1779 November 8 , 1988
There was a meeting of the Randolph County Planning
Board on Tuesday, November 8 , 1988 , at 7 :00 p.m. , in Court-
room B, Randolph County Courthouse, 145 Worth Street, Ashe-
boro, North Carolina .
1 . Vice Chairman Lynden Craven called the Randolph
County Planning Board meeting to Order at 7 : 00 p.m.
2. Hal Johnson, Planning Director , called roll of the
members: Doyle Stout, Chairman, absent ; Lynden
Craven, Vice Chairman, present; Charles Adams,
present; Ray Farlow, present; Guy Troy, present;
Bill Dorsett, present; Arlie Culp, Alternate,
present (substituting for resigned member Tal
Harrison) ; and Maxton McDowell, Alternate, present
(substituting for regular member Doyle Stout) .
3 . Vice Chairman Craven asked for a motion to approve
the minutes from the October 4, 1988 Planning Board
meeting and the minutes from the October 4, 1988
Board of Adjustment meeting. Ray Farlow made the
motion, seconded by Guy Troy, to approve the
Minutes of the Planning Board/Board of Adjustment
meetings of October 4th. The motion passed.
4. SUBDIVISION :
A: HAPPY HOLLOW ACRES (Final Plat) ; Richland
Township; SR 2843; 10 lots. Donald W. Lanier
& J. K. Boiling -Owners.
Hal Johnson, Planning Director, stated that
there were no changes from the Preliminary
Plat to the Final Plat .
Donald Lanier was not present at the hearing.
Guy Troy made the motion, seconded by Ray
Farlow, to grant final plat approval to Happy
Hollow Acres Subdivision. The motion passed.
5. REZONING REQUESTS :
A: Betty Allen, Archdale, North Carolina, is
requesting that approximately 3 1/2 acres
located on the north side of Highway 311
approximately 800 ft. before Caraway Furni-
ture, New Market Township, be rezoned from
Residential Agricultural to Light Industrial/
Conditional Use. Zoning Map #7736 . It is the
desire of the applicant to manufacture bed
spreads & quilting from an existing building.
Betty Allen was present at the meeting and
told the Board her plans of using a house
existing on the property for her business.
Allen stated that this property is located
next to Caraway Furniture and has a circle
drive around the existing house. Allen also
told the Board that the property would be used
strictly for this purpose and no one would be

using the house for residential purposes .
There was no one present at the meeting in
opposition to this request .
Ray Farlow stated that he felt this would be
in keeping with the land development plan for
property located on Highway 311 . Farlow made
the motion, seconded by Guy Troy, to recommend
to the Board of Commissioners, this request be
approved. The motion passed unanimously.
B: Donald Lanier, Asheboro, North Carolina, is
requesting that approximately 1 acre located
at the intersection of SR 1003/SR 1312,
Concord Township, be rezoned from Residential
Agricultural to Highway Commercial. Zoning
Map #7609 . It is the desire of the applicant
to use the property for commercial develop-
ment.
Donald Lanier was not present at this meeting.
Hal Johnson stated that he had had some calls
concerning this request . Johnson stated that
most of these calls were inquiring on what
Lanier ' s plans were for this property.
There was one gentleman present at the hearing
from the Farmer Community that expressed his
concerns of what type of development would be
on this property.
Maxton McDowell made the motion, seconded by
Bill Dorsett, to continue this request at the
next scheduled meeting (when Lanier could be
present) . The motion passed unanimously.
C: S. Neal Craven, Asheboro, North Carolina, is
requesting that approximately 66 acres located
off SR 2839 at the end of North Lake Drive,
Cedar Grove Township, be rezoned from Resi-
�... dential Agricultural to Residential Mixed.
Zoning Map #7668. It is the desire of the
applicant to develop a manufactured housing
subdivision (addition to Farlow Park Subdivi-
sion) of 42 lots.
Neal Craven was present at the meeting and
explained to the Board that this section was
land-locked and the only entrance to the
property was through section one.
Bill Dorsett asked Craven how many units
adjoined this section. Craven answered 24.
Ray Farlow expressed his concerns of whether
or not these roads would meet State standards.
Craven stated that the developers would make
all the necessary changes that the State
required.
Guy Troy and Bill Dorsett expressed their
concerns of whether or not the road access
would be adequate for this many residential
units .
There was no one present in opposition to this
request.
Guy Troy made the motion, seconded by Ray
Farlow, to recommend to the Commissioners,
this request be approved. The motion passed.
D: J. H. Pike, Staley, North Carolina, is

requesting that approximately 89 acres located
on SR 2458 , Columbia Township, be rezoned from
Residential Agricultural to Residential
Restricted. Zoning Map #8714 . It is the
desire of the applicant to use the property
for residential development.
Jim Wilson, representative for J. H. Pike,
told the Board this property was approximately
5 miles out of Liberty and Pike is proposing
to develop a site built residential subdivi-
sion. Wilson stated that this would be a low
density single family subdivision.
Hal Johnson expressed his concerns of the plat
of 11+ acres (8 lots) not meeting the County
Subdivision regulations. Wilson stated that
Pike just wants the rezoning at this time and
all necessary corrections to the subdivision
plat will be complied with.
Vice Chairman Craven asked if there was anyone
present to speak in opposition to this re-
quest . Approximately 10 people stood up in
the meeting room.
Joe Gray, property owner on SR 2458, stated
that basically all lots on this road are of 5
acres or greater in size. Gray stated that
most homes are built back off road. Gray also
expressed his concerns to the Board of the
dangers of the quarry on this road.
Vic Burrack, property owner on SR 2458,
expressed his concerns of the dangers of the
quarry. Burrack stated that this quarry has a
90 ' drop off and that it can be seen from the
State Road.
Monnie Miller, adjoining property owner ,
stated his concerns of water/sewage problems
in this area at the present time. Miller
added that this property is located in the
Sandy Creek Watershed. Miller also expressed
his concerns of the added traffic to this
area. Miller present the Board with a peti-
tion of signatures in opposition to this
request.
Johnny Burchell, adjoining property owner ,
expressed his opinion that the area should
remain low density. Burchell stated that the
property owners on SR 2458 were just glad to
finally get the road paved but now this may be
a hindrance.
Vickie Keaton, Staley, North Carolina, expres-
sed her concerns of the added traffic, over
population of schools, and if the Board would
consider limiting tract sizes in this area.
Guy Troy made the motion to approve the 11+
acre plat with the restriction that it meets
all County Subdivision regulations and to
delay any action on the remaining property
until further studies can be gathered concern-
ing the safety of the Community. Charles
Adams seconded the motion, and the motion
passed unanimously.
E: Ronall Davis, Greensboro, North Carolina, is
requesting that approximately 1/2 acre located
on Highway 220 near M & M Motors, Level Cross
Township, be rezoned from Residential Mixed to
Highway Commercial/Conditional Use. Zoning

Map #7767 . It is the desire of the applicant
to operate a machine shop in an existing
building of 2000 sq. ft.
Ronall Davis was present at the hearing and
explained to the Board that this existing
building has been a church, day care, nursery,
etc.
There was no one present in opposition to this
request .
Arlie Culp made the motion, seconded by Maxton
McDowell, to recommend to the Commissioners,
this request be approved. The motion passed
unanimously.
F: Arthur Privette, Ramseur , North Carolina, is
requesting that approximately 3/4 acre located
on Highway 42 South approximately 1500 ft.
from Deep River Bridge, Coleridge Township, be
rezoned from Residential Restricted to
Residential Agricultural/Conditional Use.
Zoning Map #8618 . It is the desire of the
applicant to construct a building (28 ' x 40 ' )
to operate a automotive garage repair business
beside his residence.
Arthur Privette was present at the hearing and
told the Board he had approximately 30 people
with him and petition that had been signed by
136 people in the Coleridge Community that was
in favor of this rezoning. Privette told the
Board that he planned to build a metal build-
ing, he lives on the property, and he has been
a certified mechanic for 16 years. Privette
stated that he did not own a junkyard and did
not wish to own a junkyard. Privette told the
Board that no junked vehicles would be stored
on the property.
Vice Chairman Craven asked Privette, when he
purchased the property in May 1988, was he
aware that the property was zoned Residential
Restricted. Privette answered that he was not
aware of any zoning.
One gentleman, claiming to be Privette' s
Sunday School teacher, stated that he felt
Privette was a plus to the Community, a good
mechanic, and he attended church every Sunday.
Roland Scott , adjoining property owner , told
the Board that he felt this business would add
to the Community because at the present time
there are no shops in the area .
Privette added that his regular business hours
are from 8 :00 am - 5: 30 pm Monday through
Friday and 8:00 am -12:00 pm on Saturday.
Privette also told the Board that his business
is currently located 3/4 mile away from this
site.
Vice Chairman Craven asked if there was anyone
present in opposition to this request.
Approximately 7 people stood up in the meeting
room.
Earl Cohagan, property owner across the road,
stated that this would devalue to property
around 25-30% , and the building would have to
be located close to road because of the steep
grade in the back of the property. Cohagan
told the Board that all the run off from this

business would go into a big, swampy ditch and
this ditch empties into Deep River . Cohagan
expressed concerns of the traffic hazard this
business so close to the road would cause .
Cohagan also stated that he would like to see
Coleridge remain the nice residential district
it is.
Golda Tupper , adjoining property owner , stated
that this type of business would create a
junkyard of old cars, motors, batteries, and
transmissions . Tupper expressed her concerns
of traffic problems with School buses travel-
ing this road, perking problems of the pro-
perty, and how close the business would be to
the road.
Privette showed the Board a plat of the
property and stated the Building would be
setback at least 60 feet.
Dana Kivett, neighbor across the road, stated
that she was opposed to this request because
of the traffic hazard this would create on
Highway 42 .
Ms. Privette told the Board that they lived at
this location and would not allow the property
to become a junkyard.
Frances Simmons, Route 1, Asheboro, stated she
owns the property in across the road and is
opposed to this request because she feel this
would devalue her property.
Mike Tupper , Coleridge, stated that no one
that signed the Petition in favor of this
request will have to live across from this
business .
Bill Dorsett stated that it was the Board' s
job to decide if such a request would be in
keeping with the County Land Development Plan.
Dorsett stated that he did not feel this
request would be in keeping with the Land
Development Plan so he made the Motion to
recommend to the Commissioners this request be
denied. Ray Farlow seconded this request.
The motion passed with a 6/1 vote. Arlie Culp
voted against the motion.
6 . MISCELLANEOUS
A: Hal Johnson advised the Board that the Pied-
mont Triad Regional Water Authority was
beginning to make purchase of land for the
Randleman Lake Project. The Water Authority
has advised that there will be approximately
15 lots affected by the project where the
remaining lot area will be less than the
80,000 sq. ft. minimum required in the Water
Critical Area . Most of the remaining lots
have homes on the lots and approved septic
tank systems for the area remaining after the
Randleman Lake land purchase. Johnson asked
if these lots could be considered exempt from
the 80,000 sq. ft . as the property was reduced
in size through a public water reservoir
purchase and not through any plan of the
owners.
Guy Troy made the motion, seconded by Charles
Adams, that lots surrounding the Randleman
Lake that have been reduced in size as a
result of the Water Authority Randleman Lake
November 8, 1988 Page 5 -
purchase be exempt from the County' s current
requirements of 80 ,000 sq. ft. The motion
passed unanimously.
7 . The meeting adjourned at 8: 23 p.m.
