RANDOLPH COUNTY PLANNING BOARD
July 7, 1992
1. Chairman Bill Dorsett called to Order the Randolph
County Planning Board meeting to order at 7 : 00 p.m.
Hal Johnson, Planning Director, explained to the
audience that if there were any people present
concerning the Centel Telephone Tower that the
applicant's had contacted the Planning Department
this morning to withdraw that request.
2 . Roll Call of Board members: Bill Dorsett, Chairman,
present; Phil Brower, Vice Chairman, present; Jim
Routh, present; Charles Adams, present; Lynden
Craven, present; Aweilda Williams, present; Doyle
Stout, present; Arlie Culp, Alternate, present;
and Maxton McDowell, Alternate, present.
3 . Aweilda Williams made the motion to approve the
Minutes of the June 2 , 1992 . Phil Brower seconded
this motion and the motion passed unanimously.
4 . REZONING REQUESTS:
A: DARRELL WILSON, High Point, North Carolina, is
requesting that 28. 40 acres located on SR 1544
(Craven Pines Road) , Tabernacle Township, be
rezoned from Residential Agricultural to
Residential Restricted. Zoning Map #7715. It is
the desire of the applicant to develop a 30 lot
restricted subdivision. (Property Owner - Margie
Wall)
Darrell Wilson was present and explained to the
Board his intentions of developing a restricted
site built subdivision with 1250 sq. ft. minimum
home sizes and brick foundations. Wilson stated
that Davidson Water Inc. would provide water to
the homes and individual septic tanks would be
installed. Wilson said the restrictions would
also include no junk vehicles and no farm
animals.
JILL DAVIS, adjoining property owner, expressed
her concerns of septic tank problems. Davis
explained to the Board that they were required

to install 2 tanks in their septic tank system
because of poor soils. Davis added that she was
opposed to this many homes being located on this
tract of land.
CARRIE SPENCER, neighboring resident, expressed
her concerns of what might happen to the
Little Caraway Creek and discussed problems that
the development Oak Forest Subdivision,
developed by Britt Realty, has created for
Little Caraway Creek because of sewage disposal
problems.
THERE WERE 6 PEOPLE PRESENT IN OPPOSITION TO
THIS REQUEST.
Board member Charles Adams expressed his
concerns for Uwharrie River and stated that the
Board should be concerned with the types of
run-off that is being fed to Asheboro' s Water
Supply.
Jim Routh made the motion to recommend to the
Commissioners that this request be APPROVED and
noted that this type of housing would be
compatible to this area. Routh stated that he
felt the concerns raised were valid and that
these concerns would be monitored by State and
County regulations during the development if the
request is approved. Aweilda Williams seconded
this motion and the motion passed by a vote of 5
to 2 . Doyle Stout and Charles Adams voted
against the motion.
B: HENRY T. GARNER, Asheboro, North Carolina, is
requesting that approximately 3 acres located on
Hwy 64 West of Asheboro (just past SR 1424
intersection) , Cedar Grove Township, be rezoned
from Residential Agricultural to Light
Industrial. Zoning Map #7731. It is the desire
of the applicant to use the property for
industrial purposes.
Garner was present at the meeting and explained
to the Board that he is in the business of metal
fabrication. Garner stated that he plans to
construct a 4 , 000 - 5, 000 sq. ft. building.
Garner said he currently employees 5 people.
Garner added that his entrance would be on Hwy
64 and he would not have any outdoor storage.

Lynden Craven made the motion to recommend to
the Board of Commissioners that this request be
APPROVED as consistent to the Land Development
Plan. Charles Adams seconded this motion and
the motion passed unanimously.
5 . SPECIAL USE PERMIT REQUESTS:
A: STEVEN BERNSTEIN & ASSOCIATIONS (Agents for
CENTEL TELEPHONE) , Monroeville, Pennsylvania, is
requesting a Special Use Permit to locate a 300'
cellular tower and a 12 ' x 28' equipment shelter
on approximately 2 acres located on Hollow Hill
Road (SR 2406) , Liberty Township, Zoning Map
#8707 , Zoning District RA.
THIS REQUEST WAS WITHDRAWN BY THE APPLICANT'S
THIS MORNING.
B: RAYMOND COTNER, Sophia, North Carolina, is
requesting a Special Use Permit to construct an
addition to an existing cabinet shop (46' x 64 ' )
at his residence located on SR 1518 (Plainfield
Road) , Back Creek Township, Zoning Map #7743 ,
Zoning District RA.
Cotner was present at the meeting and told the
Board that he has operated this business at this
location for 14 years. Cotner said he currently
has 4 employees and does not allow outside
storage.
THERE WAS NO ONE PRESENT IN OPPOSITION TO THIS
REQUEST.
Jim Routh made the motion to APPROVE this
request for a Special Use Permit. Phil Brower
seconded this motion and the motion passed
unanimously.
C: TIMOTHY BECK, Seagrove, North Carolina, is
requesting a Special Use Permit to construct a
building 14 ' x 24 ' to operate a beauty shop at
his residence located on SR 2864 (New Center
Church Road) , Richland Township, Zoning Map
#7684 , Zoning District RA.
Beck was present and stated that the business
would be for his wife to operate a beauty shop.
Beck added that he is constructing a building of
14 ' x 24 ' .

Lynden Craven made the motion to APPROVE this
request for a Special Use Permit. Charles Adams
seconded this motion and the motion passed
unanimously.
D: JEAN ANN VOLLRATH, Staley, North Carolina, is
requesting a Special Use Permit to operate a
craft business in an existing building located on
13 acres on Hwy 64 East of Ramseur just before
Brush Creek (at County line) , Columbia Township,
Zoning Map #8732 , Zoning District RA.
Jean Ann Vollrath's husband, Greg Talbert, was
present and explained to the Board their
intentions to operate a craft business from this
existing building at their residence. Talbert
stated that his wife is a weaver and he does
woodworking.
THERE WAS NO ONE PRESENT IN OPPOSITION TO THIS
REQUEST.
Charles Adams made the motion to APPROVE this
request. Lynden Craven seconded this motion and
the motion passed unanimously.
E: BILLY ATKINS, Randleman, North Carolina, is
requesting a Special Use Permit to operate an
automotive parts & storage business at his
residence located on SR 2134 (Power Dam Road) ,
Franklinville Township, Zoning Map #7775, Zoning
District RA.
Atkins was present and told that Board that he
owned approximately 1 acre and that currently
there is 6-7 vehicles on the property. Atkins
stated that he would be willing to fence the
property. Atkins stated that he had been in a
sever car accident that had messed up his back
and neck. Atkins stated that the doctor said he
would never be able to work at a job that would
require him to stand for a long time or bend
over much. Atkins told the Board that he would
only bring in enough cars to make him the money
that he needed for a week at a time. Atkins
stated that he was just trying to make a living
for himself and his 2 kids. Atkins added that
he did not realize that he needed a Special
Permit to operate this business until he was
contacted by the Planning & Zoning Department
(Atkins had been operating this business since
February, 1992) .

Chairman Bill Dorsett expressed his concerns of
oil and other emissions running into Polecat
Creek. Dorsett stated that when property slopes
toward the creek (such as this site) it is hard
to control run-off.
LEONARD HYATT, an adjoining property owner,
presented the Board with a petition signed by
all the property owners on the road in
opposition to this request.
DANNY WARD, adjoining property owner, stated
that he uses his property for cattle and horses
and that the creek is where he waters his
animals and if antifreeze and oils are run-off
into the creek/pasture lands it could kill his
stock. Ward presented the Board with pictures
of the site and adjoining properties. Ward
added that he felt this would be an inadequate
amount of land for storage of this number of
cars.
KEN HILL, neighboring land owner, also presented
pictures. Hill stated that this type of
development would not be compatible to this area
and added his concerns Polecat Creek and Bull
Run Creek.
RICK SCOTT, neighboring land owner, expressed
his concerns of run-off and stated that this
type of activity could become a breeding place
for rodents, etc.
PEGGY MCBRIDE, adjoining land owner, stated
that the place is an eyesore and that this type
of activity could cause well water contamination.
Phil Brower made the motion to DENY this request
for a Special Use Permit because of possible
health hazards created by oil contaminants and
the incompatibility of this business. The
motion was seconded by Charles Adams and the
motion passed unanimously.
F: JAMES ADAM LOMAX III, Denton, North Carolina, is
requesting a Special Use Permit to operate an
automotive paint & body shop from an existing
building (obtain a dealers license) at his
residence located on 10. 80 acres on Brantley
Gordon Road (SR 1303) , Concord Township, Zoning
Map #6688 , Zoning District RA.
Lomax was present at this meeting and explained
to the Board his intentions of operating from an

existing building. Lomax stated that mainly the
— storage would be contained in the building.
Lomax said that he plans to have his dealer's
license at his residence but would sell the cars
at a commercial lot in Denton.
THERE WAS NO ONE PRESENT IN OPPOSITION TO THE
REQUEST.
Aweilda Williams made the motion to APPROVE this
request for a Special Use Permit. The motion
was seconded by Phil Brower and the motion
passed unanimously.
6 . The meeting adjourned at 8 : 05 p.m. There were
approximately 25 people present at this meeting.
