January 9 , 1990
There was a meeting of the Randolph County Planning
T3oard on Tuesday, January 9, 1990 , at 7 : 00 p.m. , in the
Public Hearing Room, County Office Building, 707 McDowell
Road, Asheboro, North Carolina .
1 . Chairman Charles Adams called the Randolph County
Planning Board meeting to Order at 7 : 00 p.m.
9 . Hal Johnson called roll of the Hoard members:
Charles Adams, Chairman, present; Aweilda Little,
Vice Chairman, present; Lyndon Craven, present;
Doyle Stout, present; Bill Dorsett, present; Jim
Routh, present; Arlie Culp, Alternate, present;
Maxton McDowell, Alternate, present.
3. Lynden Craven made the motion, seconded by Doyle
Stout, to approve the Minutes from the December 5 ,
1989 Planning Board IIeeting. The motion passed.

A. BACK CREEH HILLS, Section 1 (final plat) ; Pack
Creek Township; Hwy 64; Zoned .P.R; 23 lots .
Wade Yates - Owner .
Hal Johnson, Planning Director. , stated that
this restricted re.sidenti.al. subdivision has
the roads completed and approved by the State .
Wade Yates was not present at the meeting .
Aweilda Little made the motion , seconded by
Jim Routh, to approve the final plat for
Section 1 of Pack Creek Hills . Notion passed.

for a Rural Family Occupation to operate
Barber Shop near his residence located on
approximately 3 acres on SP 7.524 (flecker :3ite
Road) appron i_mately 3/10 mile south of :Hwy
311 , NeS., Market Township, 7,oni_n3 Map ;`7745,
Zoning District RA.
Hal Johnson, Planning Director , explained that
Hollingworth ' s current place of business (on
Hwy 311 ) was being up-rooted because of the
State' s expansion of turn-lanes on Hwy 311. .
Harold Hollingsworth was present and told the
Board that he received a notice to be out of
his present building by Larch 30 , 1990 .
There was no one present in opposition to this
request .
Arlie Culp made the motion , seconded by
Aweilda Little, to approve this Special Use
Permit. The motion passed unanimously.

6. R ZONIN. REQUEST'S :
A. R. L. SMITH, Asheboro, north Carolina, is
requesting that approximately 3 1/2 acres
located at the end of SR 1760 (Broken Oak
Road) , Trinity Township, be rezoned from
Residential Agricultural/Residential Mixed to
Highway Commercial/Conditional. Use. Zoning
Map *7705 . It is the desire of the applicant
t use an existing building for a music/re-
creational center .
Hal Johnson stated that it was his under-
standing that the building is in place and wan
used for this type of activity but the
business has been dormate for several yearn.
R. L. Smith stated that this was correct.
Smith explained that this would not be a dance
hall, it would be a place for country and
gospel musicians to perform (for no pay) stage
acts. Smith said that they would operate a
small snack bar .
Johnson asked Smith if he was aware that if
this rezoning was approved the building would
have to meet N.C. State Building Codes and
Health Department standards for a public
assembly building. Smith stated yes, but that
because of renovations (since first
constructed) to the building it would probably
only require a new roof. Johnson stated that
because the building was constructed prior to
enforcement of State Building Codes and
because of vandalism to the building it would
probably require much more than just a roof.
Jessie Jones, property owner, stated that she
and her partner operated the business for 2()
years and would babysit for the whole
community. Jones stated that it was a nice
clean place. Jones added that they hell
benefits for cancer (sick) patients. Jones
added that she felt this would be good for the
community and she was sure Mr . Smith would
operate the business in the same manner that
they did for many years.
Mr. Jones, property owner , stated that he and
his partner , with the help of the neighbor-
hood, built the place with their bare hands .
Jones added that they did not allow any
drinking in the place. Jones said that these
persons here in opposition to this request
(when the Jones ' were operating the establish-
ment) enjoyed their business for many years.
Debra Hines, adjoining property owner, stated
that the Jones operated a small nice place
there at one time but now this is a quiet
neighborhood on this dirt 1/2 mile road.
Hines stated that there are 15 children that
ride their bikes on this road. Hines
expressed concerns of traffic, dust, noise,
and child safety problems . Mines presented
the Board with a petition of 34 signatures
against this rezoning.
William Moss, adjoining Property owner, told
the Board that he has lived here for 21 years
and he would be against rezoning the property
`•� for a commercial use.
Merl Welborn, adjoining property owner , stated

that he was against the rezoning and that he
had 4 children he wan trying to raise by
himself and he did not need anymore problems .
Pat floss, adjoining property owner , said that
.the children here are not deprived of recrea-
tion and this type of establishment wan not
needed in the neighborhood.
Five persons were present in opposition to
this request .
R. L. Smith stated that the nearest house was
500 yards from this building and the building
is padded (on the doors, etc) to control the
noise level .
Jones stated that 90?J of the houses came after
the Wildwood Club was built .
Board member Bill Dorsett stated that. the
Jones ' have a comerci.al building and should
not be deprived of use of the building but
this request would be totally inappropriate
for this residential neighborhood. Because of
this, plus concerns expressed by the adjoining
property owners, Dorsett made the motion to
recommend to the Commissioners that this
request be denied. Jim Routh seconded this
motion and the motion passed unanimously.
B. VIRGIL HILL, Asheboro, North Carolina, is
requesting that approximately 1 acre (from a
10 acre tract) located on SR 2604 (Luck Road) ,
Grant Township, be rezoned from Residential
Agricultural to Residential Agricultural/
Conditional Use . Zoning Ilap '7771 . It is the
desire of the applicant to operate a custom
plastic parts business from an existing
building of 3, 000 sq. ft.
Hal Johnson explained to the Board that Hill
is currently operating this business and
because he operates a farm (which is not
regulated by County Zoning) he did not realize
• he needed zoning clearance or building permits
to begin his operation .
Virgil Hill was present at the meeting and
stated that he has been operating this busi-
ness (at this location) for 4 years . Hill
stated that the building is approximately 2/10
mile off SR 2604 . Hill added that thin
building is located beside his chicken houses
and the business is not visible from the State
road.
Brenda Duncan, adjoining property owner , was
present in opposition to this request . Duncan
expressed concerns of pollution to the water
table, traffic problems, and possible :Future
expansion.
Virgil Hill stated that all the materials used
in his business are FDA approved for food
handling and that all scrap materials are
recycled and used. hill added that most of
the traffic (to his property) is from his
chicken houses and he has no Pans to expand
this business in the future.
Board member Jim Routh said he could see no
problem with the business continuing to
operate in this location. Routh added that i.1=

Arlie Culp made the motion, ._e^onded by Lyndon
Craven, to recommend to the Cor mi.snioners the

unanimously.
