There was a meeting of the Randolph County Planning Board on Tuesday,
May 3, 1988, at 7:00 p.m. , in Courtroom B, Randolph County Courthouse, 145
Worth Street, Asheboro, North Carolina.
1. Chairman Doyle Stout called to order the Randolph County Planning
Board meeting at 7:00 p.m.
2. Hal Johnson, Planning Director, called roll of the members: Doyle
Stout, Chairman, present; Charles Adams, Vice Chairman, present;
Ray Farlow, present; Guy Troy, present; Tal Harrison, present; Lynden
Craven, present; Bill Dorsett, present; Maxton McDowell, Alternate,
present; and Arlie Culp, Alternate, present.
3. Chairman Stout asked for a motion to approve the minutes for the April
13, 1988 Planning Board meeting. Ray Farlow made the motion, seconded
by Charles Adams, to approve the Minutes. The motion passed.
4. SUBDIVISIONS:
A: KYNWOOD VILLAGE, Section 9 (Preliminary Plat) ; off SR 1004; Trinity
Township. 32 Lots. B. R. Clodfelter - Owner.
Hal Johnson explained to the Board that this subdivision
preliminary (for all sections) was original platted in 1972 and approved.
This is the reason for the plat having 20,000 sq. ft. lots. Johnson
stated that the Board would need to decide if the 20,000 sq. ft. lots
would be accepted over present regulations of 30,000 sq. ft. lots.
Johnson asked Mr. Clodfelter if any of this property was located
within a flood zone and Clodfelter stated that his engineer decided
s....... all lots were outside of the near by flood zone. Clodfelter also
told the Board that Davidson Water Services would provide water for these
lots.
Bill Dorsett asked Clodfelter if there would be any further
additions to this development, Clodfelter stated that there would be
30 lots more in the future.
Johnson told the Board that the County Health Department would
have to go on to the property for a preliminary evaluation before
the final plat is approved.
Ray Farlow made the motion to approved this subdivision with 20,000
sq. ft. lots because of the prior approval by the County in 1972.
Charles Adams seconded the motion, and the motion was approved.
B: TOOMES WOODS, Section 2 (Preliminary Plat) ; SR 2101; Level Cross
Township. 22 Lots. Worth Heath - Owner.
Hal Johnson told the Board that each lot on the subdivision
plat is in excess of one acre in size and that the road layout was good
with two access.
Worth Heath was present at the hearing and stated that both site
built and manufactured housing would be allowed in this subdivision.
He also stated that the restrictions would require brick foundations
and no manufactured home could be over 4 years of age.
John O. Whittworth, Jr. , and adjoining property owner, presented
a copy of Randolph Acres which imposed a question on the back property
lines of these lots. Mr. Whittworth was explained that when a plat was
sampled by a registered surveyor the Board had to assume the information
on the plat was correct and that if there was a dispute between property
lines the parties involved would need to settle the dispute. Whittworth
went on to say he wanted to be put on record that he was against this
subdivision being developed.
Tal Harrison made the motion, seconded by Lynden Craven, to approve
the preliminary plat. The motion passed.
C: COUNTRY ACRES, Map 1 & 2 (Final Plats) ; off Highway 220; Back Creek
Township. 10 Lots. Jim Myrick - Owner.
Hal Johnson stated that the 50' right-of-way for this private
drive exceeded the County's requirements of a 45' right-of-way.
Mr. Myrick was present at the hearing and explained that
both site built and manufactured housing would be allowed in the
subdivision. He also stated that the restrictions would include
regulations of no ckicken houses or junked automobiles allowed and
road maintenance requirements.
Bill Dorsett made the motion, seconded by Tal Harrision, to
approve the final plats. The motion passed.
5. SPECIAL USE PERMIT:
A: Virginia C. Andrews, Sophia, North Carolina, is requested that a
Special Use Permit for a Rural Family Occuation of a Commercial
Nature to construct a building (size 50' x 40') to store statuary
novelty items for resale beside her residence on approximately 5
acres of land, located off Highway 311 approximately 4 mile on the
west side of SR 1951 , Randleman Township, Zoning District R-A.
Zoning Map #7745.
Mr. & Mrs. Andrews was present at the hearing and explained
that the building would be used for storage for wholesale items to
be sold at wholesale autions. Mr. Andrews added that they would
also use the part of the building as a garage to park a trailways
& a greyhound bus that they use in moving these items. Mr. Andrews
stated that the business had been on the property for 8 years and
this new building would be located 200' off the road with the trees
within this area being kept. Andrews stated that there would be
2 access' to this building.
Kenny Jordan, Sophia, North Carolina, stated that he was in
opposition of this request and that Andrews could not have a
second access road because the drive he planned to come off of
was private land.
Samuel Linthicum, Sophia, North Carolina, presented to the
Board a plat that made reference to the fact that the second access
would be coming from a private drive on private property. Linthicum
told the Board that he felt this would end up a flea market and that
the Andrews all ready had the supplies and equipment to build this
building on the property.
Wayne Strider, Sophia, North Carolina, stated that he had lived
in this area for 12 years and he would like this area to remain
residential.
Mr. Andrews stated that there were 2 other business on this
road (a bird business and a furniture business) .
Mr. Linthicum stated that there was no furniture business on the
road, that a man down the road made chairs for a hobby but that this
man was now deceased.
Mr. Andrews stated that he had purchased a building 2 monthes
ago that was 100' x 42' in size. He also stated that at this time
he had planned to build half of the building now and the other half
when he could financial afford to expand.
Kenny Jordan, adjoining property, stated that he felt if the
Andrews planned to expand their request twice the size of the initial
request that the County should pospone the request long enough to
notify the adjoining property owners again.
Charles Adams made the motion to delay any action on this
request until the adjoining property owners could be re-notified.
Bill Dorsett seconded the motion and the motion was approved.
6. MISCELLANEOUS:
A: Board member Bill Dorsett asked Hal Johnson if the Planning Board
could receive a copy of the final decisions of the Board of
Commissioners of the rezoning cases and Johnson stated that the
Planning staff could provide this information to the Board.
Johnson stated that at the May 2, 1988 Board of Commissioners
meeting, all recommendations were excepted.
