RANDOLPH COUNTY PLANNING BOARD
September 26, 1991
There was a special meeting of the Randolph County
Planning Board held at 7: 00 p.m. , Thursday, September 26, 1991,
in the Commissioners' Meeting Room, Randolph County Office
Building, 707 McDowell Road, Asheboro, North Carolina.
1. Chairman Lynden Craven called the meeting to order at 7: 00
p.m.
2 . Hal Johnson, Planning Director, called roll of the Board
members: Lynden Craven, Chairman, present; Bill Dorsett,
Vice Chairman, absent; Charles Adams, present; Aweilda
Williams, present; Jim Routh, present; Phil Brower,
present; Doyle Stout. absent; Maxton McDowell, Alternate
(substituting for Bill Dorsett) , present; and Arlie Culp,
Alternate, absent.
3. Hal Johnson explained to the Board that the Board of
Commissioners had designated them as the road naming and
addressing agency for the County. Johnson illustrated the
importance of the Road Naming Project (pubic & private
roads) and described this as a critical part of the
Enhanced 911 project the County is currently involved
with.
Johnson presented the Board with a copy of the legal
advertisement for the Private Road Name Recommendations
for this following Postal Districts: Bennett, Seagrove,
Siler City, Robbins, and Ramseur (see attachment) .
Johnson explained that the County had been divided into 7
sections and there would be a 2 public hearing for each
section. One hearing would be to adopt private road names
for the area and the second hearing would be to adopt
address ranges for the private and public roads.
Johnson said the Planning Department had used a very
detailed process to comprise this list of private road
name recommendations. The 911 Surcharge has funded
positions to work with Data Processing and the Planning
Department. Johnson described the County as being very
fortunate to have obtained the Address Coordinators hired.
Harvey Burgess was Postmaster of Ramseur and also worked
in the Climax Postal District; Ed Mitchell was Postmaster
of Randleman Postal District and Franklinville Postal
District before Randleman.
Johnson stated that the Commissioners would be adopting an
addressing ordinance giving the Planning Board the

_ authority to assign address ranges within each Postal
District in the County. Johnson said the citizens of
Randolph County would receive, along with 911, additional
benefits by having a permanent street addressing system
(package deliverys, no address changes, etc. ) . Johnson
explained in August he; Annette Lineberry, Data Processing
Manager; Harvey Burgess and Ed Mitchell, Address
Coordinators; met with Frank , Postal Feild Operations
Director, who invited all the Randolph County
Postmasters to attend. Randolph County was given the
opportunity to present the total addressing project to all
the Postmasters and District Supervisors for this
jurisdiction. Johnson told the Board that the County was
notified two weeks ago that the Post Office had accepted
our plan. Johnson said this was a major accomplishment
for Randolph County because several counties had two
addresses a mailing address and a 911 address.
Johnson described the 911/Addressing Project as a very
large, comprehensive project that would involve existing
development, permits being issued at the present time for
development, and future development. The proposed
addressing ordinance is set-up to allow the Planning
Director to handle any roads that may be missed without
holding up the whole complex process.
Johnson stated that the County had held 5 community
meetings to invite the public to make road name
suggestions and advertisements were printed in the local
newspapers, posted in at least two local stores or public
places of each postal district, and the local post office.
Johnson stated that after the adoption of these 103 road
names (list attached) the Planning Office will order the
private road signs to be posted.
Charles Adams made the motion, seconded by Maxton
McDowell, to approve the private road names (see attached
list) within the Bennett, Robbins, Siler City, Ramseur,
and Seagrove Postal Districts. The motion was approved
unanimously.
4 . The meeting adjourned at 7: 35 p.m. There were no citizens
present.

The Public is advised that on Thursday, September 26, 1991, at 7:00 p.m., in the Board of Commissioners' Meeting Room, County
Office Building, 707 McDowell Road, Asheboro, NC, the Randolph County Planning Board will conduct a Public Hearing as required to
adopt official Private Road Names for those roads located in the Bennett, Seagrove, Slier City, Robbins and Ramseur Postai Districts.
For purposes of this Countywide proles!a PRIVATE ROAD is defined as meeting the following criteria:
1.The Road is open for general public traffic travel and serves a minimum of 3 residences or addressable structures in separate and
different ownership.
2.The Road is not State maintained.
3.The Road is not locatedwithin the corporate limits of a municipality.
Interested citizens.are Invited to attend this meeting and will be given the opportunity to make comments or suggestions. The
