03MarchPB C 1T `�c r RANDOLPH COUNTY PLANNING BOARD March 3, 1992 MINUTES 1. Chairman Bill Dorsett called the Randolph County Planning Board meeting to Order at 7: 00 p.m. 2 . Roll call of Board members: Bill Dorsett, Chairman, present; Phil Brower, Vice Chairman, absent; Jim Routh, present; Lynden Craven, present; Charles Adams, present; Aweilda Little, present; Doyle Stout, absent; Arlie Culp, Alternate, present (substituting for regular member Phil Brower) ; and Maxton McDowell, Alternate, absent. 3 . Charles Adams made the motion, seconded by Lynden Craven, to approve the Minutes of the Randolph County Planning Board meeting of February 20, 1992 . The motion passed. 4 . SPECIAL USE PERMIT REQUESTS: A: DAVID MERRILL, Climax, North Carolina, is requesting a Special Use Permit to operate a sandblasting business at his residence located on 2 . 1 acres on SR 2450 (Williams Dairy Road) , Liberty Township, Zoning Map #8705, Zoning District RA. David Merrill was present and explained to the Board that his business consisted of sandblasting wheels, structural steel, tractor parts, etc. at this location and sandblasting for people at other sites. Merrill stated that he was in the process of locating his residence on this property and the operation will take place out in the open, there will be no building. Merrill explained that because of concerns of run-off (from the sandblasting) raised by the County Enforcement Officer, he placed screens on the property. Merrill stated that there would be approximately 3 trucks be week visiting his business. JEANETTE WILLIAMS, adjoining property owner, presented pictures to the Board illustrating the run-off that has already occurred by the RANDOLPH COUNTY PLANNING BOARD MINUTES March 3, 1992 Page 2 operation in the last 2 months. Williams stated the odor from paint fumes where causing problems of headaches. Williams said she was very concerned of lead materials (from paint and sand- blasting) spilling down into the primary drinking source (pond) that approximately 155-160 of her dairy cows drink from. There were 6 people present in opposition to this request. Hal Johnson expressed his concerns of this site because the topography (of this property) does not allow any control of run-off. Johnson stated that this site flows directly into ponds being used as a primary drinking source for farm animals. Merrill asked Johnson if the screens (he had placed on the property) would not control run-off and Johnson answered that screens control sedimentation but nothing would control chemicals being released into the soil. Based on the concerns of chemical run-off, Aweilda Williams made the motion, seconded by Lynden Craven, to deny Merrill's request. The motion was approved unanimously. B: CAROLINA POWER & LIGHT COMPANY, Aberdeen, North Carolina, is requesting a Special Use Permit to construct an extension of their current substation facilities (maximum 12 employees) located on 35. 5 acres on Hwy 64 East (just past Brady Dodge) , Franklinville Township, Zoning Map #7771, Zoning District RA. A representative of CP&L was present and explained to the Board that CP&L would need to re-locate there existing facility at the intersection of Gold Hill Road/Cedar Falls Road by October 1, 1992 because of the planned Presnell Street Extension. CP&L will use this site to house poles, transformers, etc. There will also be a linemen center of approximately 12 employees at this location. The Board was told the area would be fenced and CP&L would maintain as much natural screening as possible (landscaping will be added) . The building will be located between the existing facility and the NCDOT Right-of-Way. Jim Routh stated that because of the nice area (this site is located in) CP&L should make a RANDOLPH COUNTY PLANNING BOARD MINUTES March 3, 1992 Page 3 special effort to screen this from the adjoining properties. Arlie Culp made the motion, seconded by Lynden Craven, to approve CP&L's request for a Special Use Permit. The motion passed unanimously. 5. REZONING REQUESTS: A: DALE BRITT, AGENT (FOR GARY LOFLIN) , High Point, North Carolina, is requesting that approximately 165 acres located on SR 1547 (Finch Farm Road) , Trinity Township, be rezoned from Residential Agricultural to Residential Restricted. Zoning Map #6796. It is the desire of the applicant to develop a restricted residential subdivision. Gary Loflin was present at this meeting and explained to the Board his intentions of developing a nice site built subdivision. Loflin stated that the deed restrictions would include minimum home sizes of 2 , 000+ sq. ft. , no vinyl siding, no satellite antennas, no junk vehicles, no businesses, etc. Hal Johnson asked Loflin if he was aware that this property contained some flood zone areas and that he would need to insure that each lot contain a minimum of 40, 000 sq. ft. outside of the flood zone. Loflin stated that his engineer would assist him in complying with this regulation. Board member Charles Adams complimented Loflin on this proposed plan and stated this is a nice area and he felt this would be appropriate. Lynden Craven made the motion, seconded by Charles Adams, to recommend to the Board of Commissioners that this request be approved as consistent with the Land Development Plan for this area. B: TIMOTHY BUTLER, High Point, North Carolina, is requesting that 1. 34 acres located at 1573 Bethel Drive, Trinity Township, be rezoned from Residential Agricultural to Light Industrial. Zoning Map #6799. It is the desire of the applicant to use the property for industrial development. Timothy Butler was not present at this meeting. Johnson explained to the Board that this area is projected on the Land Development Plan to be commercial/industrial. Charles Adams made the motion, seconded by Lynden Craven, to recommend to the Board of Commissioners that this request be approved as consistent with the Land Development Plan for this area.
