RANDOLPH COUNTY ZONING BOARD OF ADJUSTMENT
June 4, 1991
There was a meeting of the Randolph County Zoning Board
of Adjustment on Tuesday, June 4, 1991, at 7 : 00 p.m. , in the
Commissioners Meeting Room, in the County Office Building,
707 McDowell Road, Asheboro, North Carolina.
1 . Chairman Lynden Craven called to Order the Randolph
County Zoning Board of Adjustment meeting at 7 :00
p.m.
2 . Hal Johnson, Planning Director , called roll of the
members: Lynden Craven, Chairman, present; Bill
Dorsett, Vice Chairman, present; Charles Adams,
present; Aweilda Williams, present; Jim Routh,
present; Doyle Stout, absent ; Phil Brower,
present; Ar.1ie_fi1p. Al oin t , Absent ; and Maxton
McDowell , Alternate, present.
3 . WILLIAM G. BROWN , Trinity, North Carolina, is
requesting a Variance to allow the addition of a
garage to an existing residence on a corner lot to
be a setback of 20 ' from a road right-of-way in
lieu of the required 35 ' setback . Property
Location: SR 1804 (Riverview Drive) ; Kynwood
Village, Section 5, lot 26; Trinity Township;
Zoning Map #7726; Zoning District RR.
William Brown was present at the hearing and
explained to the Board that the existing residence
was constructed 12 years ago (prior to zoning
regulations) . Brown stated he stopped construction
when he realized he would not be able to meet the
required setback .
Johnson stated that Brown would be able to comply
with the subdivision restrictions which require him
to have a setback of 20 ft.

Jim Routh made the motion to APPROVE this request.
Routh stated the subdivision requirement of 20 ft.
was present prior to the County Zoning Regulations
and because the residence was constructed to meet
the subdivision restrictions 12 years ago, Brown
has proven his hardship. Charles Adams seconded
this motion and the motion passed unanimously.
4 . B. R. CLODFELTER , High Point, North Carolina, is
requesting a Variance to allow the subdivision of
11 lots at 22,000 sq. ft. lot size minimum in lieu
of the required 30,000 sq. ft. lot size minimum.
Property Location: Kynwood Village, Section 12
(end of Tallwood Drive) ; Trinity Township; Zoning
Map #7726; Zoning District RR.
Bobby Clodfelter and his engineer Hi Marziano were
present at the hearing. Clodfelter told the Board
he has been developing this subdivision for 17
years and this would be the last section.
Clodfelter stated that only 4 of the proposed 11
lots would be less than 30,000 sq. ft. and all the

lots would be serviced by Davidson Water , Inc .
Clodfelter stated that he sold a portion of this
land that would not perk and he would need this
variance to make up for his losses .
THERE WAS NO ONE_ PRESENT_INOPPOSITION TO THIS
REOUEST FOR A VARIANCE .-
Bill Dorsett stated that he felt quite a few years
had gone by (prior to zoning) with no development
in this subdivision. Dorsett discussed his
concerns of these 4 lots requiring variances in the
future because of not being able to meet setback
requirements. Dorsett added that the Board should
not allow the granting of a variance from this
ordinance just because the developer wants to make
a larger profit .
Charles Adams stated he shared Dorsetts feelings.
Bill Dorsett made the motion, seconded by Charles
Adams, to DENY this request for a Variance. The
motion passed unanimously.
5 . The meeting adjourned at 7 :16 p.m.
