1. Chairman Bill Dorsett called to Order the Randolph
County Planning Board meeting at 7 : 00 p.m.
2 . Roll call of the Board members: Bill Dorsett,
Chairman, present; Phil Brower, Vice Chairman,
absent; Jim Routh, present; Lynden Craven,
present; Charles Adams, present; Aweilda
Williams, absent; Doyle Stout, present; Arlie
Culp, Alternate, absent; and Maxton McDowell
Alternate, present (substituting for regular
member Phil Brower. ) .
3 . Charles Adams made the motion seconded by Doyle
Stout, to approve the Minutes of the Randolph County
Planning Board meeting on July 21, 1992 . The motion
passed unanimously.
4 . REZONING REQUESTS:
A: KEITH PARRIS, High Point, North Carolina, is
`" requesting that 3 acres located at end of SR 1530
(at end of private drive) , New Market Township,
be rezoned from Residential Agricultural to Light
Industrial. Zoning Map #7737 . It is the desire
of the applicant to use the property for
industrial purposes.
PARRIS was present at the meeting and told the
Board that this 3 acres does have State Road
frontage but that currently the only access
(entrance) to the property is from Johnson
Street. Parris stated that this property
adjoins industry. Parris stated that this
acreage would not perk for a septic tank and for
this reason the only interest he has had from a
purchaser is from industry. Parris said that he
does not have a buyer at this time.
Hal Johnson, Planning Director, asked Parris if
this community had experienced any problems with
industry (and chemical waste, etc. ) . Parris
stated that the only problem that he had
experienced with the adjoining industry (Trinity
Foam) was approximately 2 years ago. Parris
explained that there was a spill into the creek
(that crosses this property) but that Trinity
Foam had the spill cleaned up in 2 days. Parris

said that the noise was not a bother to him.
Hal Johnson asked Parris to describe the nature
of the area. Parris said the property was
surrounded by industry on one side, residential
development on one side, and agricultural uses
on one side.
DALTON FULCHER, Route 3 , High Point, presented
the Board with a petition of 64 signatures of
neighboring property owners in opposition to
this request. Fulcher described the current
access to this tract as being a subdivision road
with two 90 degree curves and a road width of 18
feet, in his opinion a very dangerous road if
industrial traffic is added. Fulcher stated
that the current industry and business in the
immediate area are non-conforming uses. Fulcher
said currently this subdivision and the industry
is separated by an approximate buffer of 400' of
trees but if this tract is zoned the trees will
be removed. Fulcher presented the Board with a
condensed version of problems he and area
residents have experienced with Trinity Foam and
showed the Board the complete file of
documented cases.
DAVID HOL MAN, Route 3 , High Point, North
Carolina, expressed his concerns of the road
being used for industrial traffic, industrial
zone being located next to residential zoning,
and noise problems created by industry.
DAVID DEATON, Route 3, High Point, presented
pictures of chemical problems the adjoining
property owners have put up with for years.
Deaton told the Board that Trinity Foam is
listed in the top 10 (in the State) of polluting
companies.
WANDA EDWARDS CATES, Route 3, High Point, told
the Board that she had been employed at Trinity
Foam and that she knew what was going on over
there and that she would not allow her children
near the creek.
NANCY DEATON COMBS, High Point, told the Board
that it was not true that only industry was
interested in purchasing the property, that she
had offered to buy the entire 5 acres on Sunday
prior to receiving the notification letters for
this hearing.
ROSEMARY DEATON, BARBARA FULCHER, AND MELISSA
TUCKER, adjoining residents, also addressed the

Board with their concerns for allow the
expansion of industry in this area.
KEITH PARRIS told the Board that he did not
currently have a buyer.
NEAL BROOKS, adjoining land owner, told the
Board that Parris had told him that Trinity Foam
wanted to purchase the property (Parris nodded
his head in agreement) .
Charles Adams made the motion to recommend to
the Commissioners that this request be denied
as not consistent with the Land Development Plan
for this area. Lynden Craven seconded this
motion and the motion passed unanimously.
B: BOBBY EARNHARDT, Asheboro, North Carolina, is
requesting that 15. 50 acres located on SR 1544
(Craven Pines Road) , Tabernacle Township, be
rezoned from Residential Agricultural to
Residential Restricted. Zoning Map #7715. It is
the desire of the applicant to develop a
restricted subdivision.
Bobby Earnhardt was present and explained to the
Board his intentions to develop a restricted
subdivision with the following restrictions:
*all lots having State Road frontage
*minimum lot sizes of 32 , 000 sq. ft.
*1150 sq. ft. minimum house size requirement
Earnhardt told the Board that the Health
Department had been out to evaluate 3 of the
lots and had passed every lot so far.
THERE WAS NO ONE PRESENT IN OPPOSITION TO THIS
REQUEST.
Jim Routh made the motion, seconded by Charles
Adams, to recommend to the Commissioners that
this request be approved as consistent with the
Land Development Plan for this area. The motion
passed unanimously.
5. SPECIAL USE PERMIT REOUESTS:
A: RICHARD MCCLELLAND, Asheboro, North Carolina, is
requesting a Special Use Permit to operate a
travel business (in an existing building) located
at his residence located on 16. 20 acres on SR
2611 (Foxfire Road) , Franklinville Township,
Zoning Map #7781, Zoning District RA.

JUDY MCCLELLAND was present representing her
husband. McClelland explained there plans to
operate from an existing building (16'x 36' ) a
full service travel agency. McClelland stated
that currently there were 2 full-time employees
and 5 part-time bus drivers. McClelland stated
that 95% of the business is conducted on the
telephone and that the property would contain
an office and to park the 2 buses.
THERE WAS NO ONE PRESENT IN OPPOSITION TO THIS
REQUEST.
Lynden Craven made the motion, seconded by Jim
Routh, to approve this request for a Special Use
Permit. The motion passed unanimously.
B: MARGARET JONES, Bennett, North Carolina, is
requesting a Special Use Permit for a planer shop
at her residence located on 33 acres on SR 2877
(Howard Mill Road) , Pleasant Grove Township,
Zoning Map #8635, Zoning District RA.
Margaret Jones was accompanied by her son who
explained to the Board his intentions of
operating a planer shop to dress rough cut
lumber. Jones stated that he would build 30' x
90' shelter over the business. Jones stated
that the business would be behind the residence
and operate approximately 4 days a week from 8 am
to 5 pm.
THERE WAS NO ONE PRESENT IN OPPOSITION TO THIS
REQUEST.
Lynden Craven made the motion, seconded by
Maxton McDowell, to approve this request. The
motion passed unanimously.
C: OLEN GRUBB, Ramseur, North Carolina, is
requesting a Special Use Permit to operate an
automotive storage yard (200' x 200' ) with 8'
screening around vehicles at his residence
located on SR 2654 (Macon Farm Road) , Coleridge
Township, Zoning Map #8609, Zoning District RA.
Grubb was present and told the Board his plans
to store cars for insurance companies until the
claims have been settled and then the cars will
be removed. Grubb stated that he planed to
screen the area and keep the natural buffer
between this area and adjoining properties.
Grubb stated that the ground cover would remain
to help with erosion control.

REQUEST.
Lynden Craven made the motion, seconded by
Charles Adams, to approve this request. The
motion passed unanimously.
D: CHARLES HOWINGTON, Trinity, North Carolina, is
requesting a Special Use Permit to construct a
building (8x8) to sell novelty items at his
residence located on . 8 acre on SR 1545 (Miller's
Mill Road) , Trinity Township, Zoning District RA.
WANDA HOWINGTON was present representing her
husband. Howington stated her plans to use a
14 'x11' building to sell clown supplies (toys,
ballons, etc. ) . Howington stated that she had
been a professional clown for 11 years.
THERE WERE 10 PEOPLE PRESENT IN OPPOSITION TO
THIS REQUEST.
EUGENE COLTRANE, adjoining property owner,
expressed his concerns of possible traffic
hazards and presented pictures to the Board of
the curve located 1/10 mile from the building
site. Coltrane stated that he was not opposed
to the business he was just concerned of the
safety hazards.
LINDA NICHOLS, adjoining property owner,
presented a petition to the Board in opposition
to this request. Nichols told the Board that
the place is an eyesore and should not be
allowed in the Community.
DOT COLTRANE, EDDIE LEDBETTER, AND SHARON
MILLER, Adjoining residents, expressed the
concerns of commercial development being allowed
in this rural residential community.
EVERETTE HEPLER, Route 2 , Trinity, stated that
the building is too close to the road and the
property is an eyesore.
Lynden Craven made the motion, seconded by
Doyle Stout, to deny this request for a Special
Use Permit. The motion passed unanimously.
6 . ADOPTION OF PRIVATE ROAD NAMES: Denton, Lexington, &
Troy Postal Districts
Doyle Stout made the motion, seconded by Maxton
McDowell, to approve this adoption. The motion
passed unanimously.

7 . ADOPTION OF ADDRESS RANGES: Denton, Lexington & Troy
(Private & Public Roads)
Charles Adams made the motion, seconded by Doyle
Stout, to approve this adoption. The motion passed
unanimously.
8. Hal Johnson introduced new Planning Department
Employee Tim Mangum. Johnson explained that Mangum
is a Property Development Technician for the
Department, a recent graduate of UNC-G, and a
resident of Randleman.
9 . The meeting adjourned at 8 : 26 pm. There were 67
citizens present at this meeting.
