of Adjuetment on Tuesday, July 11 , 1989 , at 7 : 00 p.m. , in
Courtroom 3, Randoioh Couney Courthouse, 145 Worth Street,
Asheboro, North Carolina .
1. Chairman Charles Teleme sailed to Order the Randolph
County Zoning Beard of Adjustment meeting at 7 :00
p.m.
• 2. Hal Johnson, Planning Director , called roll of the
members: Charlee Adams, Chairman, present; Aweilda
Little, Vice C_selirman, present; Lynden Craven,.
?resent; Dpylr, k' .eui_,,. absent Guy Troy, present;.
Dill Dorsett, oneeent; Jim Routh, present; Arlie
Culp, Alternate (substituting for regular member
Doyle Stout) , present Maxton McDowell, Alternate,
present .
3 . Guy Troy made the notion, seconded by Aweilda
Little, to apr ro•,'e the Minutes of the Zoning Board
of Adjustment hearing of June 6, 1939 . The motion
Passed.
4. Chairman Adams a:inounced that the first case before
the Board was a regue:st from John M. Sechrest (side
setback Variance) .
Hal. Johnson, _ Panning Director , gave a brief
•
summary of the case. Johnson stated that John M.
Sechrest, High Point, North Carolina, was request-
ing a Variance to build a deck on back of his home
4' off the side property line in lieu " of the
required 10 ' . {Property Location: Approximately
1/4 mile off of SR 1927 on SR 1976 (on the north
side) , New Market Township, Zoning Map #7738,
Zoning District ^-A. }
John Sechrest wee present at this hearing and
explained to toe lToaed his reasons for this
request . Sechreet etated that he would need this
Variance (from the setback recuirement) to avoid
building the deck over the underground power lines,
underground telephone Lines, and the septic tank:
system.
Board member Bill. Dorsett asked question's
•
concerning type of foundation (for the deck) and
location of nearest re idence. Sechrest stated
that the ;Beck would be built on post as opposed to
a foundation and that the nearest residence was
approximately 2d feet from this proposed cons-
truction site.
There was no opposition to this request .
Sechrest added that a :privacy wall would be cons-
tructed between the mobile home (nearest residence)
and the deck.
Arlie Culp made the motion to approve this request
based on the practical difficulties the applicant
would encounter with the required setback. Lynden
• Craven seconded the motion and the motion passed

requesting a Va} ance to perm .t the sale of a
mobile home and .rant of land (size of tract:
15,500 sq. ft. in :lieu of the required 30,.000 sq.
ft. ) with no atate road frontage. {Property
Location: Southeast s_ de of SR 2261 just before
the intersection. of SR 225I/SR 2132, Franklinville
Township, '•'_-oning iJ.ap #7773, Zoning Distract R-A. }
Harold Lichtenbeaco and his agent Don Danner, Powell
Real Estate, was present at the hearing.
Lichtenberg stated that the mobile home and septic
tank were existIng on the property and he wanted to
cut this tract from a 15 acre tract. Johnson asked
.Lichtenberg if the Health Department had approved
this small lot ; Lichtenberg answered yes.
Don Danner (agent) stated that the septic tank was
not on the 15, 500 sq. ft. Danner stated that the
septic tank was on Lichtenberg ' s remaining
property, and an easement would be deed to this
].ot.. Board member Awei:_da Little asked how far
from the lot was the septic tank system located and
Lichtenberg answered approximately 70 ' .
Johnson asked Lichtenberg questions concerning
access to the lot and type of water supply planned
for this lot. Lichtenberg stated that the property
would have a 10 ' graveled access from Old Liberty
Road (SR 2261) and the lot was a little over 500
feet from this state road. Lichtenberg also added
that he would su apy water from his well to this
•
lot, but not an individual system.
Bill Dorsett stated his concerns of setting a
presence by approving this request .
Johnson stated that the Planning Department had
received phone calls from citizens expressing
concerns of the oise of lot and access to the lot .
Bill .Dorsett male the motion to deny this request
because no unique hardship had been proven and
there would be no direct access to the lot. Guy
Troy seconded t1`.s motion and the motion passed
unanimously.
