Doyle Stout , Cha=.rman, called the Randolph County Planning Board meeting to order at 7 : 30 p.m. 2 . Mal Johnson , Planning Director , called roll of the Board members: Doyle Stout, Chairman, present; Lynden Craven, Vice Chairman, present; Charles ? dams, present; Guy Troy, present; Bill Dorsett, present; Aw-ailda Little, present; Jim Routh, present; Arlie Culp, Alternate, present; and Maxtgf McDowe l/s,_A/tex 3__os_absont . 3 . Guy Troy made the motion, seconded by Charles Adams; to approve the Minutes of the Randolph County Planning Board meeting of March 7 , 1989 . 4 . REEOUB STS__FOR ' A: Jennings D. 3u1:-a,. Jr . , Asheboro, North Carolina, is requesting that approximately 8 acres located off SR 1416 (southeast side between SR 1415 & SR 1418) , Back Creek Town- ship, be rezoned from Residential Agricultural to Light Industrial/Conditional Use. Zoning nap 47732 . It is the desire of the applicant operate a salvage yard. Jennings Bulla waspresent at the hearing and stated that he planned to use the 8 acres (from a 31 acres tract) for a car salvage yard. Bulla seated that the cars would be set back approximately 100 ' from the side/back property lines and approximately 400 ' off of Old Highway 54 . ?ial Johnson . Planning Director , asked Bulla if he had any plans to expand this business (if granted) . Bella answered that in time he may begin a car repair and could expand beyond the 3 acres (in a salvage yard) . • Bill Dorsett, Board member, asked Bulla if he had any p.lans for buffer zones and was answered no . Aweil.da Little, Board member , asked Bulla approximately how close was the closest residence to his property. Bulla answered that he was not sure because there were no houses visible from this property. Jim Routh, Bard member , asked Bulla i= the adjoining property (owned by Lakewood) had been cleared up to his adjoining property :rine. Bulla stated that he was not sure. Chairman Stout asked if there was anyone April 4, 1989 Page 1 present in opposition to this request . l'ipproximate172: persons were ?resent . Sam Cranford spokesman for Lakewood, Inc. , explained that their adjoining property was used primarily for recreation and added that there are two lakes on the property. Cranford said that there was one permanent resident and 3 or 4 cottages (for overnight visitors) on the property. Cranford stated that Lakewood, Inc. was made up of business persons and retired persons. Cranford stated that the group was not against business, but that this type of business would not be appropriate in this area. Cranford stated that there main concern was conservation of the land and that this type of business would create run-off of battery acids , transmission fluids, etc. Cranford explained that this property was elevated above the Lakewood property and this raised their concerns of leaching and run-off into the lakes and streams on this property. Cranford stated that ducks, geese, and other types of wildlife are bred on this property. Cranford presented the Board with a topo- graphical :sup-? of the Lakewood and Bulla properties . Joe Sechler , adjoining property owner , stated that this business would be visible from Old Highway 54 because Bulla had his property timbered recently (this would provide no buffer) . Sechler stated that their future plans for their property is to subdivide for nice residential development. Sechler stated that this property was in a 550 acre watershed approximately 1 to 1 1/2 miles from Asheboro ' s water supply. Sechler stated that this road (SR 1518 01j1 Hi_ghway 54) had 45 single family homes that were well kept and -this type of business would have a direct effect on the property values of this area. Fred Farlow, owner of a country store on this road, stated that he was opposed to this business ]because he felt that it would hurt the whole area in general . Guy Troy mad^ the motion, seconded by Lynden Craven, to recommend to the Board of Commis- sioners that this request be denied. The motion passed unanimously. B: Richard Kidd, High Point, North Carolina, is requesting that approximately 2 acres located approximately 1/2 mile southwest of inter- section SR 1 558/SR 1567 on the south. side of SR 1458, Trinity Township, be rezoned from Light Industrial/Conditional Use to Light Industrial/Conditional Use. Zoning Map 47717 . It is the desire of the applicant to add office space (24 ' x 28 ' ) to an existing building and to construct a block building (15 ' x 25 ' ) to house a washed air system for air conditioning the existing plant. Richard Kidd was present at the hearing and explained that the business now employees approximately 50 persons (grown from 30 to 50 people) and this air system would improve conditions for the employees, equipment, and materials. Kidd stated that the yarn (mate- rial used in his operations) must be kept at a humidity level of 65% . Kidd showed the Board Pictures of the property and pamphlets of April 4 , 1989 Page 2 ot .zsr rpt ons of air conditioning . stated that he was not sure if he would use this type of air system, but that he would like to prepare (asked for the block build) in case he decided to use this option. Kidd stated that this operation worked 3 shifts. Jlm Routh, Board member, asked Kidd if he had any plans to expand the parking area (with this expanded number of employees) . Kidd answered that he is expanding the narking in the rear of the building. There was no one present to speak in opposi- tion to this request, however an adjoining croperty owner spoke in favor of the request. bale Britt stated that Kidd had been a good neighbor and takes well care of his property. Charles Adams made the motion, seconded by Guy Troy, to recommend to the Board of Commis- sioners that this request be approved. The motion passed uanimously. C: Dale Britt , Archdale, North Carolina, is requesting that approximately 90 acres located at the end of Koonce Drive off of SR 1549 near SR 1A06 , Tabernacle Township, be rezoned from Residential Agricultural to Residential Mixed. Zoning Map 47703 . It is the desire of the applicant to use the property for manufactured housing development . Dale Britt ,.vas+ present at the hearing and explained that this 90 acres was a section of the original 2,_;5 acres tract on Thayer Road. Britt stated that 175 acres has been developed and is known as Indian Creek Subdivision. Britt stated that he was not in the mobile home business, that he just sold tracts of land and mobile homes or stick built homes could be located on the lots . Britt stated that within 1/4 mile of this property the ratio of mobile homes/site built homes is 90%/10% . 73ritt stated that this type of development was compatible because all of Indian Creek was surrounded by mobile home development . Britt added that the restrictive covenants of this subdivision keeps it a nice attractive area. There was no one present in opposition of this request . Bill Dorsett, Board member, expressed his concerns of the added density in a watershed area . • • Lynden Craven made the motion, seconded by Lweilda Little, to recommend to the Commis- sioners that this request be approved. The motion nassod unanimously. D: Dwight Meredith, Trinity, North Carolina, is requesting that approximately 10 acres located on SR 1401 (on the west end of Ashley Park Mobile Home Park) , Trinity Township, be rezoned from Residential Agricultural to Residential Mixed/Conditional Use. Zoning Map #6795 . It is the desire of the applicant to expand an existing mobile home park of 21 spaces with 7 spaces (for a total of 28 spaces) . Dwight Meredith was present at this hearing April 4, 1389 • Page 3 .Ind e::~::1aine+:1 that this :omT le.=e this mobile home park and all the property (mobile home park) will ave a buffer . Meredith explained that this dark was completely surrounded by mobile home;: . There was no one present in opposition to this request . T,: Randy Ingram, High Point, North Carolina, is requesting that approximately 2 acres located o the east -side of SR 1516 (across from APAC Paving) , Trinity Township, be rezoned from Residential Agricultural to Light Industrial/ Conditional Use. Zoning Map #6798. It is the desire of the aPplicant to construct a build- ing (90 ' x 125 ' ) to upholster furniture and for a small fabric outlet. (Vonnie Mae Stroud - Property Owner . ) There was no one present to represent Randy Ingram. Hal Johnson, Planning Director , explained that this property had some flood zone area and the property was in an area with a lot of site built residences . Johnson added that the Land Development Plan showed this area designated for residential development and this area would not be a good area for industrial development . William Henson, Route 5, High Point, was present in opposition of this request and told the Board that this property was located between two existing houses. Henson presented the Board with a petition with signatures of everyone who lives on this street. Meredith Helsby, Route 5, High Point, stated that he would like to keep the zoning in this area as it is and would be opposed to any type of light industry in this area. Charles ;:1.c3a,n .- made the motion to recommend to the Commissioners that this request be denied because it would not be consistent with the Land Development Plan. Lynden Craven seconded this motion and the motion passed unanimously. F: Dorothy Bowles, Sophia, North Carolina, is requesting that a 7proximately1/4 acre (pre- • existing lot) , located on the northeast corner of Highway 31.1/SR 1949 , New Market Township, be rezoned from Residential Agricultural to Highway Corr::: eroial/Condit _onal Use. Zoning Map #7745 . It is the desire of the applicant to use the property for a plant nursery and general pur-,)ose sisn approximately 5 ' x 4 ' . Dorothy Bowles was not present at the- hearing. Hal Johnson, Planning Director, stated that "s. Bowles had been selling plants here for some time and that the properties around her were zoned Commercial. Johnson stated that this would a consistent type of zoning. �..
