RANDOLPH COUNTY PLANNING BOARD
September 8, 1992
MINUTES
There was a meeting of the Randolph County Planning
Board on Tuesday, September 8, 1992 at 7: 00 pm, County
Commissioners' Meeting Room, Randolph County Office
Building, Asheboro, NC. The following members were present:
Bill Dorsett, Chairman Charles Adams
Phil Brower, Vice Chairman Arlie Culp
Jimmy Routh Aweilda Williams
Lynden Craven Maxton McDowell
Absent: Doyle Stout
1 . The following requests for Special Use Permits were
considered:
A: BONNIE KEELING, Asheboro, North Carolina, is requesting
a Special Use Permit to operate a contract sewing
business from a 16' x 20' building at her residence
located on 10 acres off SR 1002 on Needhams Trail;
Needham' s Mountain Section 2 lot 19; Richland Township;
Zoning Map #7675; Zoning District RA.
Mrs Keeling was present and advised the Board that this
business would be for her and her handicapped daughter.
There would be no retail sales from the building
located behind their residence to be constructed. No
persons were in attendance that opposed the request.
Lynden Craven made the motion, seconded by Phil Brower,
to approve the permit. This motion passed unanimously.
B: MARIE HAWKINS, Asheboro, North Carolina, is requesting
a Special Use Permit to operate a bakery from a mobile
home located behind her residence on 1 . 87 acres on SR
1140 (Bailey Road) ; Cedar Grove Township; Zoning Map
#7648; Zoning District RA.

Mrs Hawkins was in attendance and stated this would be
a part time business. Tommy Hunt, adjoining property
owner, was in attendance not to express his opposition
but to insure that this permit would not restrict his
future plans to have cows on the adjoining land. Hal
Johnson assured Mr Hunt that County Zoning does not
regulate the location of cows. It was noted that the
close location of cows and a bakery would make for a
unique and interesting neighborhood aroma.
Aweilda Williams made the motion, seconded by Jim
Routh, that this permit be approved. The motion passed
unanimously.
C: RON SMITH, Thomasville, North Carolina, requested a
Special Use permit to operate a Turkey Shoot on 2 . 03
acres located at intersection of SR 1547/Hwy 62;
Trinity Township; Zoning Map #6797; Zoning District HC.
Mr. Smith was in attendance and stated that the Turkey
Shoot was in an enclosed building which provided safety
and noise control. He would operate the Turkey Shoot
on a seasonal basis from September to January and close
at 10: 00 pm and 11 : 00 pm on Friday & Saturday nights.
No persons were in attendance opposed to the request.
Jim Routh made the motion, seconded by Lynden Craven,
that this permit be approved. The motion passed
unanimously.
D: J.B. BROWN, Asheboro, North Carolina, requested a
Special Use Permit to operate a cushion manufacturing
business from an existing 20 ' x 20' building (expansion
of existing business) located on Hwy 64 (East of
Woodell Paint & Drywall) , 4. 9 acres, Franklinville
Township, Zoning Map #7781, Zoning District RA.
No one was present regarding this request. Hal Johnson
explained that the permit would allow a minor expansion
to a building that had been used commercially for
several years. Adjoining property owners had been
notified and no opposition had been expressed.

Charles Adams made the motion, seconded by Lynden
Craven, that the permit be approved. This motion
passed unanimously.
2 . The following requests for Rezoning were considered by
the Board:
A: NEIL CRAVEN, Asheboro, North Carolina, requested that
162 acres located on SR 2821 (Crestview Church Rd) ,
Cedar Grove Township, be rezoned from Residential
Agricultural to Residential Mixed. Zoning Map #7659.
It is the desire of the applicant to develop a 133 lot
subdivision that would allow site built homes and
manufactured homes.
Neil Craven was in attendance and told the Board the
proposed plat was very preliminary. Detailed soil
evaluations would be conducted after zoning approval,
and the expected number of lots would be lower than the
133 projected. Roads would be built and paved to NCDOT
standards as a state maintained, public road. The
subdivision would be developed in phases with the
completion date expected in 3-5 years . No persons
attended the meeting in opposition to the request.
The Board noted that the proposed manufactured housing
subdivision was in an area dominated by single wide
mobile home subdivisions, a mobile home park, and an
assortment of other uses.
Lynden Craven made the motion, seconded by Jim Routh,
that the request be recommended for approval as
consistent with the land use plan for the area. This
motion passed unanimously.
B: HAROLD WILLIS, Randleman, North Carolina, requested
that 1/2 acre located on SR 2261 (Old Liberty Rd) ,
Franklinville Township, be rezoned from Residential
Restricted to Highway Commercial/Conditional Use.
Zoning Map #7773. It is the desire of the applicant to
use the existing building (30' x 65' ) for storage and
repair of antique vehicles.

Ellen Byrum, Realtor, and James Bullins, PO Box 443,
Asheboro, NC, were in attendance. Mr. Bullins
explained he planned to use the existing building to
store and remodel antique vehicles. There would be no
employees or outside storage.
Lynden Craven made the motion, seconded by Jim Routh,
to recommend approval of the request. This motion
passed unanimously.
3 . Subdivision Deed Restriction Approval:
Jackson Creek Hills Subdivision - Donald Lanier,
Developer - SR 1341 (Loflin Hill Rd) ; Tabernacle
Township; Zoning Map #6791 ; Zoning District RM.
Mr. Lanier stated that he originally wanted to restrict
mobile homes to 1992 models only. Because he had
numerous inquiries from area residents, he asked that
he be allowed to revise his restrictions to no older
than 1985 mobile home models. This exceeded County
regulations by 8 years.
Jim Routh made the motion, seconded by Lynden Craven,
that this request be approved.
4. Being no further business, the Board adjourned at 8: 05
pm.
