RANDOLPH COUNTY PLANNING BOARD
February 7 , 1989
There was a meeting of the Randolph County Planning
Board on Tuesday, February 7 , 1989 , at 7 : 00 p.m. , in Court-
room B, Randolph County Courthouse, 145 Worth Street, Ashe-
boro, North Carolina .
1 . Doyle Stout , Chairman , called the Randolph County
Planning Board meeting to Order at 7 : 00 p.m.
2 . Hal Johnson, Planning Director , announced to the
Planning Board that Aweilda Little had been
appointed by the Board of Commissioners to repre-
sent the New Hope Community. Johnson welcomed Ms.
Little to the Board and stated that she had already
taken the Oath of Office .
3 . Hal Johnson called roll of the Planning Board
members: Doyle Stout, Chairman, present; Lynden
Craven, Vice Chairman, present; Ray Farlow, pre-
sent; Guy Troy, present; Charles Adams, present;
Bill Dorsett, present; Aweilda Little, present;
Maxton McDowell, Alternate, present; and Arlie
Culp, Alternate, present .
4 . Lynden Craven, Vice Chairman, made the motion to
approve the Minutes of the Randolph County Planning
Board meeting, January 10, 1989, and the Minutes of
the Community meetings (January 12, 17 , and 19 ,
1989 . Bill Dorsett seconded this motion and the
motion passed. •
5 . S[JBDIVISIONS
The Planning Board reviewed the following Final
• Subdivision Plats:
A: WESTOVER LANE, Section 2 (Final Plat) ; Liberty
Township; SR 2438; 6 Lots . John H. Kivett -
Owner .
B: • MAPLE RIDGE SUBDIVISION [Revision] (Final
Plat) ; Franklinville Township; SR 2143 ; 5
Lots. Donald W. Lanier - Owner .
Hal Johnson, Planning Director, explained that both
of these subdivisions had been reviewed before by
the Board and each subdivision meets the County' s
Subdivision requirements .
Ray Farlow made the motion, seconded by Guy Troy,
to approve the final residential subdivision plats.
The motion passed unanimously.
6 . .PECIAL USF PERaIT._FEOUEST
A: Franklin David Tilley, Liberty, North Caro-
lina, is requesting a Special Use 'Permit for a
Rural Family Occupation to operate a garage to
fix and sale used cars near . his residence on
approximately 6 1/2 acres located 1 mile off
Old 421 on SR 2410 , Liberty Township, Zoning
District R-A. Zoning Map 418727 .

Tilley was represented by his son, James
Tilley, who stated that the cars located on
the property at this time have been there for
approximately 7 years. Tilley stated that the
cars site 'approximately 200 feet of the road,.-

oad,506 of the cars are operable, and there are
approximately 30 cars on the site. Tilley
added that approximately 1 acre (of the
property) is being used and if approved this
would not be expanded beyond 1 acre.
Hal Johnson asked Tilley what would be his
plans for the junked vehicles on the property
and Tilley stated that once all useable parts
had been removed from the vehicles they would
be taken to a scrapyard.
Johnson asked Tilley if the property would be
enclosed by a fence and Tilley said that
approximately 50 yards of chain link fencing
was on the front of the property at this time.
Ray Farlow expressed his concerns of the junk
vehicles on the property at this time and
asked what controls the Board could have on
these vehicles . Johnson stated that if the
Board put a limitation of 30 cars on the
property for business purposes Tilley would be
required to remove some of these cars before
any could he added.
Guy Troy expressed his opinion that the area
to be used for this business_ be specified.
There were 3 persons present in opposition to
this request .
Jim Hammond, Route 2, Liberty, stated that he
had no problem with the permit being issued
(for the requested purpose) but he did not
want to see the number of junked cars to
increase and Hammond added that he would like
to see this business kept in a neat manner .
Scott Suits , Route 2, Liberty, told the Board
that since he has resided at this location he
had not seen any cars removed but he had seen
the number of cars increase. Suites stated
that he considered this an eyesore and wanted
to be sure this would be checked on.
Thomas York, Route 2, Liberty, expressed his
opinion that the entire 6 1/2 acres has junk .
York expressed his concerns of the cars (being
moved in in the future) being wrecks. York
added that he would like to see all the cars
(on the property at this time) removed and the
business start from scratch.
Guy Troy made the motion that the Special
Permit be approved with the following restric-
tions: 1 acre site (to be used for the
business) ; a limitation of 30 cars on the
property (excluding personal vehicles) ; and a
fence between the business and SR 2410 that
cannot be seen through from the road. Lynden
Craven seconded the motion and the motion
passed by a vote of 6/1 with Charles Adams
voting against the motion.
7 . Rw7ONIN G REQUESTS .
A: Robert Anthony Wood, Climax, North Carolina ,
�-- is requesting that approximately 91 acres

located on SR 2111 at the intersection of
Providence Church Road (on both sides of SR
2111) , Providence Township, be rezoned from
Residential Agricultural to Residential
Restricted. Zoning Map 47787 . It is the
desire of the applicant to develop a residen-
tial site built subdivision of 12 lots.
Robert Anthony Wood and his agent, Allen
Bullard, were present at the hearing Bullard
stated that the subdivision was designed for
low density, nice homes (minimum of 1400 sq.
ft. ) , to elevate value and use of property,
and to allow lot owners to have horses and
other animals .
There was no one present in opposition to this
request .
Charles Adams, made the motion, seconded by
Aweilda Little, to recommend to the Commis-
sioners this request be approved. The motion
passed unanimously.
B: Robert Wayne Taylor , Thomasville, North
Carolina, is requesting that approximately 55
acres located on SR 1552 , Tabernacle Township,
be rezoned from Residential Agricultural to
Residential Restricted. Zoning Map #7787 . It
is the desire of the applicant to develop a
residential site built subdivision of 46 lots.
Robert Wayne Taylor was present at the hearing
and told the Board he planned to develop this
subdivision in phases with approximately 1
acre lots . Taylor added that the restrictions
would require the houses to be a minimum of
1400 sq. ft. and Davidson County water is
available in this area.
There was no one present at the meeting in
opposition to this request.
Lynden Craven made the motion, seconded by
Charles Adams , to recommend to the Board of
Commissioners this request be approved. The
motion passed unanimously.
C: Donald Garner , Asheboro, North Carolina, is
requesting that approximately 3 1/2 acres
located on Business 220S approximately 1/2
mile south of Highway 159, Cedar Grove Town-
ship, be rezoned from Residential Agricultural
to Residential Agricultural/Conditional Use.
Zoning Map : 7657 . It is the desire of the
applicant to use an existing building (28 ' x
32 ' ) for the operation of a garage and car
repair service.
Donald Garner was present at the hearing and
stated that his residence is on the property
•
and he plans to operate (this business) from a
two year old existing building. Garner stated
that he has a solid wood fence shielding the
cars from 220 . Garner presented the Board
with pictures of the property.
One person was present to speak in opposition
to the request.
Louise Chriscoe, Route 11 , Asheboro, stated
that her property was on the north side of the
Garner property and there is no fence on this
side of his property. Chriscoe added that she
didn ' t mind Garner operating an automotive

garage on the property but she did not care to
live near a junkyard.
Donald Garner stated that the cars would be
removed from the property to be disposed of at
a scrap metal or junkyard.
Debra Garner (Donald Garner ' s wife) stated
that she lived on this property and would not
allow the junk vehicles to remain.
Hal Johnson stated that he would have to
remove the cars because he was committing to
this obligation before the Planning Board.
Lynden Craven made the motion, seconded by
Aweilda Little, to recommend to the Board of
Commissioners this request be approved. The
motion passed unanimously.
D: Bronna Merritt , Greensboro, North Carolina, is
requestingthat approximately 5 1/2 acres
located off Highway 42 on the east side of SR
2893 ( .8 mile from Hwy 42) , Coleridge Town-
ship, be rezoned from Residential Agricultural
to Residential Mixed/Conditional Use. Zoning
Map #8628 . It is. the desire of the applicant
to develop a 3 space mobile home park .
Bronna Merritt was present at the hearing and
told the Board that she has 1 existing mobile
home on the property and wants to develop 2
additional spaces. Merritt added that she has
no future plans of ever expanding the number
of spaces .
There was no one present at the meeting in
opposition to this request.
Bill Dorsett made the motion, seconded by Guy
Troy, to recommend to the Board of Commis-
sioners that this request be approved. The
motion passed unanimously.
E: Coy Eugene LaPrade, High Point, North Caro-
lina, is requesting that approximately 1 1/4
acres located on the northeast corner of SR
1615/SR 1615 , Trinity Township, be rezoned
from Residential Agricultural to Light Indus-
trial/Conditional Use. Zoning Map #6798 . it
is the desire of the applicant to construct a
warehouse building (10,000 sq. ft.) for
storage of upholstery materials & supplies.
Pauline LaPrade was present at the hearing and
explained to the Board that their business is
presently located on the lot adjoining this
property. LaPrade added that the reason for
the move is because they bought this property
for the business (they are currently leasing
the property the business is on now) .
There was no one at the hearing in opposition
to this request.
Hal Johnson explained to the Board that this
area is located in a place the County projects
to be industrial.
Charles Adams made the motion, seconded by
Bill Dorsett, to recommend to the Board of
Commissioners that this request be approved.
The motion passed unanimously.
F: Salem Leasing Corporation, Winston Salem,
February 7 , 1989 Page 4
North Carolina, is requesting that approxi-
mately 10 acres located on the east side of
220S near the intersection of 220/SR 2845 ,
Richland Township, be rezoned from Residential
Agricultural to Light Industrial/Conditional
Use. Zoning Map *7666. It is the desire of
the applicant to construct a building (80 ' x
100 ' ) to operate a tractor-truck garage.
(Operation for a full service leasing company
for designated customers. )
Jay King, J. D. King Auction, was present to
represent Salem Leasing. King stated that the
operation is currently located in the old
Triangle Service Station in Seagrove and the
business has out-grown this site.
Hal Johnson, Planning Director, told the Board
that he had received a call from a citizen
concerned •mor the safety of children in this
area (if they carne on to this property) and
the citizen asked if the property would be
fenced.
King stated that the property would be fenced
and the normal working hours of the business
would be from Sam-spm. King stated that the
business was for cleaning trucks, changing oil
in the trucks, and general maintenance of
tractor-trucks. King added that at this time
Salem Leasing had contracts with B. B.
Walkers, Lancer , Stedman' s, and Luck ' s .
There was one person present at the hearing
expressing concerns of this rezoning request.
Joe Farlow, 55 Hickory Drive, Stoneybrook
Subdivision, Asheboro, stated that he owns the
adjoining property and he is not opposed to
this operation but he just wants to know that
the adjoining properties will be protected.
Farlow told the Board he would like to see a
green belt and a fence required, and he
expressed his concerns of night hours.
Ray Farlow asked Farlow if a 50 ' natural green
belt would be sufficient and Farlow agreed.

Guy Troy made the motion to recommend to the
Commissioners the rezoning be approved with
the restrictions that the business would be
completely fenced and a 50 ' natural
(undisturbed) green belt be left between the
business and the residential properties. Ray
Farlow seconded the motion and the motion
• passed unanimously.
G: Edwin Lineberry, Liberty, North Carolina, is
requesting that approximately 3 acres located
off Highway 49N on SR 2484 (Old Caviness
School Property) , Columbia Township, be
rezoned from Residential Restricted to Light
Industrial/Conditional Use. Zoning Map #8702.
It is the desire of the applicant to use the
property for industrial purposes.
Hal Johnson explained to the Board that the
property has not been auctioned off (the
auction is scheduled for March '1st) , but the
Planning Office has received a letter from the
County School Board stating that they have no
opposition to this request .
Lineberry was present at the meeting and
stated that he was asking for the property to

he rezoned because he glans to bid on the
property. Lineberry told the Board .that his
business is currently located in the Kivett
Welding Business Building in Liberty and he is
looking for a location with more space.
Lineberry stated that the business started in
1976 and has continued to have a growth rate
of 20% a year . Lineberry explained to the
Board that his business was to put together
equipment that ' s primary function was to
handle brick . Lineberry showed the Board a
picture of the type of- equipment that is
assembled in his operations. Lineberry stated
that this coir?_ any is well accustomed to
working in a mixed area (residential/
business) . Lineberry stated that the nearest
residence would be across the ballfield,
across Highway 49 , and the other side of the
property adjoins a cemetary and church.
Lineberry stated that he now realizes that the
Community uses this property for parking (for
the church) and Lineberry stated that he plans
to allow the Community to continue to use the
parking lot ( if he purchases the property) .
Lineberry showed the Board a layout of the
Building and his plans for each section.
Lineberry stated that the would need to add a
paint/wash room. Lineberry added that this
• property had Ramseur Water and Sewer .
Guy Troy asked if this property included the
balified. Lineberry answered no, that the
School Board plans to give the ballfield
property to Ramseur if the 3 .07 acres is sold
with the Building.
There were approximately 25 persons present at
this hearing in opposition to this request.
J. L. Walmack, Pastor of Friendship A.M.E.
Zion Church, stated that he was representing
his congregation by saying the Church is not
in favor of this request for the following
reasons :
*this would jeopardize safety of the children
in the Community.
*adverse effect on this residential area.
*type of waste from this type of operation.
*noise and waste polution.
*there are several churches in this immediate
area (does not feel this would be compatible) .
Earl Glover , Ramseur, expressed his concerns
of the health and safety of the Community,
noise from this business, and affect it would
have on Church programs and funerals. Glover
stated that his interpretation of Zoning was
for planned and orderly growth and if this
request was approved it would send a message
from the County of looking out for the busi-
ness Community and not residential.
Junior Brown, Ramseur , expressed his concerns
of the traffic and heavy trucks being added to
this area. Brown stated that his concern was
mainly for the children in this area.
Hazel King, Ramseur , stated that the Community
had a petition being circulated that at this
time had approximately 139 signatures (all
signatures were from people in this
Community) . King added that several people
�... • had not signed the petition that was concerned
about this rezoning.

Roy Holder , Randolph County Citizen, spoke in
favor of this request by saying if the image
and representation of this business was known
by everyone so many people would not be
against this request. Holder stated this is a
small, locally owned company with good
employees . Holder said they were good cor-
porate citizens and would be a good thing for
Randolph County and Ramseur . Holder added
that he felt most of these objections were
based on sentiment and emotion .
Pastor Walmack added that he did not doubt the
genuine sincerity of the business, he just
believed it would have an adverse effect on
this Community.
Earl Glover added that he agreed with Holder
in saying these objections were based on
emotion, but if a Community didn't base their
opinions (on what goes on in a Community) on
emotions he would think there would be some-
thing definitely wrong with the Community.
Glover also said that it was not Mr . Line-
berry' s Business that the Community was
opposed to, it would be the same with any
other business .
Guy Troy asked Dor . Glover what would the
Community like to see this property used for
and Glover stated that it has been discussed
for uses within the entire Community of
Ramseur , but he did not want to get into it at
this time.
Ray Farlow asked Hal Johnson if this would
mean the property would be zoned Light Indus-
. trial. Johnson stated that it would mean the
property would • be zoned for the type of
business Lineberry has explained and if it was
not used for a brick handling equipment
operation it would revert back to Residential
Restricted Zoning.
Aweilda Little stated that because she is a
woman she felt she was appointed to this Board
to express her concerns for the safety of
children and so she asked about the type of
accesses and traffic this type of business
would generate. Lineberry answered her by
saying there would be 1 access to 49 and 2
access to SR 2484. Lineberry added that the
business would have deliveries 3 times a week,
would ship loads out 1 time every 3 months,
and UPS would delivery daily.
Bill Dorsett made the motion, seconded by
Charles Adams, to recommend to the Commis-
sioners this request be denied. The motion
passed unanimously.
