RANDOLPH COUNTY PLANNING BOARD

There was a special meeting of the Randolph County
Planning Board on Thursday, January 5, 1989, at 7 : 00 p.m. , in
Courtroom B, Randolph County Courthouse, 145 Worth Street,
Asheboro, North Carolina. The following Planning Board
members were present at this hearing: Doyle Stout, Chairman;
Lynden Craven, Vice Chairman; Guy Troy; Bill Dorsett; Ray
Farlow; and Maxton McDowell, Alternate.
1. Doyle Stout, Chairman, called the meeting to Order
at 7 : 00 p.m.
2. Hal Johnson, Planning Director , welcomed and
thanked the citizens (of the Southwest Quadrant of
Randolph County - South of Highway 64 and West of
Business Highway 220) for their participation in
the County Road Naming Project. Johnson explained
that there are approximately 2000 intersections in
Randolph County and the basis of this project is to
institute a program where the County Commissioners
will place a name to each road in the County.
Johnson stated that this would allow the County to
have the same benefits as people that live in
cities in providing street names so that fire,
sheriff, and ambulance can respond in the most
timely manner possible. So many times Emergency
Services has difficulty in locating residents in
the County that need emergency response. This
project will help to enhance the County Emergency
Service programs. The County has been divided into
4 quadrants and this meeting is designed to solicit
road names from citizens in the Southwest
Quadrant. The County' s largest problem (in this
project) will be to avoid road name duplications,
but this project will play a vital role in the
future of Randolph County. Until the County has
road names, the County cannot provide expanded
services, such as a future (several years down the
road) ' 911' number for Emergency response. This
project will help to build a foundation for
services the County wishes to provide in the
future. Some roads may not be named the requested
name because of trying to avoid duplication of
names, but some of the criteria the County will use
to name the roads will be historical names, fire
department suggestions, deceased Veterans (killed
in Combat) , and road names that have already been
approved by the Board of Commissioners. This is
one of the most massive projects the County has
ever been involved with and the Planning Board will
serve as a body to take citizen suggestions . The
Planning Board is serving a different role,
normally this Board serves as an advisory Board to
the County Commissioners concerning Zoning,
subdivision reviews, and other land development
planning. However , at this meeting the Board is
acting as a forum for citizen input and
suggestions.
Johnson introduced the Board members present.
Doyle Stout, from the Cedar Grove Community; Lynden
Craven, from the Coleridge Community; Guy Troy,

from the Liberty Community; Bill Dorsett, from the

Level Cross Community; Ray Farlow, from Grant
Township; and Maxton McDowell, from the Farmer
Community.
Johnson explained that the Board would not be
voting on any road names, that the Board would only
be excepting suggestions. Johnson stated that the
Planning Staff would put the information (gathered
in January hearings) together for a list of recom-
mendations to be presented to the County Commis-
sioners hopefully in early April . The County
Commissioners would then conduct final Public
Hearings before the Board of Commissioners approved
a road name. Johnson told the citizens that this
was there time to have input to the County and to
please stand and state their name, address, road
number and location, and the reason for their
suggestion. Johnson opened the meeting for
suggestions.
A: Earl Shanabrook , representing the Disabled
American Veterans Chapter 22, requested that
SR 1149 (off of Southmont) be named Veterans
Loop Road. Shanabrook stated that the Organi-
zation of 344 members voted to have this road
named Veterans Loop Road in memory of several
individuals instead of just one. Shanabrook
stated that a letter had been submitted to the
Planning Office and should be on file.
Shanabrook told the Board that there were 98
deceased Veterans (members of DAV) from
Randolph County.
B: Rebecca Hurley, resident of SR 1142, requested
that this road remain Hopewell Church Road,
because this Church has been established here
for 104 years or Branson Road because Bransons
have lived on this road for several years.
Hurley also stated that she would like to see
SR 1143 remain High Pine Church Road.
C: Shane Cagle, EMS employee, requested that SR
1142 be named Airport Road, because it leads
to the airport .
Cagle also stated that he would like to see SR
1162 be named Danny Bell Road, because Bell
has been a resident there for 60 to 70 years.
D: Edith Reeder, Route 8, Asheboro, requested
that SR 1122 be named Reeder Road. The
Reeder ' s moved to this residence in 1955 and
paid to fix the road to State standards,
worked very hard having it paved, and met many
times with the Commissioners concerning this
road. Reeder , her three children, and one
grandchild lives on the road. Reeder has
presented the Planning Department with a
petition for this road name, and owns 1/2 the
land that fronts on both sides of this road.
E: Tom Curtis, Seagrove, requested that SR 1119
be named Little River Road (outside of Sea-
grove Town Limits) because it is referred to
by many names but this name is recorded on his
deed and the road crosses Little River .
Hal Johnson stated that the Tax Mapping Department
now has the capability to produce accurate maps
that will tie individual names to each road number .
F: One Gentleman, employee from Randolph
Electric, requested that SR 1123 be named King
Road, because it has been known as King Road

for over 60 years and several King ' s own land
on this road. Oliver and Ethel King built
their residence on this road in 1926 .
G: Mike Hoover , Chief of Tabernacle Fire Depart-
ment, representing Astor Delk, requested that
SR 1351 be named Delk-Hunt Road, because of
these families residing on this road for
several years.
Johnson stated that the purpose of the program was
to officially name all the roads in the County and
then (once these names are in place) build on to
the future with new subdivisions.
Mr . Reeder , resident of SR 1122, asked if the
County would consider number the houses on each
road for street addresses. Johnson stated that
this would be the second part of this project.
Johnson explained that the County planned to target
one area of the County first, the New Market,
Randleman, Level Cross, Providence postal district
because this area has both urban and rural develop-
ment, to examine the types of problems the County
will incur with street addressing.
Johnson stated that the road naming must come first

and that there are to different approaches to this
type of project. A cosmetic approach (which is
just sticking up signs and not tying the program
all together) and a comprehensive approach (which
is to tie this project with Emergency Services
{ambulance, fire department, sheriff, etc. ser-
vices}) . Randolph County (in 1988) has the capa-
bility to build a comprehensive road naming program
for the citizens. Johnson stated that this would
make for hard decision to be made by the County
Commissioners in the Spring and that the County
realized the magnitude of this task . Johnson told
the citizens that in the end the winners will be
all citizens of Randolph County (not just those
that roads were named after) because when Emergency
Services is need your residence will be able to be
found.
Shane Cagle, employee of EMS, stated that he would
like to see the Commissioners adopt an Ordinance to
make persons put house numbers up that can be
visible at night.
H: Randy Spillman, Route 5, Asheboro, requested
that SR 1175 be named Oak Grove Church Road or
Spillman Road because the Spillman' s own over
300 acres fronting on this road.
Hal Johnson stated that the Planning Department had
received 60 to 65 petitions from citizens suggest-
ing road names.
George Kivett, employee with EMS, stated that EMS
relied on personnel' s knowledge of the County.
Hal Johnson explained that the Planning Staff hoped
to have a package ready to submit to the County
Commissioners by March and that this list will be
published in the local newspaper .
