Doyle Stout, Chairman, called the Randolph County Planning Board meeting to Order at 7 : 00 p.m. ^.:.. Hal Johnson, Planning Director, called roll of the Planning Board members: Doyle Stout, Chairman, present; Lynden Craven, Vice Chairman, present; Charles Adams, ?resent; Guy Troy, present; Bill Dorsett, present; Tray Farlow, present; Aweilda Little, present; L 7 e_Cu1n,-_A.lternate, absent ; and T4a,lton i`IcPowe21_4_111`__erna.te.l, absent 3 . Bill Dorsett made the motion, seconded by Ray Far low, to approve the Minutes of the Randolph County Planning Board meeting of February 7 , 1989 . The motion passed. 4 . S IJ?3'7 I VAC S I OST A: WHYNOT ACRES (final Plat) ; Richland Township; • SR 2862; 11 Lots . Donald Lanier - Owner . Donald Lanier was present at the hearing. Hal Johnson stated that there had been no changes (of this plat) from the Preliminary Plat. Ray Farlow made the motion, seconded by Lynden • Craven, to aoprove the final plat of Nhynot Acres . The notion passed. 5 . SPECIAL USE PERMIT.R_GOUEST A: Randolph County Board of Education, Asheboro , North Carolina, requested a Special Use Permit to construct a new middle school to service ar)proximate_.y 790 students on approximately 54 acres located on SR 1142, Cedar Grove !.own- _ ship, Zoning HaP #7648 . Bob Trogdon, Assistant Superintendent of County Schools, was present at the hearing and presented a small scale model of the proposed school to the P=lanning Board. Trogdon stated that the building would be approximately 170 ,000 sq. ft. and would be able to accom- modate approximately 750 students . Trogdon stated that this building would be adjacent to the high school and would share the bus parking area with the high school. Trogdon stated that the bidding of the construction of the school would begin April 13th and the projected date to open the new school would be August of 1990 . Hal Johnson asked Trogdon of this was a result March 7, 1989 Page 1 of the .l3roe amount of residential growth in this area. Trogdon answered that the growth factor did ?:Lay a role in this planning, but the school system is trying to design County school' s of X-5, 6-8, and 9-12 for the entire County. Guy Troy asked Trogdon questions concerning the parking area. Trogdon stated that there would be 100 staff parking places, 50 visitor parking spaces and plenty of room for expanded parking if necessary. Trogdon added that the school would be 700 ft. of the road . and not visible from the road. Trogdon stated that the students attending this middle school would come from Farmer , Seagrove, and Taber- nacle Elementary Schools. Aweilda Little asked Trogdon questions concerning the type of sewage disposal that would be used for this school. Trogdon stated that all the sewage generated from this school would be put underground and have no impact on the (nearby) stream. Trogdon added that this • system would also be used for the high school and would help to solve the problems of the existing sewage disposal system being used by the high school . There was no one in opposition to this request. Rex Hurley, adjoining property owner , asked questions concerning the buffer zone (for the school) and if there were plans for turning lanes on the road (for future traffic pro- blems) . Trogdon stated that all the clearing for this proposed school has been completed and Dean Spinks, architect (for the school) , stated that State normally would not make adjustments to the roads unfortunately until it became a problem. Hal Johnson stated that the State normally made the road systems near public schools a priority. Guy Troy made the motion, seconded by Charles Adams, to approve this Special Use Permit request. The motion passed unanimously. 6 . REZONING_REQUEST3 . A: Herman X. .]cDowell, Asheboro, North Carolina, is requesting that approximately 188 acres located on the southeast and southwest corners of SR 2106/SR 21.13, Providence Township, be • rezoned from Residential Agricultural to Residential Restricted. Zoning Map *7777 . It is the desire of the applicant to develop a residential subdivision of 82 lots for site built and Class A double wide manufactured homes on permanent foundations. Herman K. McDowell was present at the hearing. Hal Johnson explained to the Board that this subdivision was primarily for site built homes and the subdivision was designed. Johnson stated that the developer has increased the lot sizes and by doing so has address the County' s concerns on the impact this subdi- vision will have on Polecat Creek . • Bill Dorsett asked McDowell if he planned to develop this subdivision in phases. McDowell stated that it would be developed in phases March 7 , 1989 Page 2 beginning with the lots with State Road frontage and the subdivision would take approximately 3-5 years to develop. Joe Craig, adjoining property owner and representative of this Community, asked if the citizens of this Community, that had not had the chance to come by the Planning Department (to view the plat) , could see the plat. Johnson stated that the plat had been in the Planning De7partment for viewing (before the hearing) , and he did not think this would be appropriate at this time. Joe Craig stated that stated that this plan went along way in protecting the integrity of this area and that he personally had no opposition to it being approved. Jo Price, adjoining land owner , stated that she was very concerned about this development, but could not say if she had opposition to this request without being able to see the plat. The Board showed Price the plat. Ray Farlow stated that he felt there had been a lot of work and compromise on the part of the developer with this subdivision. Farlow • stated that he felt this subdivision plan would be compatible with this area and for this reason, made the motion to recommend to the Commissioners this subdivision be approved. Lynden Craven seconded this motion and the motion passed unanimously. B: Ray Poole, High Point, North Carolina, is requesting that approximately 26 1/2 acres located off SR 1919 behind Ray Poole' s Mobile • Home Park, New Market Township, be rezoned from Residential Agricultural to Mixed Resi- dential/Conditional Use. Zoning Map #7727 . It is the desire of the applicant to expand an existing mobile home park of 31 spaces to 57 spaces . Ray Poole was present at the hearing and explained to the Board that the lot sizes appearing on the plat were 1/2 acre, but that he planned to use the entire 26 1/2 acres for the 26 mobile homes. Poole stated that the 1/2 acre lots would only have the mobile home located on the lot and the sewage disposal and water system would be located in a common area. Lynden Craven expressed his concerns of the well and sewage disposal systems. Guy Troy e::1?ressed his concerns of the trash located near the stream (at the back of the property) . Poole stated that it was not trash it was tree stumps, logs, etc. Troy stated that it was trash. Ray Farlow asked Poole if there were septic problems in his existing park . Poole stated no that several of the systems had been in the ground for 17 years and only one system had had 100 ft. of line added to it. Poole added that he did not have to make the addition to that septic tank, but that he was a septic tank contractor and decided to do so instead of using dirt over the system (Poole said this was the recommendation of the Health Depart- ment) . epart-ment) . March 7 , 1989 Page 3 Guy Troy expressed his concerns of the lot sizes. There was no one present in opposition to this. request. Ray Farlow stated that there was no opposition (from the neighbors) to this request, the land was land-locked by mobile homes , and that in the interest of the County, this was the most compatible use of the land. Farlow added that the septic tank system will have to be approved by the Local Health Department or the State before development of the addition. Farlow made the motion that the Board recom- mend to the Commissioners this request be approved. There was no second to this motion. Guy Troy made the motion to recommend to the Commissioners that this request be denied. Bill Dorsett stated that he would second this motion because of his concerns of the density, the motion passed by a 4-2 vote. Aweilda Little and Ray Farlow voted against the motion. C: Ben Foust, Staley, North Carolina, is request- ing that approximately 6 acres located on the south side of SR 2437 approximately 1 mile from SR 2459, Liberty Township, be rezoned from Residential Agricultural to Mixed Residential/Conditional Use. Zoning Map #8725. It is the desire of the applicant to develop a 6. space mobile home park. Ben Foust was present at the hearing and told the Board that he had two rental mobile homes on the property and that he just wants to add • 4 more rental units. Foust stated that he had 4 mobile homes on the site now, 2 set-up, and 2 that are not being lived in. The Board asked Foust if SR 2437 was paved and Foust stated that it was a graveled road. There were approximately 16 persons present in opposition to this request. David Osborne was the spokesperson. Osborne presented the Board • with a petition signed by 72 area residents opposed to this request. Osborne stated that the road was poorly maintained and he had concerns of the added traffic to the road. Osborne stated that this type of development would not fit in this community and that this area was a watershed. Mary Patterson, adjoining property owner, stated that there was dog problems in the community from the two existing mobile homes and that Foust did not take care of his residence so it was obvious of how well he would maintain the proposed park . Hal Johnson, Planning Director , stated that the Planning Office had received approximately 40 letters expressing opposition to this request. Richard Kimrey, adjoining property owner , expressed his concerns that Foust would not maintain the park and his concerns of the road problems. Charles Adams, Board member, stated that he March 7 , 1989 Page 4 did not fee?. that this proposal would fit in with the rest of the community and for this reason Adamr; made the motion to recommend to the Commissioners that this request be denied. Aweilda Little seconded this motion and the. motion passed unanimously. D: Linda B. Hill, Trinity, North Carolina, is requesting that approximately 17 acres located on SR 1408 (3 miles north of Highway 64) , Tabernacle Township, be rezoned from Residen- tial Agricultural to Mixed Residential/Condi- tional Use. Zoning Map #7713 . It is the desire of the applicant to develop a mobile home park of 8 spaces with permanent founda- tions. Linda Hill was present at the hearing and presented the Board with photographs of the area. Hill stated that the Health Department had done a preliminary soil test on the property and that Davidson Water served this area. Hill stated that she had prepared 2 plans: 1) that the new roads be cut and the lots front on two roads, and 2) that all the lots front on the State maintained road. Hill stated that the lots would be 1 acre in size. Hill stated that this was a very mixed area with approximately 23 homes - 10 mobile homes and 13 houses . Hill stated that she had 3 duplex apartments on the property now. Hal Johnson stated that within 1 mile of the site there were several single wide mobile homes . Guy Troy asked Hill why she planned to develop the property with mobile homes instead of more duplex apartments. Hill answered by saying • that this far out in the country people preferred the privacy of living in a single family structure over sharing a building with other families . Cecil and Becky Barnes, adjoining property owners, were present in opposition to this request. Cecil Barnes stated that he did not believe this type of development would be compatible with the area. Becky Barnes stated that the duplex apartments were not well kept and that this area all ready had enough mobile homes . Hal Johnson asked the Board to note that Plan 2 would spread mobile homes along the road front. Lynden Craven made the motion to recommend to the Commissioners that this request be approved on the bases that the park be deve- loped like Plan 1. Ray Farlow seconded the motion and the motion passed with a 4-2 vote. Charles Adams and Guy Troy voted against the motion. E: J. H. Pike, Staley, North Carolina, is requesting that approximately 78 acres located on SR 2458 approximately .7 mile from SR 2456, Columbia Township, be rezoned from Residential Agricultural to Residential Restricted. Zoning Map #8714. It is the desire of the applicant to develop a site built residential subdivision of 17 lots. Jim Wilson, Attorney, was present to represent March 7 , 1989 Page 5 Pike. Wilson stated that in the previous meeting (concerning the Pike property) the concerns of the Board seemed to be the Rock Quarry near this property. Wilson stated that Pike had deed off 6 .68 acres to the adjoining . property owner that would be a buffer between this quarry and the subdivision. Wilson said that the lots were an average of 4 acres and meets all a;•pparent County regulations. Wilson stated that the subdivision was located approximately 5 miles from Liberty and would be compatible with the area . Guy Troy expressed his concerns of one lot being located 100 ft. away from the quarry. Wilson stated that every subdivision was located near a highway, railroad, or some type of possible danger and that Pike could not be responsible for this being located in the community. There was no on present in opposition to this request. Lynden Craven made the motion to recommend to the Commissioners that this request be approved, Charles Adams seconded the motion. The motion passed unanimously. F: Dennis Wright, Thomasville, North Carolina, is requesting that approximately 9 acres located off SR 1404 on Wright Road (property at dead end of pavement) , Trinity Township, be rezoned from Residential Agricultural to Mixed Resi- dential/Conditional Use. Zoning Map #6796 . It is the desire of the applicant to develop a 7 space mobile home park . Ruth Williams, Dennis Wright' s mother , was present to represent him. Williams explained that this would be served with Davidson County Water , individual septic tanks, weekly trash pick-up, and have a 45 ' road with 18"-20" gravel . Hal Johnson stated that the road will meet State standards and each lot will be 40 ,000 sq. ft. • There was no one present in opposition to this request. Lynden Craven stated that he felt this type of development would be compatible with the area and for this reason Craven made the motion to recommend to the Commissioners that this request be approved. Aweilda Little seconded this motion and the motion passed unanimously. 7 . MISCELLANEQUS A: Hal Johnson announced to the Planning Board that this was Ray Farlow' s last meeting as a Planning Board member . Johnson stated that Farlow had been a member of 13 years and has seen Randolph County Planning change from no zoning to Zoo Zoning to Trinity Zoning to Countywide Zoning. Johnson stated that Farlow' s goals were to see County Zoning and the County Road Naming Project. Johnson stated that Farlow has been a leading force for this County Planning Board and he will be missed. 8.
