There was a meeting of the Randolph County Planning Board
on Tuesday, July 12, 1988 , at 7 : 00 p.m. , in Courtroom B,
Randolph County Courthouse, 145 Worth Street, Asheboro, North
Carolina.
1 . Chairman Doyle Stout called to order the Randolph
County Planning Board meeting at 7 : 00 p.m.
2. Hal Johnson, Planning Director, called roll of the
members: Doyle Stout, Chairman, present; Charles
Adams, Vice Chairman, present; Ray Farlow, present;
Guy Troy, present; Tal Harrison, present; Lynden
Craven, present; Bill Dorsett. absent ; Maxton
McDowell, Alternate, present; and Arlie Culp,
Alternate, present (substituting for regular member
Bill Dorsett) .
3 . Chairman Stout asked for a motion to approve the
minutes for the June 7 , 1988 Planning Board meeting.
Tal Harrison made the motion, seconded by Ray
Farlow, to approve the minutes of June 7th . The
motion passed.
4. Chairman Stout asked for a motion to approve the
minutes for the June 30, 1988 Planning Board meet-
ing. Lynden Craven made the motion, seconded by Tal
Harrison, to approve the minutes of June 30th . The
motion passed.
5. Hal Johnson explained to the Board that at this
meeting it would be necessary to elect new officers
of the term of 1988 - 1989 .
Tal Harrison stated that he had been on the Planning
Board for 6 years and during this time he had served
under Don Hancock and Doyle Stout as Chairmans.
Harrison stated that during this time the County had
gone from only approximatey 10% being zoned (the
Archdale/Trinity area and an extended area around
the North Carolina Zoological Park) to 100% of the
County being zoned. Harrison added that in his
opinion both Hancock and Stout had done a good job
and he felt honored to serve under both of them.
Harrison stated that he felt the Chairmanship had
been well represented by the Archdale/Trinity area
(for serveral years) and that now that entire County
was zoned the Chairmanship should be rotated around
to other areas of the County for two reasons:
1. It would allow the people in all areas of the
County to know that the Board is active in each
area of the County.
2. With the Chairmanship comes stress and
responsibility and this should be shared by
each member of the Board.
Ray Farlow agreed with Harrison (that Stout had done
a fine job) and stated that he felt that because
Stout had only served since January of 1988 he
nominated Doyle Stout for another term as Chairman.
Maxton McDowell seconded the motion and the motion

unanimously passed .
Tal Harrison nomiated Lynden Craven to serve as Vice
Chairman. Arlie Culp seconded this motion and the
motion unanimously passed.
6 . SUBDIVISION :
TWIN CREEK, Maps 1 & 2 (Final Plats) ; Grant Town-
ship; NC 159; 24 Lots . Donald & Martha Bristow and
Glenn & Wanda King - Owners.
Glenn King was present at the meeting and stated
that this development would be for site built homes
with a minimum of 1,400 sq. ft. per residence.
Hal Johnson asked King when the roads would be paved
in this development . King answered within the next
three weeks .
Ray Farlow made the motion, seconded by Lynden
Craven, to approve the final plats to Twin Creek .
The motion passed.
7 . SPECIAL USE PERMIT REQUESTS :
A: Steve F. Caviness, Ramseur, North Carolina, is
requesting a Special Use Permit for a Rural
Family Occupation to construct a 100 sq. ft.
building for a used car sales business at his
residence on approximately 27 1/2 acres of land
located on SR 2479 1/2 mile west of intersec-
tion SR 2479/2481, Columbia Township, Zoning
District R-A. Zoning Map #8713/8703 .
Caviness was present at the meeting. Caviness
stated that he did not plan to put any signs,
no type of automotive repairing on the pre-
mises, and if he finds the business profitable
he will move it from this location. Caviness
stated that this was a formality that he had to
go through to get his dealers licenses.
Jarrett Lednum, adjoining property owner , asked
what would keep Caviness from starting a junk
yard at this location. Hal Johnson told Lednum
that this would be a violation of the Special
Use Permit and the Planning Department' s Code
Enforcement Program would take care of these
types of problems . Lednum stated he did not
want the added traffic this type of business
would bring to this dirt road.
Arlie Culp made the motion that this Special
Use Permit be granted with the restriction that
no more than 4 operable cars be allow for sale
on the property. Guy Troy seconded the motion.
The motion passed.
B: Roger D. Greene, Asheboro, North Carolina, is
requesting a Special Use Permit for a Rural
Family Occupation to operate a motorcycle
repair shop out of an existing building beside
his residence on aproximately 8 acres of land
located on the west side of SR 2846 across from
the intersection of SR 2846/2916, Richland
Township, Zoning District R-A. Zoning Map
#7666 .
Roger Greene was present at the meeting and
stated that at the present time the business
was just part time but that in the future he
plans to operate it on a full time bases.

Tal Harrison and Guy Troy expressed their
concerns of outside storage, operating hours,
and noise .
There was no one present at the meeting in
opposition of this request.
Guy Troy made the motion to grant this Special
Use Permit with the restriction that all
outside storage be behind the existing build-
ing. Charles Adams seconded this motion and
the motion passed.
Guy Troy told Greene that he should be consi-
derate of his neighbors during late hour
operations.
C: Dempsey L. Kindley, Trinity, North Carolina, is
requesting a Special Use Permit for an addition
of 2 spaces to an existing mobile home park
established in 1965 on approximately 35 acres
of land located on Old Highway 64, Tabernacle
Township, Zoning District M-R. Zoning Map
#6792 .
Mr . & Mrs. Kindley were present at the meeting
and Ms. Kindley told the Board that at the
present time there were only 6 spaces in the
park .
Hal Johnson told Kindley that there would be a
problem in use the old road through the barn on
the property as access to these new spaces.
Kindley stated that they would be willing to
cut a new 45 ' access road from Old Highway 64
back to these new spaces.
Guy Troy stated that the Planning Department
should help the Kindleys coordinate this access
road.
There was no oneresent in opposition pposition of this
request and the Planning Department had not
received any telephone calls on this request.
Lynden Craven made the motion, seconded by Ray
Farlow, to approve this request for a Special
Use Permit . The motion passed.
8 . REZONING REOUEST :
James Vuncannon, Asheboro, North Carolina, is
requesting that approximately 1 acre of land located
on Highway 64 300 yards east of Amity Hills Baptist
Church, Back Creek Township, be rezoned from Resi-
dential Agricultural to Highway Commercial/Condi-
tional Use. Zoning Map #7731 . It is the desire of
the applicant to construct a building (60 'x 80 ' ) to
operate a vending machine repair shop/warehouse.

James Vuncannon was present at the meeting and had
questions concerning the Conditional Use Permit. Hal
Johnson told Vuncannon this permit would restrict
him to a vending repair business only. Vuncannon
stated that if this was the case he did not want to
be zoned with a Conditional Use Permit. Doyle Stout
told Vuncannon that he would need to fill out a new
request if he wanted to be zoned strictly Highway
Commercial. Vuncannon stated that he would go ahead
with this request and not change but that he felt
that zoning was not fair to a small business owner .
Guy Troy made the motion, seconded by Ray Farlow, to

recommend the request be approved as is. The motion
passed.
9 . The Planning Board meeting adjourned at 7 : 59 p.m.
