August 2, 1988
There was a meeting of the Randolph County Planning
Board on Tuesday, August 2, 1988, at 7 :00 p.m. , in Courtroom
B, Randolph County Courthouse, 145 Worth Street, Asheboro,
North Carolina.
1. Vice Chairman Lynden Craven called to order the
Randolph County Planning Board meeting at 7 :00 p.m.
2. Hal Johnson, Planning Director, called roll of the
members: Doyle StQut, Gbairman, absent ; Lynden
Craven, Vice Chairman, present; Charles Adams,
present; Ray Farlow. absent ; Guy Troy, present;
Tal Harrison, present; Bill Dorsett, present;
Maxton McDowell, Alternate, present (substituting
for regular member Doyle Stout) ; and Arlie Culp,
Alternate, present (substituting for regular member
Ray Farlow) .
3. Vice Chairman Lynden Craven asked for a motion to
approve the Minutes for the July 12, 1988 Planning
Board meeting. Guy Troy made the motion, seconded
by Tal Harrison, to approve the Minutes of July
12th. The motion passed_
4. SPECIAL USE PERMIT REQUEST :
A: Ralph J. Hoover , Trinity, North Carolina, is
requesting a Special Use Permit for a Rural
�.. Family Occupation to construct an office
building to sale used automobiles on the
property on approximately 1 .2 acres of land,
located on SR 1401 (Mountain Road) , Trinity
Township, Zoning Map #6795 .
Hal Johnson stated that this request was
considered at the June 7, 1988 meeting and in
light of a petition signed by several of
Hoover ' s adjoining property owners stating
their approval of this business, Hoover asked
if the Board would reconsider his request.
Hoover was present at the meeting and stated
that there would not be more than 4-6 cars at
one time (for sale) located on the property.
Hoover also stated that the State requires an
individual to obtain a dealers license if more
than 7 cars are sold in a year . Hoover stated
that most of the cars would be located in back
of his residence and that no cars would be
parked on the public dirt easement .
Johnson told Hoover that if cars were parked
on the dirt easement he would be in violation
of his permit (if the permit was granted) .
Vice Chairman Lynden Craven asked if anyone
was present to speak in opposition of this
request, no one was present.
Vice Chairman Craven asked if there was anyone
present to speak for the request. Henry
Parrish, an adjoining property owner , stated

that he had been a residence of the area for
20 years and Hoover kept a respectible home
and that he didn't see anything wrong with the
Board granting this permit.
Guy Troy asked the Board to consider the
number of cars (for sale) that could be placed
in the front yard of Hoover ' s home.
Bill Dorsett asked about the type of sign that
could be placed on the premises and Johnson
answered by saying the sign could be a small
sign advertising the business but could not be
lighted.
Charles Adams made the motion to approve the
Special Use Permit with the restriction of a
maximum of 3 cars in the front yard. Maxton
McDowell seconded this motion and the motion
passed unanimously.
5 . REZONIlG REQUESTS
A: Susan P. White, Franklinville, North Carolina,
is requesting that approximately 9 acres of
land located on the north side of Highway 64
just east of SR 2469, Columbia Township, be
rezoned from Residential Agricultural to
Highway Commercial/Conditional Use. It is the
desire of the applicant to use the property
for recreational Putt-Putt (minature golf) and
related activities to the facility.
Susan White was present at the meeting and
told the Board that she wished to develop a 19
hole minature golf course and a driving range.
White stated that she had spoken with area
residents and teenagers that were supportive
of this type of activity in the area.
Johnson asked White (if the property was
rezoned) when she planned for development to
begin. White stated that development would
begin this fall and would like for it to be
completed by April .
Vice Chairman Craven asked if there was an
opposition to this request. Pelger Leviner,
Route 2, Ramseur , stated that he was opposed
to this development in this community because
he had spent his life savings developing his
home and making his property look nice. He
felt this would take away from the character
of the community.
Linda Teague, New Jersey, stated that she
owned the property adjoining this tract of
land and had hoped to one day build a retire-
ment home on her property and that if so she
would not approve of this type activity
adjoining her property.
Alton Allen, Route 1, Staley, stated that his
property adjoined at the back of this property
and that he felt that this type of business
would not be profitable in this area and that
he would hate to see the business shut down
and leave the community with a mess.
Hilda Burgess, Route 2, Ramseur, stated that
where White plans to locate the drive range
would be put very close to her property and
her horse pasture.
Guy Troy asked White if she owned the property

at this time . White answered by saying that
she had a deposit on the property with an
option to buy.
Alton Allen added that he was also concerned
about the hours of operation for such a
business. White stated that the hours would
�_. be from 10 a.m to 10 p.m.
White stated that she did not want to distract
from the adjoining properties, that her plans
were to develop nice family oriented recrea-
tional facility.
Vice Chairman Craven asked if anyone was
present to speak for this request. Richard
Stockner, Asheboro, said that anyone willing
to invest the money in this area for this type
of business should be given the opportunity.
Stockner stated that Higway 64 was a major
thoroughfare and in his opinion would be
developed Commercial in the future and that he
felt this was the nicest type of Commercial
development the adjoining property owners
could ask for.
Tal Harrison made the motion that the Board
recommend this request be approve with the
restriction of a minimum 50 ' buffer with the
required trees and vegetation (by the County
Zoning Ordinance) . Bill Dorsett seconded this
motion and the motion passed with a 5/2 vote
with Guy Troy and Arlie Culp voting against
the motion.
B: Britt Realty, High Point, North Carolina, is
requesting that approximately 4 acres of land
located across from Trinity Baptist Church,
Trinity Township, be rezoned from Residential
Agricultural to Light Industrial. It is the
desire of the applicant to use the property
for industrial development. (Gary R. Dobbins
- Property Owner.)
Tal Harrison asked Vice Chairman Craven to
excuss him from this case because he felt his
relationship with those participating would
allow him not to make an impartial judgement.
Paul Barnes, Britt Realty Agent, Archdale,
stated that the buyer for the property wished
to develop a small furniture upholstery shop
with approximately 8-10 employees in a 10,000
sq. ft. building. Barnes said that the
property was sandwiched between Commercial
property, a vacant lot, and Interstate 85 .
Barnes stated that .5 miles west of this
property was 16 houses or buildings, 4 busi-
nesses, 1 church, 1 mobile home park, 2 rent
houses (8 businesses) . Barnes stated that .5
miles east of the property were 23 houses and
buildings, 4 businesses, 1 school, 2 rent
houses (7 businesses) . Barnes stated that the
property has an easement access of 60 ' from
Highway 62 .
Johnson relayed to the Board that Ms. Spell,
an adjoining property owner , who lives in
California had called the office to say the
easement to the property was not for indus-
trial purposes.
Jerry Rodden, Archdale, stated that the
easement was for what ever
purposes and if it
was not the property would not be able to be

developed on if this was approved.
Thomas Bouldin, Chairman of the Board of
Trustees, Trinity Baptist Church, read the
Board the minutes from a special meeting held
at the Church. The Church requested the
property remain Residential Agricultural
Zoning because of all the residential housing,
traffic problems all ready occuring on Highway
62, and because if this business didn' t make
it anything could come in its place. Bouldin
stated that he had lived in this area for 40
years and had never seen most of the busi-
nesses Barnes stated were in this area.
Bouldin presented the Board with a copy of a
signed petition from the Church and the Church
meeting minutes.
Worth Loflin, Trustee for the Trinity Baptist
Church, stated that he lived approximately a
mile down the road and the only businesses
between him and the Church were a Post Office,
Drug Store, Barber Shop, and a Nursery.
R. L. Loflin, adjoining property owner, stated
that he had lived in the area for 60 years and
he felt to rezone this property would be an
injustice to the area because the businesses
that were in this area were more like home
occupations . Welborne stated that the Church
cost over $400,000 and he asked the Board to
please consider what the Church was up
against.
Virginia Campbell, owner of Furniture
Illustrated, stated that when she built her
business she made it country looking to add to
the community. Campbell also said her home
was next to her business and that if this
property was developed industrial it would be
directly in her backyard. Guy Troy asked
Campbell what was on the Spell property
(located between the property in question and
I-85) . Campbell stated it was a wooded vacant
lot.
Richard Young, property adjoins Church pro-
perty, stated that he had just spent several
thousand dollars to remodel his home last year
and did not want to see this area developed
industrial. Young stated the traffic problems
on this road were bad now but would increase
if this was rezoned.
Board Member Charles Adams stated that he
drove a school bus four times a day down this
road and the traffic problems were worse than
what had been stated by the area residents.
Adams also stated that he did not agree with
the fact of refering to mobile home parks and
rental houses as business because the Board
had always considered them residential proper-
ties.
Bill Dorsett made the motion to recommend to
the Commissioners this request be denied due
to the impact it would have on the community.
Guy Troy seconded this motion, the motion
passed unanimously.
C: Richard Stockner, Asheboro, North Carolina, is
requesting that approximately 4 acres of land
located on the southeast corner of intersec-
tion Highway 64/SR 2605, Franklinville Town-
ship, be rezoned from Residential Agricultural

to Highway Commercial. It is the desire of
the applicant to use the property for general
commercial development. (Prentis Edwards -
Property Owner .)
Richard Stockner was present at the meeting
and stated that at this time the property was
�... being used for Commercial purposes with an
exotic bird sales (birds, cages, food, etc.) .
The property is a corner lot on a major
thoroughfare and he feels that the property on
Highway 64 between Asheboro and Ramseur will
eventually go to Commercial property.
Stockner stated that at this time he had no
plans for the property other than buying it
for an investment.
Johnson told Stockner that if the property was
rezoned he realized that Highway Commercial
Zoning was for light retail sales and no
maufacturing could be done on the property.
The Board asked Johnson how the land use plan
reflected this area for the future and Johnson
answered by saying it shows the area to become
Commercial .
Vice Chairman Craven asked if there was any
opposition to this request. Peggy Jean
Robbins, Route 6, Asheboro, stated that this
property adjoined her family property that had
been owned by her mother since 1929 . Robbins
stated that her home could not be rebuilt
because the type of stone her home is built
with is no longer available. Robbins also
stated that traffic would add to this area
with this type of business development.
J. W. Wilson, Trustee for the Pleasant Cross
Christian Church, stated that the parsonage to
the Church was behind this property and the
Church also owned land to the side of this
property. Wilson stated that he was opposed
to the rezoning because of the effect it would
have on the Church properties.
Cletus Wilson, Route 6, Asheboro, stated that
the bird business is hardly noticed because it
has very little traffic coming from it.
Thomas Madrin, Pastor of Pleasant Cross
Christian Church, stated that he was opposed
to the video that was shown in the meeting on
the property because the Church property was
not properly shown (very little time) and he
felt that the Church property was the most
effected by this zoning. Johnson explained
that the video was used mainly to refresh
everyone' s memory of the area and not to be
used completely for decision making.
Stockner stated that he was looking for the
Board to show him directions in the way he
should develop the property. Stockner said
that if the Board wanted him to develop the
property commercially to recommend it be
rezoned and if the Board wanted him to develop
the property in .a mobile home subdivision to
recommend the property remain Residential
Agricultural. Stockner also stated that he
felt that commercial development would be best
for the adjoining property owners.
Bill Dorsett stated that just because the
property was located on Highway 64 did not
necessarily mean it should be rezoned Commer-

cial . Dorsett stated that some pockets of
residential development should be there to
help control traffic and density problems.
Maxton McDowell made the motion, seconded by
Charles Adams, to recommend to the Commis-
sioners this request be denied. The motion
passed unanimously.
6 . MISCELLANEOUS
A: Hal Johnson introduced Crystal Baity, reporter
from the Courier-Tribune, to the Planning
Board. Johnson stated that Baity would be
replacing Jim Hawkins as the reporter covering
County news .
B: Tal Harrison turned in his resignation to the
Board. Harrison stated that he had enjoyed
serving on the Planning Board and he felt this
• was a good strong Planning Board. Harrison
had served on the Board since February 9,
1983 .
7 . The Planning Board meeting adjourned at 8: 48 p.m.
