12DecemberPB } MINUTES RANDOLPH COUNTY PLANNING BOARD December 3, 1991 1. Chairman Lynden Craven called to Order the Randolph County Planning Board Meeting at 7 : 00 p.m. 2 . Hal Johnson, Planning Director called roll of to Board members: Lynden Craven, Chairman,present; Bill Dorsett, Vice Chairman,present; Charles Adams; Phil Brower, absent; Jim Routh, present; Aweilda Williams, present; Doyle Stout, present; Maxton McDowell, Alternate, absent; and Arlie Culp, Alternate, present (substituting for regular member Phil Brower) . 3 . Jim Routh made the motion, seconded by Doyle Stout, to approve the Minutes of the Planning Board meeting of November 5, 1991. The motion passed. 4 . PUBLIC HEARING - ADOPTION OF ADDRESS RANGES: Hal Johnson described this as the most extensive project •.- the County has been involved in is the Enhanced 911 Project. The projected date for completion of the project is for the Summer of 1993 . Johnson explained that within the next year all persons living within the County will be given a house number address. Johnson told the citizens present that the first section of Randolph County (being proposed for address ranges at this meeting) will be notified of their new mailing address (house number and street name) in late December or early January. Doyle Stout made the motion to adopt the address ranges for the Bennett, Robbins, Siler City, Seagrove, and Ramseur Postal Districts. Charles Adams seconded this motion and the motion passed unanimously. 5. SPECIAL USE PERMIT REQUESTS: A: DORIS KIDD, Ramseur, North Carolina, is requesting a Special Use Permit to operate a trophy shop in an existing building (12' x 18 ' ) at her residence on SR 1003/SR 2710 intersection, Coleridge Township, . 74 acres, Holly Ridge Subdivision lots 59-62 , Zoning Map #8700, Zoning District RA. Ronnie Kidd was present representing Doris Kidd. Mr. Kidd explained that this was a family operation and only he and his wife would be working from this RANDOLPH COUNTY PLANNING BOARD MINUTES December 3, 1991 Page 2 building. Kidd stated that the trophy shop also did engraving work. There was no one present in opposition to this request. Charles Adams made the motion, seconded by Aweilda Williams, to approve this Special Use Permit. The motion passed unanimously. B: THEODORE GIERISCH, Ramseur, North Carolina, is requesting a Special Use Permit to operate a shooting range at his residence located on approximately 34 acres on SR 1003 , Coleridge Township, Zoning Map #8608, Zoning District RA. Ted Gierisch was present at this hearing and explained to the Board the sport of trap (skeet) shooting. Gierisch said that the nearest residence from this site was approximately 1/2 mile. Gierisch stated that the operational hours would be Monday through Saturday from 1: 00 p.m. - 9 : 00 p.m. and only shot guns would be used at this shooting range (no high powered riffles) . There was no one present in opposition to this request. Doyle Stout made the motion to approve this request for a Special Use Permit with the restriction of no high powered riffles allowed. Bill Dorsett seconded this motion and the motion passed unanimously. 6. REQUESTS FOR REZONING: A: DONALD ELDER, Pleasant Garden, North Carolina, is requesting that 15 acres located on SR 2116 (New Salem Road) , Providence Township, be rezoned from Residential Restricted/Residential Agricultural to Light Industrial/Conditional Use. Zoning Map #7776. The applicant plans to operate a warehouse storage for lumber in a building (150' x 150' ) . Elder explained to the Board his plans of storing hardwood lumber in enclosed storage (150' x 150' building size) for re-distribution. Elder stated that 2 trucks, electric fork-lift, and 4 employees would be on site. Elder stated trucks would come in and out daily. Elder said the business would be located approximately 300-400' of the road. PAUL BRIGGS, Route 3, Randleman, spokesman for the homeowners in this area, showed the Board a petition RANDOLPH COUNTY PLANNING BOARD MINUTES December 3, 1991 Page 3 of approximately 60 names of residents opposed to this request. Briggs told the Board this would be allow commercial traffic in a very Residential area. Briggs described the area as extremely residential with 3 new site-built subdivisions being developed in the area at this time. Briggs stated that commercial development would up the tax base for this area but in the long run it would lower the base because this type of development would completely stop the residential development now in progress. Briggs presented the Board with a letter from Allen Bullard (area resident and Realtor) in opposition to this request. Briggs described the traffic hazards the area is faced with (at the present) in this curve but added that new commercial development would add to the danger. Briggs stated that it was his opinion that the highest and best use for this property would be residential development. Briggs also presented a letter from Ray Reynolds in opposition to this request. There were 17 people present in opposition to this request. Charles Adams, Board member, stated that he had known Elder for many years and feels he is a fine, honorable man, but he did not feel this in keeping with this area. Aweilda Williams stated that she had visited the property this day and noted that this area was strictly residential, no commercial property what so ever. Williams stated that for this reason she made the motion to recommend to the Commissioners that this request be denied. Jim Routh seconded this motion and the motion passed unanimously. B: MICHAEL WAYNE HALL, Archdale, North Carolina, is requesting that 12 .45 acres located on SR 1548 (Snider Country Road) , Tabernacle Township, be rezoned from Residential Agricultural to Residential Restricted. Zoning Map #7704 . It is the desire of the applicant to develop a 10 lot subdivision for restricted residential development. Michael Wayne Hall was present and told the Board of his plans to develop a site built subdivision (10 lots) with a minimum house size of 1, 100 sq. ft. There were 5 people present oposed to this request. RANDOLPH COUNTY PLANNING BOARD MINUTES December 3, 1991 Page 4 The opposition were farmers in the area that did not want development on this property. The farmers wanted the property to remain being farmed. Hal Johnson explained to the citizens present that there was just so much the County legal regulate. Johnson stated that the Planning Board must look at where this type of development (site built or manufactured housing) would be compatible to the development of this area. Johnson added that the County must give an individual options of how to develop his land; the County cannot tell someone they cannot develop their land. Aweilda Williams made the motion, seconded by Bill Dorsett, to recommend to the Commissioners that this request be APPROVED. The motion passed unanimously. C: REX JOHNSON, Staley, North Carolina, is requesting that 1 acre located on SR 2471 (Langley Road) , Columbia Township, be rezoned from Residential Agricultural to Light Industrial/Conditional Use. Zoning Map #8733 . It is the desire of the applicant to construct a building 40' x 60' to manufacture wood/cardboard parts. Rex Johnson was present at this meeting and explained to the Board that his business would be to manufacture wood and cardboard parts for furniture. Johnson stated that there would be 2 employees in this business. Johnson explained to the Board that his business is located on Hwy 64 and the future project of NCDOT (4-lanes from Ramseur to Siler City) will take the building presently being used. There was no one present oposed to this request. 7 . The meeting adjourned at 8 : 00 p.m. There were approximately 40 people present for the hearing.
