02FebruaryPB _ _ • ; ! _:: ; �' MINUTES , ..'-\:), • ::::. ,.: : RANDOLPH COUNTY PLANNING BOARD .177S February 3, 1988 There was a meeting of the Randolph County Planning Board on Wednesday, February 3, 1988, at 1 :30 p.m. , in Courtroom B, Randolph County Courthouse, 145 Worth Street, Asheboro, North Carolina. 1. Doyle Stout, Chairman, called to order the Randolph County Planning Board meeting at 1 :30 p.m. 2. Hal Johnson, Planning Director, called roll of the members: Doyle Stout, Chairman, present; Charles Adams, Vice Chairman, absent; Ray Farlow, present; Guy Troy, absent; Tal Harrison, absent; Lynden Craven, present; Bill Dorsett, present; Arlie Culp, Alternate, present; Maxton McDowell, Alternate, absent; - and Allen Holt, Alternate, absent. 3. Chairman Stout asked for a motion to approve the minutes for the January 6, 1988 Planning Board meeting. Lynden Craven made the motion, seconded by Bill Dorsett, to approve the minutes. The motion passed. 4. REZONING REQUEST: • A. Greg Mintz, Asheboro, North Carolina, is requesting that approximately 2 acres of land located on the west side of SR 1322 (Neely Road) off Old NC 49, Cedar Grove Township, be rezoned from Residential Restricted to Residential Agricultural/Conditional Use. Zoning Map #7740. It is the desire of the applicant to construct a 16' x 24' building to operate an auto and tractor mechanical repair business. Devoy Hoover (Greg Mintz's father-in-law) was present at the meeting and explained to the Board that Mr. Mintz planned to operate a part-time garage, with no enlargements of the building, and no employees except for Mintz. Hal Johnson told the Board that the Planning Department had not received any complaints from adjoining property owners. Chairman Stout asked if there was any opposition and there was none. Arlie Culp made the motion, seconded by Lynden Craven, to recommend �� to the Board of Commissioners that this request be approved. Motion passed. 5. MISCELLANEOUS: A. Calvin Evans, Co-ordinator, North Central Piedmont Resource Conservation & Development, provided the Board with a presentation on the role of the Resource Conservation & Development Program in Randolph County. Mr. Evans explained that the RC&D Board is run and controlled by local people. Three representatives form each of the seven Counties (Randolph, Guilford, Orange, Alamance, Chatham, Rockingham, and Caswell) make up the Board. The three representatives serving on the Board from Randolph County are: Arlie Culp, (representing the Board of Commissioners) ; Lynden Craven, (representing the County Planning Board) ; and Bud Hedrick, (representing the Soil Conservation District) . The Board concentrates on three major topics: agriculture, environment, and economic development. Types of projects the Board works with are: (1) critical area treatment, (2) public water base fish & wildlife, (3) public. water base recreation, and (4) water quality. Projects that the RC&D Board have been involved with in Randolph County consist of: (1) a soil survey, (2) Ramseur Recreation Project, (3) Watershed area above Ramseur Lake, and (4) RC&D owns a mulch blower for agricultural use that can be used in Randolph County. 6.
