RANDOLPH COUNTY PLANNING BOARD
March 17, 1992
There was a special meeting of the Randolph County
Planning Board at 7: 00 p.m. , on Tuesday, March 17, 1992 , in
the Commissioners' Meeting Room, Randolph County Office
Building, 707 McDowell Road, Asheboro, North Carolina.
1. Chairman Bill Dorsett called the Randolph County
Planning Board meeting to order at 7 : 00 p.m.
2 . Roll call of members: Bill Dorsett, Chairman,
present; Phil Brower, Vice Chairman, absent; Lynden
Craven, present; Charles Adams, present; Jim Routh,
present; Aweilda Williams, present; Doyle Stout,
absent; Arlie Culp, Alternate, present (substituting
for regular member Phil Brower) ; and Maxton McDowell,
Alternate, absent.
3 . Lynden Craven made the motion, seconded by Jim Routh,
to approve the Minutes of the March 3 , 1992 Planning
Board meeting. This motion passed unanimously.
4 . ADOPTION OF ADDRESS RANGES, PRIVATE ROAD NAMES AND
ROAD NAME ADJUSTMENTS: SOPHIA POSTAL DISTRICT
A: Hal Johnson, Planning Director, presented the
list of Private Road Names and Address Ranges for
those roads located in the Sophia Postal
District.
Johnson explained that representatives of Camp
Monta Vista and Camp Caraway have requested the
drives serving their facilities be designated as
Private Roads and officially named (1) Monta
Vista Trail and (2) Conference Center Drive. The
Planning Department had also been requested to
change the proposed name of private road
"Photogenic Trail" to Silver Mountain Trail.
Johnson said the County had received petitions
from citizens residing on SR 1539 (Earnhardt
Road) and SR 1004 (Flint Hill-Hillsville Road)
requesting that the County adjust their Road Name
to better reflect their community. Johnson
recommended the following adjustments to better
reflect the community and citizen requests:

1. SR 1539 (Earnhardt Road) will remain
Earnhardt Road from its intersection of SR
1004 and SR 1574 (Slick Mountain Road) ; a
distance of 2 . 6 miles. From this point
proceeding to SR 1408 (Hoover Hill Road) the
name would be "Jordan Valley Road" ; a
distance of 1. 2 miles. Johnson explained
that this one road falls within 3 separate
Postal Districts. The name change would
begin at the point where Trinity Postal
District begins.
2 . Flint Hill-Hillsville Road (SR 1004) - From
Roy Farlow Road (SR 1534) to Craven Pines
Road (SR 1544) the road would be designated
Hillsville Road. From Craven Pines Road to
Earnhardt Road the name designation would be
Flint Hill Road. Length of roads would be
2 . 5 miles each. Johnson Said this name
designation would not cause a problem with
addressing and would better reflect the
distinctive Hillsville & Flint Hill
communities.
No citizens were present at this duly advertised and
posted Public Hearing.
Lynden Craven made the motion, seconded by Charles
Adams, to approve the road names and address ranges as
established by the County. This motion passed
unanimously.
5. The meeting adjourned at 7 : 40 p.m.

SOPHIA POSTAL DISTRICT
The Public is advised that on Tuesday, March 17 , 1992 ,
at 7 : 00 p.m. , in the Commissioners' Meeting Room, Randolph
County Office Building, 707 McDowell Road, Asheboro, the
Randolph County Planning Board will conduct a Public Hearing as
required to adopt official Private Road Names and Address
Ranges for those roads located in the Sophia Postal
Districts. For purpose of this Countywide project, a PRIVATE
ROAD is defined as meeting the following criteria:
1. The Road is open for general public traffic travel and
serves a minimum of 3 residences or addressable structures
in separate and different ownership.
2 . The Road is not State maintained.
3 . The Road is not located within the corporate limits of a
municipality.
Interested citizens are invited to attend this meeting and
will be given the opportunity to make comments or suggestions.
The following is a listing of the identified PRIVATE ROADS and
suggested official names: (The Private Road can be identified
by referencing the Subdivision location or State Road
connection)
