10OctoberPB Y. 4" I r. 17'14 MINUTES RANDOLPH COUNTY PLANNING BOARD October 4, 1988 There was a meeting of the Randolph County Planning Board on Tuesday, October 4, 1988 , at 7 : 15 p.m. (the Board previously met as its roll of the Board of Adjustment at 7 :00 p.m. ) , in Courtroom B, Randolph County Courthouse, 145 Worth Street, Asheboro, North Carolina . 1. Chairman Doyle Stout called the Randolph County Planning Board meeting to Order at 7 : 15 p.m. 2 . Hal Johnson, Planning Director , called roll of the members: Doyle Stout, Chairman, present; Lynden Craven, Vice Chairman, present; Charles Adams, present; Ray Farlow, present; Guy Troy, present; Bill Dorsett, present; Arlie Culp, Alternate, present (substituting for resigned member Tal Harrison) ; and Maxton McDowell, Alternate, absent . 3 . Chairman Stout asked for a motion to approve the Minutes for the September 20 , 1988 Planning Board meeting. Ray Farlow made the motion, seconded by Bill Dorsett, to approve the Minutes of September 20th. The motion passed. 4 . SUBDIVISION : A: PROVIDENCE VILLAGE (Previously approved Preliminary Plat) ; Providence Township; SR 2230 ; 56 lots . Country Land Sales - Property Owners . Hal Johnson reminded the Board that the Preliminary Plans for the subdivision was approved in September , 1987 and that the original owner , Ed Routh, had past away, and the Routh Estate sold the subdivision to Country Land Sales . Johnson stated that the original number of lots was 117 and that the new developers were reducing the number of lots to 56 (at an average lot size of 2 acres) . Lanier Hurdle, Managing Partner of Country Land Sales, was present at the meeting. Guy Troy stated that this would be a tremen- dous improvement to the original plans. Lynden Craven, made the motion, seconded by Arlie Culp, that due to the improvements of the plans, the subdivision should be approved. The motion passed unanimously. 5 . REZONING REO `rS A: H & F Associates, Thomasville, North Carolina, approximately 60 acres of land located on Fuller Mill Road (SR 1404) , Tabernacle Town- ship, be rezoned from Residential Agricultural to Mixed Residential. Zoning Map #6793 . It is the desire of the applicant to continue with 2 additional phases (equaling 41 lots) of October 4, 1988 Page 1 Asheton Woods Subdivision (24 existing lots) . Hal Johnson told the Board that the original plat of 24 lots, approved in 1987 , showed future development but did not show the actual lots . The developers were not present at the meet- ing . Vicky Cruthis, adjoining property owner , stated that when this subdivision was approved (Section 1) , the developer stated that it would be stick built homes, but when develop- ment began he changed it to mobile homes. Cruthis had concerns of the safety of the two bridges on Fuller Mill Road with the additional traffic. Cruthis also expressed the Communities problem with stray dogs being dumped off at this mobile home subdivision. Worth Younts, owner of the first lot on Fuller Mill Road, stated that he was opposed to this mobile home park . Younts stated that this land in this area was family owned land. Younts also expressed his concerns of traffic problems this subdivision would cause, the small amount of law enforcement in the area, and the detramental effect it would have on the area . Darlene Wagner , property owner across the road from this subdivision, expressed her concerns of the impact this subdivision would have on the all ready crowded school system. Wagner told the Board of approximately 7 large mobile home developments (parks/subdivisions) that totaled to approximately 602 within a 5 mile radious of this area . Guy Troy asked for a show of hands of persons in the audience in opposition to this request and 13 persons raised their hands . Beth Younts, adjoining property owner , stated that this was a family community, and this type of subdivision would devalue the land in this area . Younts also stated that the developers lead the Community under false pre- tenses by saying they were going to build stick built homes and then moving in trailers. Greg Sprinkle, resident of Fuller Mill Road, stated that the developers started a site built home on the first lot but never finished and now two double wide mobile homes are in the subdivision and the rest are single wide mobile homes. Sprinkle also expressed his concerns about the existing mobile homes riot being completely underpinned. Bill Dorsett expressed his concerns about the density of this area. Guy Troy asked if the Board could recommend to modify the request to upgrade the type of housing. Johnson said the recommendations would need to be to deny the request with the added recommendation of rezoning the property to Residential Restricted. Worth Younts stated that he felt he was on the defensive side and the developers had the option . Younts added that the developers should be on the defensive side because they October 4, 1988 Page 2 deliberately deceived the community. Hazel Bumgarner , resident of Fuller Mill Road, stated that she felt you could build a site built house as cheap as you could buy a double wide mobile home. Charles Adams, Board member , stated that he was sympathetic with these people and he also had some concerns of this subdivision being in such close proximity of Uwharrie River . Guy Troy made the motion, seconded by Charles Adams, to recommend to the Commissioners this request be denied. The motion passed unanimously . B: Donald Lanier , Asheboro, North Carolina, is requesting that approximately 60 acres of land located on SR 2843 behind Happy Hollow Com- munity Building, Richland Township, be rezoned from Residential Agricultural to Mixed Resi- dential. Zoning Map #7667 . It is the desire of the applicant to develop a site built/manu- factured housing residential subdivision of 10 lots (average tract size - 5 .72 acres) . Donald Lanier was present at the hearing and told the Board that the subdivision would be left open for a mixed type of housing and the road would have a 60 ' right of way. There was no one present at the meeting in opposition of the request . Board members seemed pleased with the lot sizes . Lynden Craven made the motion, seconded by Guy �... Troy, to recommend to the Commissioners the request be approved. The motion passed unanimously. C: Walter Lee Roberts, Asheboro, North Carolina, is requesting that approximately 34 acres of land located approximately 1500 feet south of Highway 64 on the west side of SR 2605, Franklinville Township, be rezoned from Residential Agricultural to Residential Restricted. Zoning Map #7781 . It is the desire of the applicant to develop a site built residential subdivision of 24 lots (average lot size - 1 .3 acres with public road access) . Hal Johnson explained to the Board that the applicant was requesting for the most restricted type of zoning in the County. Walter Roberts was not present at the hearing. Guy Troy stated that this type of development would be in keeping with the area. Bill Dorsett made the motion, seconded by Ray Farlow, the recommend to the Commissioners the request be approved. The motion passed unanimously. D: H. Wade Yates, Asheboro, North Carolina, is requesting that approximately 108 acres of land located on Highway 64 west of Asheboro, Back Creek Township, be rezoned from Resi- dential Agricultural to Residential Res- tricted. Zoning Map #7731 . It is the desire October 4, 1988 Page 3 of the applicant to develop a site built/Class A manufactured housing residential subdivision of 74 lots. Hal Johnson told the Board that a large portion of this property was located in a flood zone. Wade Yates was not present at the meeting. Sam Lowe, adjoining land owner , stated that he was opposed to manufactured housing in this area. Johnson explained to Lowe that this type of zoning was the most restricted in the County and that the County could not restrict against Class A Double Wide Manufactured Housing with minimum interior of 1200 sq. ft. on permanent masonry foundations. Ray Farlow made the motion, seconded by Bill Dorsett, to recommend the approval of this request with the restriction of no construc- tion in the flood zone area . The motion passed unanimously. E: Harry F. Chamberlin, Asheboro, North Carolina, is requesting that approximately 1 1/2 acres (front portion of Chamberlin ' s 4 acre tract) of land located on the south side of Highway 64 (between SR 2666/SR 2692) , Franklinville Township, be rezoned from Residential Restricted to Light Industrial/Conditional Use. Zoning Map #7771 . It is the desire of the applicant to construct a 50 ' x 50 ' build- ing to operate a machine shop and a gun shop. Hal Johnson stated that the Planning Depart- ment had calls concerning whether or not a firing range would be on the property. Chamberlin stated that the guns would not be fired on the property. Chamberlin also stated that the machine shop would be for hoisery mill parts or farming equipment parts and no outside storage would be on the property. There was no one present in opposition to the request . Lynden Craven made the motion, seconded by Arlie Culp, to recommend to the Commissioners this request be approved. The motion passed unanimously. F: Glenn R. Davis, Ramseur, North Carolina, is requesting that approximately 4 1/2 acres of land located just outside of Ramseur City limits on the eastside of Highway 22, Columbia Township, be rezoned from Residential Agricul- tural to Highway Commercial. Zoning Map #8701 . It is the desire of the applicant to use the property for commercial development. Glenn Davis was present at the meeting and told the Board that the property was original- ly used for a Church/Fellowship Hall. Davis said a building of 4040 sq. ft. is located on the property and he had been running an auction house from the building. Davis stated that several small businesses were in this area . No one was present at the meeting in opposi- tion to the request. Guy Troy made the motion, seconded by Charles October 4, 1988 Page 4 Adams, to recommend to the Commissioners the request be approved. The motion passed unanimously . 6 . MISCELLA_NEOUS Bill Dorsett read a portion of the Zoning Ordinance (ZONING, Page II-80) and reminded Board members that it is unlawful to ask or be told what an applicant plans to do with property on a straight rezoning. Hal Johnson introduced Paul Dillon, reporter for the Randleman Reporter Newspaper , to the Board. 7 .
