' RANDOLPH COUNTY PLANNING BOARD
May 5, 1992
1. Bill Dorsett, Chairman called to Order the Randolph
County Planning Board at 7: 00 p.m.
2 . Roll Call of Board members: Bill Dorsett, Chairman,
present; Phil Brower, Vice Chairman, present; Jim
Routh, present; Charles Adams, present; Lynden
Craven, present; Aweilda Williams, present; Doyle
Stout, absent; Arlie Culp, Alternate, present,
(substituting for regular member Doyle Stout) ;
Maxton McDowell, Alternate, absent.
3 . Charles Adams made the motion, seconded by Jim Routh
to approve the Minutes of the April 21, 1992 Planning
Board meeting. The motion passed unanimously.
4 . SPECIAL USE PERMIT REQUESTS:
A: SEAGROVE-ULAN METROPOLITAN WATER DISTRICT,
Seagrove, North Carolina, is requesting a Special
Use Permit to construct a Rechlorination Facility
and Master Meter for Seagrove-Ulah Water District
(Substation) on 1.50 acres located on SR 2837
(Lions Rest Road) , Grant Township, Zoning
District E-1.
MIKE WALKER, representative for the Town of
Seagrove, was present and explained to the
Board that the Town is in the Bidding Stage of
the Project and that if approved the
construction will begin in June/July of this
year. Walker stated that the facility will be
completely fenced and that a person certified by
the State will be monitoring the chlorination
process.
THERE WAS NO ONE PRESENT IN OPPOSITION TO THIS
REQUEST.
Arlie Culp made the motion, seconded by Lynden
Craven, to APPROVE this request. The motion
passed unanimously.
B: ASSOCIATION OF HAPPINESS FOR ALL MANKIND,
Asheboro, North Carolina, is requesting a
Special Use Permit for the development of Day
Camping & Residential Facilities for children
and adults on 33 1/2 acres located on Hwy 134 ,

Union Township, Zoning Map #7656, Zoning
District RA.
ELIZABETH MCDONALD, President of the Board (for
the Association of Happiness for All Mankind) ,
described the project as a place for meditation
retreat and spiritual training and presented the
Board with a document of codes. McDonald said
that at completion of the project there would be
a cemetery, lodging facilities (dormitories,
cabins, etc. ) , children's program, etc. McDonald
explained that electric carts would be used for
transportation throughout the property.
McDonald stated there would no radios, drugs, or
smoking allowed on the property. McDonald said
the septic tank systems had been approved by the
County Health Department. McDonald stated that
at full capacity there would be 300 people but
the Association feels there will probably be no
more than 150 people. People are expected to
come in from all over the southeastern America.
McDonald presented Board with pictures of type
of high quality construction. Only staff will
be permanent residents of the facility.
FRANK AUMAN, previous owner of the property,
explained to the Board he had heard rumors of an
occult being operated at this site. Auman went
on to say he had visited the site (for this
reason) and found a nice group of people here.
Auman further stated that he and Richard
Stockner had attended a meditation retreat
weekend at this site and were joined by many
well education people. Auman added that he felt
Randolph County needed such a facility and he
would be very much for such a request.
JAMES ROGERS, AHAM member, stated that he wanted
the Board to notice their plan to locate a
cemetery on the site. Rogers said this shows
their intentions on remaining at this place.
WILLIAM THOMAS, Route 8, Asheboro, told the
Board he had no opposition to this request.
8 PEOPLE WERE PRESENT IN FAVOR OF THIS REQUEST.
JEANETTE LUNDY, Adjoining Land Owner, questioned
the type of Supervision the children would be
provided with. Rogers (AHAM) spoke of more than
adequate supervision.
DANIEL GARY BRADY, presented the Board with a
petition in opposition to this request with 166

signatures of persons living within the
Community. Brady expressed his concerns of
strangers coming in and out of the area from all
over the U.S. Brady stated that this is a
conservative area. Brady added that this would
added to traffic hazards along this road.
DAVID VONCANNON, Route 8, Asheboro, questioned
the size of the project. Rogers answered there
would be approximately 40 cottages.
DARLENE SCOTT, Foxborough Road, Route 8,
Asheboro, had concerns of the safety of the
children in the Community. Scott asked would
there be fencing or would these people be
allowed to roam freely. Rogers stated that
eventually there would be complete fencing of
the area.
JAMIE BRADY, adjoining property owner, expressed
her concerns of a cemetery being established on
this property.
MICHAEL ST. JOHN, Route 8, Asheboro, asked if
these people (staff) would be specially trained
and would sedation be used for these stressed
out people. Rogers answered that the staff
would be professionally trained with CPR and
other types of training. Rogers added that
there would be no sedation, that this was just a
retreat center not a medical facility.
PAUL WOOLEY, Route 8, Asheboro, asked about AHAM
and if had other facilities. Rogers stated that
their charter (as a Church) was issued in 1980
and they have been in Greensboro until they
settled at this property in March 1991.
ROBIN ST. JOHN, Route 8, Asheboro, told the
Board that she did not want 300 stressed out
people coming to her Community.
Board member Phil Brower questioned total
construction cost. Rogers stated that Phase 1
would be around $150, 000, but total project
would cost 3 1/2 to 4 million.
Arlie Culp made the motion, seconded by Aweilda
Williams, to table this request for further
study of concerns raise by adjoining land owners
and information obtained by the applicant.
The motion passed unanimously.
C: TOMMY DEAN YATES, JR. , Asheboro, North
Carolina, is requesting a Special Use Permit to

operate a Hunting Supplies & Firearms Business
from an existing building (12x24) on 1 acre of
land located on SR 1107 (Lassiter Mill Road) at
intersection of SR 1186, New Hope Township,
Zoning District RA.
TOMMY YATES was present and explained his plans
to operate a hunting supplies and firearms
business with no additional employees (other
than himself) . Yates stated that there would be
no firearm target shooting at this business.
THERE WAS NO ONE PRESENT IN OPPOSITION TO THIS
REQUEST.
Aweilda Williams made the motion, seconded by
Lynden Craven, to APPROVE this request for a
Special Use Permit. The motion passed
unanimously.
D: GLENN D. RICH, JR. , Cedar Falls, North
Carolina, is requesting a Special Use Permit for
a rural family occupation of a woodshop & storage
for hosiery business in a building (40x60) on
23 .90 acres located on private drive off SR 2216
(Cedar Falls Road) , Franklinville Township,
Zoning District RA.
GLENN RICH was present and explained to the
Board his plans to construct a new building of
40' x 60' to operate this business. Only his
wife and himself would be employed. Rich stated
that he maintains the private road leading to
this site.
THERE WAS NO ONE PRESENT IN OPPOSITION TO THIS
REQUEST.
Charles Adams made the motion, seconded by Phil
Brower, to APPROVE this request for a Special
Use Permit. The motion passed unanimously.
E: AARON PARSON, Randleman, North Carolina, is
requesting a Special Use Permit to operate a
automotive repair business from an existing
building (24'x36' ) at his residence located on
Hwy 220 Business (1st residence passed Archie's
Junkyard) , Level Cross Township, Zoning District
RA.
AARON PARSON was present at this hearing and
explained to the Board his intentions of
operating a automotive repair business with 1
employee and no junk storage.

THERE WAS NO ONE PRESENT IN OPPOSITION TO THIS
REQUEST.
Lynden Craven made the motion, seconded by
Aweilda Williams, to APPROVE this request for a
Special Use Permit. The motion passed
unanimously.
F: THE BERNSTEIN GROUP, INC. , Monroeville,
Pennsylvania, is requesting a Special Use Permit
to erect a cellular telephone facility consisting
of a 300' guyed tower and a 12'x 28' equipment
shelter on a 2 acre tract located at the corner
of SR 2407/SR 2406, Liberty Township, Zoning
District RA.
There was no one present to represent Bernstein
or Centel.
BRUCE VONCANNON, adjoining property owner,
explained to the Board his concern that the
proposed site for the tower would place a
safety hazard to his residence. Voncannon told
the Board that one stake (marked guyed wire) is
within 12' from his property line.
LARRY SALMON, adjoining property owner,
presented the Board with a map (with location of
tower, church, residences, etc. ) of the area.
Expressed concerns of radio/TV reception,
possible health hazards, possibility of the
tower collapsing, etc.
ROGER DAVIS, SHILOH METHODIST CHURCH, present
the Board with a petition signed by church
members against this tower proposal. Davis
explained the esthetic effect the tower will
impose. Davis added his concerns for the safety
of the residences in the area and did not feel
this would be in harmony with the Community.
Board members Aweilda Williams and Bill Dorsett
expressed their concerns of possible hazards
with falling ice (during winter weather storms)
with the tower being located so close to these
homes.
Ronald G. Bizick, III, Bernstein Group, entered
the meeting at this time (8: 15 p.m. ) .
Chairman Bill Dorsett allowed Bizick to address.
Bizick explained to the Board Centel's
intentions to construct a 300' tower with guyed
wires of 210' . Bizick described the tower of

having 600+ mega watts with 100 watts of power.
Bizick stated the tower site plans met all
County setback requirements with the closest
setback of 25' (guyed wire) from Larry Salmon's
property. Bizick stated that engineer's
designed this tower to collapse within 66% of
itself (Bizick stated that this would be 190'
for this tower) .
Bizick provided the Board with several documents
to dispute threats of: health hazards being
caused by towers, radio/TV reception problems,
possible radiation problems, etc.
Bruce Voncannon, adjoining property owner, asked
Bizick what would happen if this tower falls on
his house (because of the close proximity) .
Bizick answered that Centel is self insured.
After review and discussion, Arlie Culp made the
motion to DENY this request for a Special Use
Permit based on the following Findings of Fact
from information presented:
1. The proposed Tower would be located at a
point where failure of the Tower Structure
could cause danger/and damager to the
adjacent residential structure.
2 . The 300' ft. tower would not be in harmony
with the residential character of the
community; and the nearly location of a
historic Randolph County church would cause
the Tower to have an adverse impact upon
its congregation.
Lynden Craven seconded this motion and the
motion passed unanimously.
G: THE BERNSTEIN GROUP, INC. , Monroeville,
Pennsylvania, is requesting a Special Use Permit
to erect a cellular telephone facility consisting
of a 300' guyed tower and a 12 'x 28' equipment
shelter on 2 acres located on SR 2016 (Old Rocket
Road) , Level Cross Township, Zoning District RA.
Bizick was also the representive for this
request and told the Board that this tower would
also be 300' (same engineer design as the
Liberty Township Request) . Bizick stated that
this site is 1000' feet off the road in the
middle of pasture land.
JIM BISHOP, resident of Rockett Road, stated
that we had to allow for these towers somewhere

in the County and he did not feel this location
would pose any kind of threat or harm. Bishop
told the Board he had no opposition to this
request.
THERE WAS NO ONE PRESENT IN OPPOSITION TO THIS
REQUEST.
Arlie Culp made the motion, seconded by Lynden
Craven, to APPROVE this request for a Special
Use Permit. The motion passed unanimously.
5. REZONING REQUESTS:
A: DONALD ELDER, Pleasant Garden, North Carolina, is
requesting that approximately 7 acres located on
Business Hwy 220 (across from SR 1938) , Level
Cross Township, be rezoned from Residential
Agricultural to Light Industrial/Conditional Use.
Zoning Map #7768 . It is the desire of the
applicant to construct a 22, 500 sq. ft. building
for inside storage & distribution of lumber (2-3
employees) . (Parcel Owner: James I. Wentz) .
Don Elder was not present for this meeting.
B.J. LAWRENCE, Adjoining Land Owner, was present
in opposition to this request. Lawrence
presented photographs of the area to the Board
Lawrence stated that his development Deerfield
South is a very nice site built housing
subdivision and adjoins this property. Lawrence
told the Board that for these reason he would
like to see the Board deny this request.
BILL BOYD, Home Builder, stated that he is
presently constructing homes in Deerfield South
and feels that this type of industrial activity
would not be compatible to this area.
TROY ELLIOTT, adjoining property owner, stated
that he would face the entrance of this
business. Elliott stated that this type of
activity would not enhance this Community.
TILLEY RAGSDALE, Route 4 , Randleman, stated that
her property is approximately 1000 feet from
this site. Ragsdale expressed her wishes to see
the property remain residential.
EVELYN HARRIS, Seagrove, owns approximately 26+
acres adjoining this site. Harris stated that
this would completely distroy addition
residential development for this area. Harris

added her concerns of possible noise, traffic,
and perking problems.
There were 8 people present in opposition to
this request.
Bill Dorsett, Chairman, stated that this strip
of Business 220 is a Residential & Agricultural
area and he felt this character should remain.
Dorsett stated that because of his residence
being in close proximity to this site he would
not vote unless there was a split vote.
Charles Adams made the motion, seconded by
Lynden Craven, to recommend to the Commissioners
that this request be DENIED as consistent with
the Land Development Plan. The motion passed
unanimously.
B: H & M HARDWARE & GROCERY, INC. , Sophia North
Carolina, is requesting that approximately 1 acre
located on Hwy 311 North, New Market Township, be
rezoned from Residential Restricted to Highway
Commercial/Conditional Use. Zoning Map #7745 .
It is the desire of the applicant to obtain a
dealers license to sell used automobiles and
preform automotive mechanic work from existing
garage building (30x40) .
ROBERT CASHATT, H & M Hardware & Grocery, Inc. ,
explained to the Board that he would employee 1
(other than himself) and would have
approximately 6-8 cars located on the property
for sale. Cashatt stated that this location is
across the road from Sophia Body Shop but he
would not allow any outside storage.
There was no one present in opposition to this
request.
Aweilda Williams stated that the site is a
sheltered area by foliage and because of this
the business would not create an eyesore. For
this reason she made the motion, seconded by Jim
Routh, to recommend to the Commissioners that
this request be APPROVED. The motion passed
unanimously.
C: DONALD LANIER, Asheboro, North Carolina, is
requesting that approximately 12 . 5 acres located
on the corner of SR 1118/SR 1114 , Union Township,
be rezoned from Residential Agricultural to
Residential Mixed. Zoning Map #7645 . It is the
desire of the applicant to use the property for
mixed residential development of 7 lots.

Don Lanier was present and explained to the
`� Board that this property was originally 165+
acres and he subdivided the majority of the
property in 10 acre tracts. Lanier stated that
these remaining 12 acres would lend itself to
smaller lot development. Lanier said there
would be an average lot size of 1 3/4 acres and
a maximum of 7 lots.
BETTY ZORN, Asheboro Resident, explained that
she owned property adjoining this site and would
be opposed to this type of housing.
Aweilda Williams asked Lanier if he would agree
to masonry underpinning for these lots. Lanier
said he would not have a problem with this being
added in his deed restrictions.
Aweilda Williams made the motion, seconded by
Jim Routh, to recommend to the Board of
Commissioners that this request be APPROVED with
the requirement that the developer add the
restriction of masonry underpinning to his deed
restrictions. The motion passed unanimously.
6. This meeting adjourned at 8: 58 p.m. There were
approximately 85 citizens present at this hearing.
