01JanuaryPB V/ � %e✓`� RANDOLPH COUNTY PLANNING BOARD January 7, 1992 AGENDA 1. Chairman Lynden Craven called to Order the Randolph County Planning Board meeting at 7: 00 p.m. 2 . Hal Johnson, Planning Director, called roll of the Board members: Lynden Craven, Chairman, present; Bill Dorsett, Vice Chairman,present; Charles Adams, present; Phil Brower, present; Jim Routh, present; Aweilda Williams, present; Doyle Stout,present; Maxton McDowell, Alternate, present; and Arlie Culp, Alternate, absent. 3 . Bill Dorsett made the motion, seconded by Doyle Stout, to approve the Minutes of the Planning Board meeting of December 3, 1991. The motion passed. 4 . REOUESTS FOR REZONING: A: DONALD LANIER, Asheboro, North Carolina, is requesting that approximately 69 acres located on SR 1341 (Loflin Hill Road) , Tabernacle Township, be rezoned from Residential Agricultural to Residential Mixed. Zoning Map #6791. It is the desire of the applicant to develop a 21 lot subdivision that would allow single wide manufactured housing. Hal Johnson explained to the Board that at the November 1991 Planning Board meeting Lanier requested that this property be zoned RM to allow the development of a 50+ lot subdivision. Johnson stated that Lanier asked for his request to be postponed to give him time to address some of the concerns the Board had (and adjoining property owners) . Johnson stated that the Board had recommended this request be denied because of the density of the development. Johnson said Lanier has answered this concern by changing the number of lots on this 69 acres from 50+ lots to 21 lots. Lanier was present and explained to the Board that he had re-designed this development from being 53 lots at an average size of 1. 2 acres to 21 lots at an average size of 3.5 acres. Lanier stated his intentions to require all new mobile homes (1992) , underground cables, mobile home skirting, 1 home per lot, no junk vehicles, etc. JIM WALLACE, High Point, North Carolina, told the Board that he owned 130+ acres across the road from this tract of land and that he would like to see the property zoned Residential Restricted. Wallace stated that if he ever built a site built home on this land he could never sell it if there were mobile homes across the road. Board member Aweilda Williams requested that there be a restricted of a home no older than 1992 on any lot, and no home over 4 years old on any lot (in the future) at time of set-up. Bill Dorsett stated that it would not be deviating from the character of the area (to RANDOT.PH COUNTY PLANNING BOARD MINUTES January 7, 1992 Page 2 allow this type of development) , the Board cannot base decisions on what may be developed in the future (in this area) , and the Board must allow Lanier to develop his property in a fair manner. For these reasons Dorsett made the motion, seconded by Aweilda Williams, to recommend to the Commissioners that this request be approved with the following restrictions: *home must be no older than 1992 *no home mover 4 years old on any lot at time of set-up (for the future) *all homes required to have masonry foundations *deed restricts explained to the Board by Lanier. The motion passed unanimously. 5. SPECIAL USE PERMIT REOUESTS: (Final Action) A: JOHN FAIN, Trinity, North Carolina, is request a Special Use Permit to operate a Rural Family Occupation of a furniture frame business in a building approximately 30' x 50' adjacent to his residence located on 22.49 acres on SR 1408 (Hoover Hill Road) , Tabernacle Township, Zoning Map #7715, Zoning District RA. Fain was present at this hearing and explained to the Board his intentions to upgrade and expand his business. Fain said he plans to tear down his existing structure (housing the business) . Fain stated his business has been in operation for 11 years with 3 employees. Fain lives on the property. There was no one present in opposition to this request_ Charles Adams made the motion, seconded by Jim Routh, to approve Fain's request for a Special Use Permit. The motion passed unanimously. B: CLAUDE TOOMES, Randleman, North Carolina, is requesting a Special Use Permit to operate a Rural Family Occupation of an automotive repair shop (approximately 35' x 40' ) at his residence on 3 .48 acres on Hwy 220 (at the Level Cross Exit) , Level Cross Township, Zoning Map #7767, Zoning District RA. Toomes was present at this hearing and explained to the Board his intentions of operating a small part time business of working on cars. Toomes said there would be no outside storage and the operation would mainly be on Fridays and Saturdays. Toomes said his building would be approximately 100-150 feet from the road. There was no one present in opposition to this request_ Board member Bill Dorsett stated that he felt a time limit of operation at night should be placed on the business because of complaints of a similar business (around the corner from this location) working late hours. Dorsett asked Toomes if he would be agreeable to closing the business by 10 pm; Toomes said he had no problems with this condition. RANDOLPH COUNTY PLANNING BOARD MINUTES January 7, 1992 Page 3 Jim Routh made the motion, seconded by Bill Dorsett, to approve Toomes' request for a Special Use Permit with the condition that this business operate no later than 10 pm. The motion passed unanimously. C: KELLY SHAW, Asheboro, North Carolina, is requesting a Special Use Permit to operate a miniature golf course at Holly Bluff Campground, on Hwy 49, Concord Township, Zoning Map #7619 , Zoning District RA. Shaw was present at this hearing and explained his desire to develop a miniature golf course at his campground as a attraction to the campers. Shaw said there would be no signs and the course would operate 11 am to 10 pm on the weekends. There was no one present in opposition to this request_ Aweilda Williams made the motion, seconded by Doyle Stout, to approve Shaw's request for this Special Use Permit. The motion passed unanimously. 6. PUBLIC HEARING - ADOPTION OF PRIVATE ROAD NAMES: Adoption -of Private Road Names for the Climax, Franklinville, Julian, Liberty, Pleasant Garden, and Staley Postal Districts. Johnson explained to the Board that since these road names have been advertised, citizens have called with additional recommendations. Johnson listed the recommendations (called-in by citizens) . There were 5 people present concerned about private road names. BARRY COX, Liberty, North Carolina, requested that the private road advertised to be named Edgar View Drive be named Cox Lane instead. JOHN PAGE COX, Millboro, North Carolina, requested that the road advertised to be named Page Drive be named Routh-Cox Drive. TERRY BROWN, Climax, North Carolina, requested that the road advertised to be named Hinshaw Country Drive be named Brownwood Drive and the Road advertised to be named Lillie Wood Drive be named Beechtree Drive. The Board approved all these changes and accepted the remainder of the list as written. Charles Adams made the motion, seconded by Doyle Stout, to approve the list of private road names for section 2 with the above listed changes. The motion passed unanimously. SUBDIVISION: (Final Action) A: COVERED BRIDGE WOODS' , Preliminary Plat, 12 lots, SR 1406 (Covered Bridge Road) , Tabernacle Township, Zoning District RM, Zoning Map #7703 . Hal Johnson explained that this property is currently zoned correctly for a major subdivision and presented the preliminary plats to the Board. The motion passed unanimously. 8. ELECTION OF OFFICERS: Chairman Doyle Stout nominated Bill Dorsett for Chairman of the Board for the 1992 term. Charles Adams seconded this nomination. The vote was unanimous. Vice Chairman Doyle Stout nominated Phil Brower for Vice Chairman of the Board for the 1992 term. Charles Adams seconded this nomination. The vote was unanimous. 9. The meeting adjourned at 7 :56 p.m. There were approximately 20 citizens present at the meeting.
