02FebruaryPB A } RANDOLPH COUNTY PLANNING BOARD ao . r FEBRUARY 4, 1992 AGENDA 1. Chairman Bill Dorsett called the Randolph County Planning Board to Order at 7: 00 p.m. 2 . Hal Johnson called roll of members: Bill Dorsett, Chairman, present; Phil Brower, Vice Chairman, present; Lynden Craven, present; Charles Adams, present; Jim Routh, present; Aweilda Williams, present; Doyle Stout, present; Arlie Culp, Alternate, present; and Maxton McDowell, Alternate, absent. 3 . Lynden Craven made the motion, seconded by Charles Adams, to approve the Minutes of the Planning Board meeting of January 7, 1992 . The motion passed. 4 . REOUEST FOR REZONING: A: CHARLIE B. ARRINGTON, Ramseur, North Carolina, is requesting that 1.49 acres located on the corner of Hwy 64/Lake Drive, Whitehead Subdivision lots 2-14, Columbia Township, be rezoned from Residential Agricultural to Highway Commercial/ Conditional Use. Zoning Map #8722 . It is the desire of the applicant to construct a building to perform wood crafting duties (there will be no employees except owner) . Hal Johnson explained to the Board that Arrington was requesting a small pre-fabricated building across from his residence for a workshop to preform wood working duties. Arrington was present and explained his desire to construct a 48' x 30' building for wood working. Arrington stated there would be no other employees, and no outside storage. Arrington stated he had lived at this location for a 32 years (across from the site) . Arrington said there would be no established hours of operation. ARCHIE PHILLIPS, adjoining property owner, stated his opposition to this being a furniture frame shop. Phillips stated that Arrington had been discussing contracts with furniture manufacturers in the area. Phillips presented the Board with a Petition of adjoining property owners in opposition to this request. Phillips presented the Board with pictures of the site providing information of working (on the site) prior to appropriate authorization. Phillips stated opposition to the added noise, traffic and undesirable appearance the business may create. LLOYD ALLEN, adjoining property owner, expressed his concern of property values being lowered and the close proximity of the building site to his residence. There were 4 people present in opposition to this request. Phil Brower made the motion, seconded by Charles Adams, to recommend to the Commissioners that RANDOLPH COUNTY PLANNING BOARD MINUTES February 4, 1992 Page 2 this request be APPROVED, with the following restrictions: **No outside storage **One man operation for wood crafting business The motion passed unaimously. 5. ADOPTION OF ADDRESS RANGES: A: Adoption of Address Ranges for the Climax, Franklinville, Julian, Liberty, Pleasant Garden, & Staley Postal Districts. Hal Johnson gave a brief summary of the Addressing and Road Naming Project for Randolph County. There were 5 people present with questions concerning this project. The questions raise were concerning the status of the private roads and how the residents living on these private roads would be addressed. Johnson answered that the status of their private roads would not change (they would remain private and would not be considered public state maintained) , the road would only be given a road sign for the Emergency Services "911" purpose to allow these Emergency agencies to better serve these residents. Johnson added that the people on these roads would have an address to the private road, but their mailboxes would remain on the main road. There was no one present in opposition to these address ranges. Lynden Craven made the motion, seconded by Charles Adams, to approve these address ranges. The motion passed unanimously.
