RANDOT,PH COUNTY PLANNING BOARD
April 7, 1992
There was a meeting of the Randolph County Planning
Board at 7 :00 p.m. , on Tuesday, April 6, 1992 , in the
Commissioners' Meeting Room, Randolph County Office
Building, 707 McDowell Road, Asheboro, North Carolina.
1 . Chairman Bill Dorsett called to Order the Randolph
County Planning Board meeting at 7 : 00 p.m.
2 . Hal Johnson, Planning Director called roll of the
Board members: Bill Dorsett, Chairman, present;
Phil Brower, Vice Chairman, present; Jim Routh,
present; Charles Adams, present; Lynden Craven,
present; Doyle Stout, absent; Aweilda Williams,
present; Arlie Culp, Alternate, present
(substituting for regular member Doyle Stout) ; and
Maxton McDowell, Alternate, absent.
3 . Charles Adams made the motion, seconded by Jim Routh,
to approve the Minutes of the Randolph County
Planning Board meeting of March 17, 1992 . The motion
passed unanimously.
4 . SPECIAL USE PERMIT REQUESTS:
A: DONALD STRIDER, Asheboro, North Carolina is
requesting a Special Use Permit to obtain a North
Carolina's Dealers License at his residence in an
existing building 30' x 40' on 2 . 30 acres on SR
1142 (Hopewell Friends Road) , Cedar Grove
Township, Zoning Map #7648, Zoning District RA.
Diane Strider was present at this meeting and
explained to the Board her husband's intentions
of maintaining a N.C. Dealer's License from his
residence. Strider stated that clean-up and
minor repair of the vehicles would be preformed
at this location but there is no immediate plans
for the sales of vehicles.
THERE WAS NO ONE PRESENT IN OPPOSITION OF THIS
REQUEST. -
Arlie Culp made the motion, seconded by Lynden
Craven, to approve this request for a Special
Use Permit. The motion passed unanimously.

B: SOUTHERN CONFERENCE OF THE UNITED CHURCH OF
CHRIST (RICHARD N. RINKER) , Graham, North
North Carolina, is requesting a Special Use
Permit for a church camp retreat on 270 acres
located on SR 1121 (New Hope Church Road) , Union
Township, Zoning Map #7656, Zoning District RA.
Rinker was present and explained to the Board
their intention of developing a day camp during
the first year (if approved) for children. The
second year the construction of permanent
residential facility (for overnight camping) for
adults and children. The construction would
begin at the back of the lake in a isolated
area. Rinker stated that the nearest UCC Camps
are in Lenoir and Blowing Rock and added there
are approximately 50-75 UCC Churches within an
hour of this location. Rinker also added that
within the conditions that this land was
donated to this Conference, the land would not
allow subdivision; no land could be sold.
FRANK LAMB, adjoining property owner, was
present to speak in favor of this request.
NO ONE WAS PRESENT IN OPPOSITION TO THIS REQUEST.
Charles Adams made the motion, seconded by
Aweilda Williams, to approve this request for a
Special Use Permit.
5. REQUEST FOR REZONING:
A: THOMAS PIERCE ROBBINS, Lexington, North Carolina,
is requesting that approximately 1 acre located
on SR 1344 (Pleasant Grove Road) , Tabernacle
Township, be rezoned from Residential
Agricultural to Highway Commercial/Conditional
Use. Zoning Map #6782 . It is the desire of the
applicant to obtain a dealer's license & perform
automotive maintenance/body work for a new
structure 40' x 60' .
Robbins explained his intentions to refurbish
wrecked vehicles at this location (3/4 mile from
his residence) . Robbins stated that he would
bring some wrecked vehicles to the property for
parts and their would be no gas pumps on the
site.
HURBERT KINDLEY, adjoining property owner,
expressed concerns of paint and oil solvents
being disposed of properly. Kindley spoke
against storage of junk vehicles and drainage
problems. Kindley stated that he has lived in

this quiet neighborhood for 32 years and feels
this type of development would take away from
the character of the area. Kindley added that
he felt this building size (40' x 60' ) on this
small of a lot (1 acre) should not be allowed
(for this type of development) .
Aweilda Williams, Board member, expressed her
concern of this type of activity on a small
tract of land.
Lynden Craven made the motion, seconded by
Aweilda Williams, to recommend to the Board of
Commissioners that this request be denied as
consistent with the land development plan for
this area.
6. This meeting adjourned at 7: 26 p.m. There were 12
citizens present at this meeting.
