MINUTES
1/41 RANDOLPH COUNTY PLANNING BOARD
•
November 10, 1992
1 . Chairman Bill Dorsett called to Order the Randolph
County Planning Board meeting at 7 : 00 p.m.
2 . Hal Johnson, Planning Director called roll of Board
Members: Bill Dorsett, Chairman; Phil Brower, Vice
Chairman; Lynden Craven; Charles Adams; Jim Routh;
Aweilda Williams; Doyle Stout; Maxton McDowell,
Alternate; and Arlie Culp, Alternate. All members were
present.
3 . Lynden Craven made the motion to approve the Minutes of
the Randolph County Planning Board meeting of October
6, 1992, Phil Brower seconded the motion. The motion
passed.
4 . REQUESTS FOR A SPECIAL USE PERMIT:
A: DAVID PARRISH, Asheboro, North Carolina, is
�.., requesting a Special Use Permit for equipment
storage in a 42 ' x 60 ' building at his residence
located on SR 1193 (Old N.C. Hwy 49) , Cedar Grove
Township, Zoning Map #7629, Zoning District RA.
David Parrish was not present at this time.
Aweilda Williams stated that there may be some
question as to the possible sell of this property.
Hal Johnson told the Board they may would want to
reschedule this request until such time that
Parrish could be present.
Aweilda Williams made the motion, seconded by
Charles Adams, to TABLE this request. The motion
passed unanimously.
B: RICKY SESSOMS, Ramseur, North Carolina, is
requesting a Special Use Permit to locate a 25' x
25 ' beauty shop at his residence located on 13 . 7
acres on SR 2662 (Willie Wright Road) , Coleridge
Township, Zoning Map #8629, Zoning District RA.
Ricky Sessoms was present and explained his
intentions to construct a 25 ' x 25 ' building for
his wife to operate a beauty shop at their
residence.
THERE WAS NO ONE PRESENT IN OPPOSITION TO THIS
REQUEST.
Charles Adams made the motion, seconded by Lynden
Craven, to APPROVE this request for a Special Use
Permit. The motion passed unanimously.
C: ROBERT HOOVER, Lexington, North Carolina, is
requesting a Special Use Permit to obtain a
dealer' s license at his residence located on 10 . 4
acres on SR 1339 (Ross Wood Road) , Tabernacle
Township, Zoning Map #6792 , Zoning District RA.
Hoover was present and explained to the Board the
intentions of he and his brother to operate a
wholesale car business and to obtain a dealer' s
license. Hoover stated that there would be no
more than 5 cars on the property.
Hoover said that in the future it would be his
wish to construct a building (24 ' x 30 ' ) behind
his mother' s house to do minor body repair to the
vehicles. Hoover stated that there would be no
outside storage of junk.
Hal Johnson questioned Hoover about an easement
that crosses this property (for adjoining land
owners) . Hoover stated that his business would be
at least 50 ' off of this easement.
THERE WAS NO ONE PRESENT IN OPPOSITION TO THIS
REQUEST.
Lynden Craven made the motion to APPROVE this
request with the following restrictions:
*limit of 7 cars for the business on the property
*no outside storage of junk or scrap materials
*proper disposal of fluids (from the vehicles)
*existing easements would not be blocked or
hindered
Jim Routh seconded this motion. The motion passed
unanimously.
D: BARRY RICHBURG, Asheboro, North Carolina, is
requesting a Special Use Permit to transfer his
dealer' s license to his residence located on 5 . 60
acres located off SR 1193 (Old N.C. Hwy 49) on
Harris Country Lane, Concord Township, Zoning Map
#7619, Zoning District RA.
Hal Johnson explained to the Board that Richburg
was not present because he was having open heart
surgery this week at Moses Cone Hospital.
THERE WAS NO ONE PRESENT IN OPPOSITION TO THIS
REQUEST.
Aweilda Williams made the motion, seconded by
Lynden Craven, to APPROVE this request for a
Special Use Permit. The motion passed
unanimously.
Hal Johnson told the Board that the applicant of the first
scheduled Special Use Permit Request was now present and
that this request would be heard following the Rezoning
Requests.
5. REQUESTS FOR PROPERTY REZONING:
A: MORRIS HERRON, Thomasville, North Carolina, is
requesting that 34. 46 acres located on Hwy 64
(just west of SR 1401) , Tabernacle Township, be
rezoned from Residential Agricultural to Light
Industrial/Conditional Use. Zoning Map #6793 . It
is the desire of the applicant to construct a
24, 484 building for manufacturing mattress,
boxspring, and foundations. (Property Owner -
Gene Stewart)
1•••••• Hal Johnson gave the Board copies of letters of
adjoining land owners with no opposition to this
request.
Herron was present and explained that presently
his business his being operated on Welborn Road in
Trinity and that this second location would be and
expansion (both facilities would continue to
operate) . Herron stated that there would be
approximately 14 employees at this facility.
Herron added that the property had direct access
to Hwy 64 .
THERE WERE 11 PEOPLE PRESENT IN OPPOSITION TO THIS
REQUEST.
DANIEL R. GALLIMORE, adjoining property owner,
stated that this site is approximately 13 miles
from the closest municipality and that he felt
manufacturing facilities should be kept in town.
Gallimore stated that he purchased property here
to move away from manufacturing in town.
Gallimore stated that this area was peaceful
countryside and he would like to see this remain.
DARREN GALLIMORE, adjoining property owner, said
that he would be bothered by lights at night
living next to this site. Gallimore added that
the entrance to this property (on Hwy 64) is
possibly a traffic hazard due to the blind spots
on Hwy 64 .
CATHY MEADOWS, adjoining property owner, stated
that she just purchased her property two weeks ago
and that if she had known that this property was
going to be developed industrial next to her.
Lynden Craven made the motion, seconded by Charles
Adams, to recommend to the Board of Commissioners
that this request be DENIED because it is not
complatible to the area. The motion passed
unanimously.
B: PHILLIP CRAVEN, Asheboro, North Carolina, is
requesting that 175 . 87 acres located on SR 1114
(Pisgah Covered Bridge Road) (across from SR
1248) , Union Township, be rezoned from Residential
Agricultural to Residential Mixed. Zoning Map
#7646 . It is the desire of the applicant to
develop 59 lots for site built or manufactured
homes .
SONNY EDMONDSON was present representing this
request and explained to the Board that this
request had been submitted and that he would be
present to answer any questions that the Board may
have.
WALTER LUTHER, adjoining property owner, presented
the Board with an outline of concerns the
Community had with this proposed development and
the existing development across the road (that was
developed by Phil Craven) .
*trash on the road sides
*deed restrictions not being enforced
*mobile homes not being kept up
*junk vehicles being allowed on every lot
*property values being lowered
Luther presented appraisal of his property and
told the Board that his appraiser said the mobile
home subdivision in existence lowered his property
values by $10, 000 . Luther stated that most of the
property owners were not opposed to development
but were opposed to over-crowded mobile home
subdivisions . Luther stated that enough is enough
and that Pisgah has enough mobile home
subdivisions.
LARRY COLLINS, neighboring resident, expressed
concerns of water quality problems, trespassing
problems , road problems in the existing mobile
home subdivision, and traffic hazards with the
proposed entrance in a curve .
PATRICIA JARVIS, adjoining property owner, stated
that her appraiser, Harold Brubaker, told her that
her homes was worth substantially less because of
the mobile home subdivision and the way it is
kept.
DONNA JORDAN, neighboring resident, expressed
concerns of the type of mobile homes that may be
located here . Jordan stated that the site built
residents are becoming the minority in the area
with no control of the development in their
community.
JERRY BRADY, Pisgah resident, stated that his
community is becoming a mini slum with mobile home
development out of control.
DANNY KILBY, adjoining property owner, expressed
concerns of 1200 acres of trees destroyed and the
burden this will place on the school system.
THERE WERE 41 PEOPLE PRESENT IN OPPOSITION TO THIS
REQUEST.
Sonny Edmondson asked the Board if he could
withdraw the request to do additional planning to
answer the concerns of the Community.
Lynden Craven made the motion, seconded by Doyle
Stout, to allow the applicants to withdraw this
request and resubmit at a later date. The motion
passed unanimously.
C: QUIR CHER FOOD STORES, Troy, North Carolina, is
requesting that 1 . 60 acre located on SR 1119
(Little River Road) , Richland Township, be rezoned
from Residential Agricultural to Highway
Commercial/Conditional Use. Zoning Map #7665. It
is the desire of the applicant to construct a new
2400 sq. ft. convenience store. (Property Owner -
Harlen Hunt) .
WINSTON DOZIER representative of Quik Chek
explained to the Board the need for Quik Chek to
relocate their business in three years due to the
new by-pass . Dozier stated that this would not be
developed for three years.
WILLIAM HUNT, property owner, stated that he owned
the property on all four sides of were the
exit/entrance to Seagrove would be from the
by-pass. Hunt stated that he felt this would
provide a service to the passing motorist.
JERRY BOYER, Seagrove, (lives across the road from
this site) stated his opposition to a 24 hour
business being operated in his front yard. Boyer
stated that this area is very rural and he would
like to see it remain rural .
MAX PARRISH, adjoining land owner, expressed his
opposition to the business by concerns of lights
and noise all hours of the night.
JANE MAYHAN, Seagrove Potter, stated that she was
not trying to stand in the way of progress but
this would be the entrance to the Seagrove Pottery
Museum and she felt the Board should not make a
quick decision and should allow time planning to
be done for this area.
Maxton McDowell left the meeting at 8: 26 p.m.
TOM CURTIS, Seagrove Commissioner, stated that
this area is rural and that the Board should
consider the land owners that have been
established here for years. Curtis stated that
the Board had zoned the property residential and
that the zoning should remain residential.
Curtis pointed out that there is only 2 businesses
on the entire road. Curtis stated that he felt
the County Commissioners should push N.C.D.O.T. to
tell the residents of this road their plans for
this road and what will happen to their
properties. Curtis added that this would give the
Commissioners, the Town of Seagrove, and
N.C.D.O.T. the opportunity to sit down and discuss
this area planning.
MEREDITH HAYWORTH, Seagrove Potter, stated that
she felt with proper advertisement, since the
existing Quik Chek is only 1/2 mile from the
proposed site, he could draw the business to the
old Quik Chek.
DOZIER said that because of this being the only
entrance to Seagrove commercial development in
inevitable.
Board member Jim Routh stated that if this area is
to be developed with a certain concept in mind the
Seagrove Museum Promoters should let the County

know.
Board member Lynden Craven stated that he felt
that information could be brought to the Board of
Commissioners and considered at that time. Lynden
Craven made the motion, seconded by Aweilda
Williams , to recommend to the Commissioners that
this request be APPROVED. The motion passed with
a 5/2 vote. Jim Routh and Phil Brower voted
against the motion.
D: WAYNE TROXLER, Greensboro, North Carolina, is
requesting that 86 . 80 acres located on SR 2458
(Soapstone Mountain Road) , Columbia Township, be
rezoned from Residential Agricultural to
Residential Mixed. Zoning Map #8724 . It is the
desire of the applicant to develop a residential
subdivision of 43 lots for manufactured housing.
(Property Owner - Mrs. Ester Edward Poe Heirs . )
LANIER HURDLE, developer, told the Board that he
had done development in Randolph County in the
past (Providence Village) and he did assist the
County in trying to enforce zoning and deed
restrictions in his developments . Hurdle said
that the property had been evaluated by a soil
scientist and intended to restricted the mobile
homes with a minimum house size of 980 sq. ft.
Hurdle added that he would be in agreement for a
Conditional Use that would give the County the
authority to enforce additional restrictions
(private covenants) .
PAT BURGLE, neighboring resident, expressed her
concerns of property values , possible spring
contamination (due to additional septic tanks) ,
and possible traffic hazards with the curves and
no speed limit signs .
MARK STAR, neighboring resident, expressed
concerns of property values , increase in crime
rate for the Community, and possible contamination
of Pleasant Creek.
ALLEN BIGALLO, Soapstone Mountain Road, concerned
of temporary housing development being permitted
in this Community, increased crime rate, and
environment being disturbed.
JOHN WARD, Soapstone Mountain Road, expressed his
feelings that this type of development would be no
good for this quiet, peaceful community.
JACKIE ELKINS, Soapstone Mountain Road, would like
�.. to see property remain rural. Elkins added his
concerns for possible water problems.
...... THERE WERE 16 PEOPLE PRESENT IN OPPOSITION TO THIS
REQUEST.
Hal Johnson stated that the Planning Department
received numerous calls in opposition to this
request, probably everyone on the road. Johnson
added that the Board is really looking at housing
patterns and that the issue, being single wide
mobile homes, described by the calls seemed to be
that this type of development would not meet the
established housing patterns on Soapstone Mountain
Road.
Phil Brower made the motion, seconded by Doyle
Stout, to recommend to the Commissioners that this
request be DENIED because the request is not
compatible to the Community. The motion passed
unanimously.
E: BOBBY EARNHARDT, JR. , Asheboro, North Carolina, is
requesting that 12 . 67 acres located on SR 1544
(Craven Pines Road) , Tabernacle Township, be
rezoned from Residential Agricultural to
Residential Restricted. Zoning Map #7715. It is
the desire of the applicant to develop a
�. residential site built subdivision.
Earnhardt explained to the Board that this would
be a continuation of the subdivision he is
currently developing on Craven Pines Road.
THERE WAS NO ONE PRESENT IN OPPOSITION TO THIS
REQUEST.
Charles Adams made the motion, seconded by Aweilda
Williams, to recommend to the Commissioners that
this request be APPROVED as compatible to the
area. The motion passed unanimously.
6 . The Board reviewed the Special Use Permit Request of
David Parrish.
David Parrish stated that it was his intention to
locate his equipment for his grading business at his
residence.
Williams questioned Parrish about the possible sell of
this property. Parrish stated that if the property was
sold, the building would be used for personal storage,
not for a business.
�-' THERE WAS NO ONE PRESENT IN OPPOSITION TO THIS REQUEST.
Jim Routh made the motion, seconded by Phil Brower, to
APPROVE this request for a Special Use Permit.
7 . PRELIMINARY SUBDIVISION PLAT APPROVAL:
Brantly Woods Subdivision, Cedar Grove Township, 18
lots , Restricted Residential Zoning District, located
off SR 2963 (Greenview Drive) , Steve Brown - Surveyor.
Lynden Craven made the motion, seconded by Doyle Stout,
to APPROVE the Preliminary Plat. The motion passed
unanimously.
8 . The meeting adjourned at 9 : 25 p.m. There were
approximately 100 citizens present.
