1779 MINUTES
RANDOLPH COUNTY PLANNING BOARD
September 13 , 1988
There was a meeting of the Randolph County Planning
Board on Tuesday, September 13 , 1988, at 7 : 00 p.m. , in
Courtroom B, Randolph County Courthouse, 145 Worth Street,
Asheboro, North Carolina.
1. Chairman Doyle Stout called to order the Randolph
County Planning Board meeting at 7 :00 p.m.
2. Hal Johnson, Planning Director , called roll of the
members: Doyle Stout, Chairman, present; Lynden
Craven, Vice Chairman, absent ; Charles Adams,
absent ; Ray Farlow, present; Guy Troy, absent ;
Bill Dorsett, present; Arlie Culp, Alternate,
present (substituting for Regular Member Lynden
Craven) ; and Maxton McDowell, Alternate, present
(substituting for Regular Member Guy Troy) .
3 . Hal Johnson made the announcement that the Frank
Edmondson Rezoning Request Case had been withdrawn
and if was at such a date that it was too late to
notify adjoining property owners of cancellation .
Adjoining property owners (to Mr . Edmondson)
inquired as to what could be developed in a Light
Industrial Zoning District and Mr. Johnson answered
by saying light manufacturing such as furniture
upholstery, etc . Mr . Johnson explained to these
citizens that if Edmondson decided to request for
this property do be rezoned at a later date all
adjoining property owners would be renotified.
4 . Chairman Stout asked for a motion to approve the
Minutes for the August 2, 1988 Planning Board
meeting . Arlie Culp made the motion, seconded by
Maxton McDowell, to approve the Minutes of August
2nd. The motion passed.
5. SPECIAL USE PERMIT_ 2EQUFSTS :
A: Thomas R. Miller, Asheboro, North Carolina, is
requesting a Special Use Permit to construct a
2 bay addition (30 ' x 50 ' ) , to an existing
Diesel Engine/Truck Repair Business, located
on approximately 11 acres of land on Highway
159 , Grant Township, Zoning Map #7667 , Zoning
District R-A.
Thomas Miller was present at the meeting and
told the Board that his business had been at
this location for 5 years. Miller also stated
that he lived in front of the business .
There was no opposition present at the meet-
ing.
Maxton McDowell made the motion, seconded by
Ray Farlow, to grant Miller a Special Use
Permit. The motion passed.
B: Margaret Q. Millsaps, Denton, North Carolina,

is requesting a Special Use Permit for a Rural
Family Occupation to buy/sell exotic birds
from an existing building beside her residence
on approximately 3 acres of land located off
Highway 49 on SR 1178, New Hope Township,
Zoning Map #6697 , Zoning District R-A.
Margaret Millsaps was present at the meeting
and told the Board she planned to use an
existing building (16 ' x 32 ' ) and had no plans
of expansion in the future.
There was no opposition present at the meet-
ing .
Ray Farlow made the motion, seconded by Maxton
McDowell, to grant Millsaps a Special Use
Permit. The motion passed.
6 . REzQNINQ REQUESTS :
A: W. G. Sink , Thomasville, North Carolina, is
requesting that approximately 119 acres of
land located on the southeast side of Business
Loop I-85 at the Guilford County line, Trinity
Township, be rezoned from Residential Agricul-
tural to Light Industrial. It is the desire
of the applicant to use the property for
industrial development. Zoning Map #6798 .
W. G. Sink was present at the meeting and told
the Board this would be an industrial park
with light manufacturing. Sink stated that
Lex Kelly with the Highway Department had
issued him a permit for the new industrial
road. Sink added that there would no be a
thru road to Mendenhall Road.
There was no oppostion present at the meeting.
Hal Johnson asked Sink if he was aware that he
would have to build this road to State indus-
trial road standards and pave the road; Sink
stated that he knew.
Ray Farlow stated that this request seemed to
fit well with the Land Development Plan.
Farlow made the motion, seconded by Bill
Dorsett, to recommend to the Commissioners
this request be approved. The motion passed
unanimously.
B: Jack Rayle, Randleman, North Carolina, is
requesting that approximately 3 1/2 acres of
land located on the corner of SR 1938/Business
220 Highway, Level Cross Township, be rezoned
from Residential Agricultural to Highway
Commercial/Conditional Use. It is the desire
of the applicant to operate a used car sales
business and a pump repair (for wells) busi-
ness on the property. Zoning Map #7758/7768.

Jack Rayle was present at the hearing and
stated that he had all ready done some clear-
ing of the land. Rayle stated that he thought
the property was zoned commercial because of
an old nursery that use to operate on this
site. Rayle told the Board that he had his
dealers license and he plan to build a 6 '
fence around the area the cars will be located
to lock the cars up. The lot will be gravel-
ed. Rayle plans to complete clearing the lot.
Maxton McDowell asked Rayle if all the pump

repair equipment and/or hardware will be
maintained within the building and Mr . Rayle
answered that it would.
Chairman Stout asked if there was anyone
present in opposition to this request .
Tony Elliott , adjoining property owner , stated
that he was new to the community since March.
Elliott told the Board that there was residen-
tial development all around this tract of land
and that Rayle has another operation around 1
1/2 miles up the road. Elliott said that he
did not feel Rayle could justify putting up a
fence to run a part-time operation of 5-7
cars. Elliott added that this would devalue
the residential properties in the area.
Elliott also added that the County saw fit to
turn down a request for rezoning of 30 acres
across the road and that he hoped the County
would see this area remain residential .
Tillie Ransdale, Route 4, Randleman, presented
the Board will a petition signed by neighbor-
ing property owners that are against this
request.
Robert L. Whitesell , Route 4, Randleman, said
that he would like to see this property used
for residential or agricultural purposes.
Gwendolyn Cox, Route 4, Randleman, stated that
she was opposed to this request.
Jack Rayle added that Bill Smith used to run a
telephone business from this building and that
Mike Skinner runs a body shop across the road.
Maxton McDowell asked Rayle about his other
property (gas station) . Rayle stated that he
was selling cars at that location at the
present time, but that he plans to rent that
station and wants to move his used car sales.
Robert Ransdale stated that he was opposed to
this request .
Bill Dorsett made the motion to recommend this
request be denied for the good of the County
because if would further degrade the area.
Maxton McDowell seconded this motion and the
motion passed unanimously.
7 . The Planning Board meeting adjourned at 7 : 44 p.m.
