There was a meeting of the Randolph County Planning
Board on Tuesday, December 5, 1989, at 7 : 00 p.m. , in the
Public Hearing Room, County Off:' ce Building, 707 McDowell

approve the Minutes of the Randolph County Planning
Board meeting of November 7, 1989 . The motion
passed.

Johnson, P:Lanni nl Director , stated that this
development meets all the County requirements and
' is located in a Residential Restricted (RR) Zoning
District .
Jim Routh made the motion,: seconded by Doyle Stout,

• is requesting that approximately 3 acres
located off 3T: 1.004 fronting on the east side
of SR 1413 (Spencer Meadow Road) , Back Creek
Township, he rezoned from Residential Agricul-
tural to F'ighway Commercial/Conditional Use.
Zoning Map ”732 . The Conditional Use Zoning
District would require that a 10 ' natural
greenery buffer sone be maintained on the
property as 2er• sketch plat on final in the
Planning a Zoning Department. .
Hal Johnson, 4c:!.ann .ng Director, explained that
any Conditional Use Permit issued in this

Johnson reviewed with the Board action that

Bob Wilhoi t: r Attorney, Asheboro, was present
to represent =ran:-: Edmondson. Wilhoit said
that client is requesting specific
requirements as to the placement of the
building, buffer ;ones, and the location of
the accesses to the property.: Wilhoit
presented pictures to the Board of an existing
private airstrip, substation, welding shop,
etc. to describe the mixed character of the
area. Wilhoit displayed a poster numbering
the locations of each business in the
pictures. Wilhoit addressed the' concerns of
the adjoining property owners (expressed in
the August Planning Board meeting) as to
pollution, noise, etc. Wilhoit stated that
there would. be no industrial/manufacturing
operations allowed on the property. Wilhoit
said the property would not be conducive to
residential •:.leve: onment (being located across
from an airstrip) . Wilhoit contended that due
to the mixed character/development of the area
this would be a reasonable request,

Bill Do:-sett and Guy Troy expressed concerns
of type and location of the buffer zones .
Wilhoit stated that his client would be
conducive to natural and landscaped buffer
zones in all areas including at the road (ii
front of the building/parking area) .
(Chairman Adams entered the meeting. )
Chairman Adams added if there was any opposi-
tion to this; request.
Jim Hill, Attorney, represented the opposing
land owners . Hill presented a petition of 35
signatures (of persons in opposition of this

request) fterm people living on Spencer Meadow
Road. Hill asked for all the p rsons present
in opposition to stand and 18 People stood.
Hill said that this type of development would
danger the integrity of the area Hill stated
that there were still no specific plans for
the type of business that wou] d occupy the
structure and that with two entrances and
large parking areas this could Possibly bring
large amounts of traffic into this rural area.
There is only one type of commercial business
in the asee which is a 1-man,; low profile
business that has been operating for over 20
years by Page Hoover . Hill stated that the
long range ?lens (by the County) for this area
is rural agricultural and that the people that
live in thi:; area have lived herd from 2 to 50
years. nil] stated that these l Epeople have
sunk their lives into this 4rea. Hill
contended ti:i.at the highest- and ;best use for
the land was residential.
Hal Johnson reminded the Board that an auto-
motive salvage yard had been denied in this
area within the last year.
Bill Dorsett stated that this was a very
attractive residential area, and that this
would be very detrimental to this community.

B. DT-TI=T 117,RDSITHr Trinity, North Carolina, is
requesting that approximately 23 acres located
off SR 1404 (Finch Farm Road) at the dead end
of SR 1554 (;-Is ight Road) , Trinity Township, be
rezoned fr.•orn Reeidential Agricultural to
Residenti.a:! ''Ii.::ed/C•errditional Use . Zoning Map
06795 . ":L' is the desire of the applicant to
develop a 12 space mobile home park.
Hal Johnson reminded the Board - that this
request had been heard in October . Johnson
stated that the Land Development Plan called
for -fixed Residentialdevelopment in this
area. Johnson :stated that the Board had
delayed any action on this request because of
what appeared to be legal action over an
access dispute. Johnson added that no such
action has been taken.
Rodney Mason, :Attorney, Asheboro, was present
te represent Dwight Meredith. Mason stated
that the L-ILnutes of the October Planning Board
meeting acknowledged Meredith' s access from
Wright ight Road. Mason stated that the -Planning
Board delayed action for 30 days to allow
Wright time to begin legal action against
Meredith' s eight to this access. Mason said
that Wright was obviously not seriously
contesting the access because he had done
nothing so far (within 60 days) . Mason stated
• that it would be clearly unfair to deny
• Meredith thi :s request because he :has meet all
of the qualifications. Mason added to post-
pone the case any further would be to deny
Meredith due process of law.
Dwight Meredith addressed the Board by saying
that if the Board did approve this request he
would still be willing to work toward a
maintenance agreement for the road.
. • Wes Moser , f,'lt_srne\'-, Asheboro, stated that hie
firm is emp '.oyed by Dennis Wright . Moser
stated that he wanted the Board to realize
tl at his client was not opposing the request
but there is :.a:i".l a dispute to be settled.
Guy - Troy made :he motion to recommend to the
Commissioner that this request be ' approved as
consistent w:Ltlr the Land Development Plan.
Jim Routh seconded this motion, and the motion
passed unanimously.
C: HERMAN K. MCUCYt7ELT, a W. REID KEARNS, Asheboro,
North Carolina.- is requesting that approxi-
mately 150 acres located on SR n.06 (Racine
Road) , just south of SR 2106/SR 2113, Provi-
dence Township, be rezoned from Residential
Agricultural to Residential Restricted.
Zoning Map 0 7777 . It is the desire of the
applicants to use the property for restricted
residential development.
Ken McDowell explained to the Board that this
would be a continuation of Woodfield Acres.
McDowell stated that 82 lots have been final
plat approved and the new lots will be for

Guy Troy ,said that this was a nice
development .
There was no one present in opposition to this
request.
Guy Troy -made the motion, seconded by Lynden
Craven, to recommend to the Commissioners this
request be n,oprove . The motion passed
unanimously.
D: THOMAS L. ^LF,SI` GI:?, Asheboro, North Carolina,
is requesting that approximately 1 acre
located on the northwest corner of Hwy 64/SP..
2256 (Dewey Road) , Franklinville Township, be -
rezoned from Residential Agricultural to
Highway Commercial/Conditional Use. . Zoning
Map #7781 . It is the desire of the applicant
to use the oroperty for an automotive sales.

Thomas Blas_ ngim was present and stated that
he planned ':-.c; move his existing business (300
feet west of this location) to this site.
Blasingin plans to increase ssales and
inventory to approximately 25-30 cars. The
existing house will be used for the office and
no junked or unsitely vehicles will be allowed
on the lot. Biasingim plans to park most of
the cars on the eastern portion of the
property.
Hal Johnson stated that the Land Use Plan
shows this area as becoming commercial..
Guy Troy stated that this area appears to be
very residential . •
There was no one ?resent in opposition to this
request .
Aweilda Little made the motion, seconded by
Bill Dorsett, to recommend to the
Commissioners that this request be approved as
consistent with the Land Development Plan.
The motion ,sassed with a 6/1 vote. Guy Troy
voted against the motion.
E : BENJAMIN F. & VIVIAN HILL, Denton, North
Carolina, is requesting that approximately 1/2
acre located on SR 1179 (Lou Cranford Road) ,
New Hope Township, be rezoned from Residential
Agricultura2. to Highway Commercial/Conditional
Use. Zoning :lap ' 7605. It is the desire of
the applicants to use an existing building to
operate a grocery store and gameroom.
Vivian Hill and her partner , Debby Kinney,
were present at the meeting. Hill stated that
they had completely renovated an: old straw
barn for this operation. Hill added that they
Plan to sell hot food from the store.
There were 14 people present in favor of this
request.
There was no one present in opposition.
Lynden Craven male the motion, seconded by
Aweilda Little, to recommend : to the

Commissioners that this request be approved.
The motion passed unanimously.

WILLIAM MICT AflI, GAInES, Franklinville, North
Carolina, is requesting that approximately 1
1/2 acres located on SR 2455 (Hardin - Ellison
Road) appror.i nately 1 mile from Hwy 22, .•
Franklinville Township, be rezoned from
Residential. Restricted to Highway Commercial/
Conditional Use. Zoning Map #7793. It is the
desire of the applicant to operate an auto-
motive garage.
Wiliam Michael Gaines was Present at the
hearing. Gane : stated that he would have a
2-bay garage, no more than 15 cars (for the
business and personal use) , 2 scrap cars, and
would only overate between 3 am - 6 pm.
Gaines stated that he wanted his dealers
license. This would enable him to fix-up cars
and sell they.
Hal Johnson stated that the Commissioners and
the Planning Board have expressed concerns
with an influx of request for dealers license.
This problem =..s not unique to Randolph County,
other Counties around us are seeing these same
problems .
Gaines asked be could built a garage to
work-on and storage his personal cars. Gaines
added that he was aware that he could sell 5
cars in a year without a license.
Johnson stated. that he could build a garage
for his personal use and that the majority of
these per ;onal garages would turn in to
commercial operations. Johnson added that he
was not saying that Gaines would do this, but
that in several incidences this has happened.
• Johnson said that these cases were almost
impossible for code enforcement officers.
Pat Koch, adjoining property owner, said that
her residence was only 90 ' away from Gaines '
home. Koch stated that he was a good quiet
neighbor but that she had no desire the live
beside a automotive garage. Koch expressed
concerns of junk cars, increase in traffic,
and contamfLnation of the environment.
• Johnson said County Zoning Ordinances tried to
make allowances for situations where a person
resides on the property and desires to start a
small bus ne,..;s , but on the other hand the
County must protect: the communities from
development t:hat would have a detrimental
impact .
Awe:i.lda Little esp=,essed her concerns of this
type of commescThl operation on a very curve,
dirt road that Could not handle added traffic .
Guy Troy -rade the motion to recommend that the
Commissioner deny this request as not in
keeping with the Land Development Plan for
this area. Doyle Stout seconded this motion,
and the motion passed unanimously.
G: PETROLEUM SALES, INC. , Randleman, North
Carolina, in requesting that approximately 1
1/2 acres located on the corner of Hwy 311/SR
1944, New ':Iar-ket: Township, be rezoned from
Residential Restricted to Highway Commercial.
Zoning hap ';•7745. It is the desire of the ,
applicant to use the property for commercial
purposes .

was present the hearing.
Hal Johnson stated that this was another case..
(Like one n: ' roved by the Board a few months
ago) of waere the State must take the existing
business for the turn-lane project planned for
Hwy 311 in the Spr:.nl.
Webster stated that he buried new gasoline
tanks this pest Spring (1989) at a cost of
over $30 , 000 . Then the NCDOT notified him of
the new right-of-way that would go through his
present bu1dinq. Webster stated that
fortunately the tanks were buried outside of
this new r: ght-of-way. Webster stated that
the new building would be located
approximate_.v 50 ° behind the old building.
Webster added that the Environmental Health
Department had approved a preliminary
evaluation en the property.
There was no one resent in opposition .
Lvnden Craven made the motion, seconded by Guy
Troy, to recommend to the Commissioners this
. request be approved. The motion passed
unanimously .
H:: A & C Enterp:) ce! , Randleman, North Carolina,
is requestre:i that approximately 104 acres
located on r; 1002 (Fork Creek Mill Road)
approximately 3 miles east of Hwy 705,
Richland Township, be rezoned from Residential
Agricultural to Residential Mixed. Zoning Map
#t`7675. It is the desire of the applicant to
develop a 23 lot subdivision of both site
built and manufactured homes .
Ben Coleman, Secretary of A & C Enterprises,
was present at the hearing and explained that
they would like to develop a subdivision for
the workine class . Coleman stated that
everyone could not live on the 'mountain' and
this would allow clean/affortable homesites
• for the working people. Coleman stated that
the restrictions would cover junked vehicles ,
chicken house=- , sr-r. other nuisances.
Clyde Gravee and Martha Lucas, adjoining
property owners, e::pressed there concerns of
23 trailers being located on these lots .
Graven stated that the house _Martha Lucas
lives in wee bui :.t by their father at the turn
of the Centre:y.
Aweilda Lite stated that due to the strict
requirement_e :7f underpinning that the County
would requi.ee for manufactured homes she would
make the mot:.a_n to recommend to the Commis-
sioners that: this request be approved. Bill
Dorsett secenedethis motion and the motion
