There was a meeting of the Randolph County Planning
Board on Tuesday, July 11 , 199D , at 7 : 00 p.m. , in Courtroom
B, Randolph County Courthouse, 145 Worth Street, Asheboro,
North Carolina .

3 . Bill ;Dorsett made the motion, seconded by Lynden
Craven, to approve the Minutes from the Planning
Board meeting of June 6, 1989 . Motion passed.

Johnson asked Neal Craven if he would be able to
adjust the entrance to the large tract rear portion
of the subdivision so as not to locate the road
directly across the street from a residence.
Johnson said this concern had been expressed by the
resident at the Soard of Commissioners -meeting.
Neal Craven, Surveyor , stated that because of the
unique topography characteristics of the land, the
location of the private access road had been
restricted to this :_oca_°.on in order to provide a
better designed 2rivate road.
Jim Routh made the motion, seconded by Aweilda
Little, to approved the final plats for Lake Ridge
Farm, Section 2; South Creek, Section 2; Ken-Lee,
Section 3; and Country Cove, Section 5. The motion
was gassed.

had requested that the Board rezone this
property (at the May, 1989 Board meeting) to
Highway Commercial/Conditional Use, but
because of the residential nature of this area
the Board recommended to the Commissioners the
request be denied. Johnson stated that Smith
• withdrew this request before the Commissioners
hearing and revised the request to Residentia:L
Agricultura_/Conditional Use. Johnson stated
that Smith found commercial property (at
another location) for the car lot (he had
proposed) and is requesting a rezoning with
the condition of automotive repair only.
Smith was present at the hearing and explained
that he would locate the building approxi-
mately 400 ' off the road, leave a natural
buffer zone of trees with additional trees
added (fruit trees) , and would not allow any
outside storage. Smith added that the build-
ing would be a metal structure.
There was no one present in opposition to this
request.

Johnson stated that the Planning Department
• had received only one phone call concerning
this request and the citizen was in support of
this request because it would protect the
community and also allow Smith to have his
business .
Cuy Troy made the motion to recommend that
this request be approved with the conditions
stated on Smith' s rezoning application.
Lynden Craven seconded this motion and the
• motion passed unanimously.
13: John 'I4cElreat:h,• Trinity, North Carolina, is
requesting that approximately 2 acres (from a
5 acre tract:) located on SR 1314 (near Hoovers
Crove Church) , Concord Township, be rezoned
from Residential Agricultural to Highway
•
Commercial/Conditional Use. Zoning asap 07700 .
It is the desire of the applicant to use an
Existing mobile hone for a beauty shop and
used car sales office with some disPlay of
'used cars on the property.
John McElreath was present at the meeting and
explained that the car sales on the property
would consist of both retail and wholesales
sell of automobiles.
Johnson asked McElreath how many cars would be
located on the property (for sale)'. McElreath
stated that there would be less than 10 cars
on the property, but most of the time there
would not be any. :aicElreath explained that he
needed this zoning to receive his dealer ' s

Aweilda Little expressed concern that this
business would be in view of the church.
There was no one present in opposition to this
request.
Maxton McDowell _,poste in favor of the request
and stated that the adjoining property was
owned by tgcElreath' s family and that because
Mr . McElreath and his family owned consider
able property in the area he did not feel that
Mr. McElreatl: would use his land in a way that
would detract from the community.
Aweilda Little added that the 5 acre tract's
appearance had improved since McElreath
purchased the tract.
Guy Troy made the motion to recommend that
this request be approved with the • condition
that no more than 3 cars (for the used car'
sales business) i be allowed on the property.
Lynden Craven seconded this motion and the
motion passed unanimously.
C. Donald R. Hutchens, Ramseur, North Carolina,
is requesting that approximately 14 acres
located on the northwest corner of, Highway 641
SR 2484, Columbia Township, be rezoned from
Residential Agricultural to Light'!Industrial.
Zoning Map tk8712. It is the desire of the
applicant to used the property for industrial
purposes .
v • Wade Yates, Attorney for Colen Wolfe
(businessman in Ramseur) , stated that at the
present time Farmers Mutural Insurance owns
the property and Mr . Hutchens is the real
estate agent handling the sell. Yates stated
that Wolfe w:712: planning to use the property to
construct a tie manufacturing business. Yates
presented the Board with a map of the area and
er:pla_ned where several industrial businesses
• are Locate'; in this area. Yates presented
that Board with a letter from Bryte Lane, an
adjoining property owner, indicating no
objections o the rezoning. Yates stated that
Mr . Slier (adjoining property owner that would
be surrounded by this rezoning) is negotiating
selling his home to Mr . Wolfe.
Johnson told the Dcord that the Land Develop-
ment Plan shows this area as industrial.
Arlie Culp made the motion to recommend that
this rec_uest be approved as consistent with
the Land Development Plan. Guy Troy seconded
this motion and the motion passed unanimously.
D: Ricky Welborn, Ramseur, North Carolina, is
requesting that a'o_Droximately 1 acre (from a
13 acre tract) located on the south side of
Highway 64 just before Deep River, Franklin-
villa Township, be rezoned from •Residential
Agricultural to Highway Commercial. Zoning
Map 08702. It is the desire of the applicant
to use the property for Commercial. activity.

that he would not allow any type of outside
storage an. his plans were to build a 3-bay
metal ti.1il lino enclosed by a chain length
fence.
Susan WeibiD::n stated that this building would
be located at the front corner of the property
away from the river .
There was n:: one present in opposition to this
request.
Lynden Craven made the motion to recommend
that this request be approved as consistent
with the Land Development Plan for Highway 64.•
Jim Routh seconded this motion and'. the motion
passed unanimously.
E: Billy Walcer. , High Point, North Carolina, is
requesting that approximately 16 acres located
on the southeast corner of SR 1547/SR 1651,
Trinity Township, be rezoned from OResidential
Agricultural to Residential Restricted.
Zoning Map G7i)5. It is the desire of the
applicant to develop the property with a site
built residential subdivision.
Billy Walker was present at the hearing and
stated that the private deed restrictions (for
• this subdivision - Country Mealdows) would
require a minimum of 1500 sq. ft. of heated
space and the lots would be served by Davidson
County Water .
An adjoin.ino property owner was present in
favor of the request, but asked questions
concerning drainage controls and where the
entrance of the suOdivision would be. Johnson
stated that Walker would be required by the
• State to fi'_e a Soil Erosion Control Plan and
Walker stated . that the entrance to the sub-
division would be from Finch Farm Road (SR
1347) .
There was no one present in opposition to this
request.
Johnson advised the Board that he .felt it
should be remembered that several years ago
tne County had been requested to be rezone
this same property for a Diesel Trucking
Terminal. The Zoning . request was denied.
Because of Zoning, the same property was now
being planned as a Restricted Residential_
(1500 sq. ft . site built housing) subdivision
that would he totally compatible with housing
and development in the area.
Guy Troy made the motion to recommend that
this resuest be approved as- consistent with
the Land Development Plan. Lynclen Craven
seconded this motion and the motion passed
unanimously.

Richardson ;;as present at the meeting and
stated the : he had been in this type of
business for 4 years. Richardson stated that
his plans were to locate a 1000 sq. ft.
manufactured office with brick foundation.
Richardson added that he would leave trees for
a buffer . f_-ora the brick site built homes
adjoining this property. Richardson stated
that there was a mobile home park - directly
across the street from this lot. Richardson
stated that he had subdivided 5 lots on the
south side of this .property.
Chairman Adams asked if there was anyone
present in opposition to this request.
Michael Hardy, Franklinville, (Jones Street) ,
stated his concerns that this request would be
a major change in the character of this area.
Hardy stated that this would open this area up
for additional business to spread from Highway
6.4 cn to Jones Street. Hardy described the
area as a nice residential area with no
commercial activity.
Tim Loftin, SR 1003, stated that he felt this
type of zoning would take away from the
residential agricultural character of this
- community. Lof1. 9_n expressed his concerns of
added traffic
Richardson :stated that there would be approxi-
mately 10-15 cars entering the business daily.
Fweilda Little asked if there were businesses
in this area (of SR 1003/Jones Street) ,
Richardson stated no.
• Lynden Craven male the motion to recommend
that this request be denied because it would
not be in keeping with the agricultural
residential nature of this community. Guy
Troy seconded this motion and the motion
passed unanimously.
6. The Board answered questions Ms. Blanch Johnson, of
-Ramseur, had concerning the Donald Hutchens
rezoning. Ms. Johnson had questions of the type of
business and drainage controls. Hal Johnson
explained that the business would be light
manufacturing and the Hutchens would be required to
file a Soil Erosion Control Plan with the State.
