesting that 2. 80 acres located on SR 2221
approximately 1000 ft. north of Hwy 64,
Franklinville Township, be rezoned from
Residential Restricted to Residential Agricul-
tural/Conditional Use. Zoning Map #7782. It
is the desire of the applicant to obtain a
dealer ' s license and sell automobiles.
Roger Ocheltree was present at this meeting
and explained his plans to sell used vehicles
on his property. Ocheltree stated he would
use an existing building for the office and
have no more than 10 vehicles on the property
for sale.

McDowell, to recommend to the Commissioners
that this request be gpproved . The motion
passed unanimously.
6. The meeting adjourned at 8:00 p.m. There were 30
citizens present at the meeting.
